Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

The 1970s and 1980s saw two important changes in the West German discussion of the welfare state. First, global trade put direct economic pressure on expensive welfare states in the western world. Second, the social science discussion of the welfare state shifted to a language of systems, which no longer viewed the welfare state as a tool of state or society, but asked about how systems of social policy could have unintended consequences—how social solutions could pose their own problems. Young Marxists, breaking with the SPD, questioned the possibility of a welfare state that could aid workers under capitalism; conservative state theorists questioned whether democracy, with its demands for state solutions, could paralyze the state. The result was a more complex reading of how the modern word created complex challenges for individuals and states alike, especially well articulated in the work of Kaufmann and Luhmann.

In Italy, from the 1930s until the end of the century, the relationship between the Catholic world and the development of the Social state becomes a very relevant theme. Social thought and Catholic historiography issues witness a European civilisation crisis, by highlighting problems of poverty and historical forms of assistance. Furthermore, by following the 1931 Pope Pius XI encyclical Quadragesimo anno these issues interacted with fascist corporativism. After 1945, other key experiences arose, as the discussion on social security as the conclusion of the whole public assistance debate shown. These themes are reported in the Bologna social week works in 1949 and in Fanfani's and La Pira's positions, which present several correspondences with British and French worlds, such as Christian socialism, Reinhold Niebuhr's thought and Maritain's remarks. The 1948 Republican Constitution adopts the Welfare State model assumptions, and it is in those very years that the problem of a system based on a universal outlook arose. Afterwards, governments of coalition led by centre and left-wing parties fostered social security through welfare and health reforms until the '80s. While this model falls into crisis, and new social actors begin to be involved in a context of subsidiarity.

This chapter looks at how some students of social policy see the development of ‘The Welfare State’ in historical perspective as part of a broad, ascending road of social betterment provided for the working classes since the nineteenth century and achieving its goal in the present time. This interpretation of change as a process of unilinear progression in collective benevolence for these classes led to the belief that in the year 1948 ‘The Welfare State’ was established. Since then, successive governments, Conservative and Labour, have busied themselves with the more effective operation of the various services. Both parties have also claimed the maintenance of ‘The Welfare State’ as an article of faith.

This chapter examines the engagement of social work academics in the policy process in Sweden. It begins by presenting an overview of social policy and the welfare state in Sweden and by discussing the emergence of the social work profession in that country. The development of social work education in Sweden and its contemporary features are then depicted. Following these, the methodology and the findings of a study of the policy engagement of Swedish social work academics are presented. The findings relate to the levels of engagement in policy and the forms that this takes. The study also offers insights into various factors that are associated with these, such as perceptions, capabilities, institutional support and the accessibility of the policy process. The chapter concludes with an analysis of the findings and their implications.

The image of the Mexican Motherland protected by the national eagle was one of the most circulated civic symbols during the period of the welfare state (1940–1973). Between 1962 and 1977, it illustrated the covers of the free texts created and given by the Ministry of Public Education to all students. The image gained circulation again in 2008, on the textbook History and Citizenship. It was also employed as the logo for the Instituto Mexicano del Seguro Social [Mexican Institute of Social Security], an organization to which the government devoted an important part of its budget. Welfare state programs developed in several countries. In Mexico, the ideals were promoted by the official party that ruled the nation for nearly seventy years. During the presidency of Adolfo López Mateos (1958–1964), when the country experienced its best moment of economic welfare, political stability, and consolidated this patriotic—and propagandistic—symbol, it became a significant component of the civic collective imaginary. By this time, a solid symbolic apparatus already existed and marked “memory spaces”—with its expressions of public art, like the ones in the visual vocabularies of free textbooks. It formed one of the tools for the exercise of symbolic power needed for governability. The image of Motherland protected by the national eagle (with its gender connotations) can be described as: Motherland is a woman and government is a man; this allows the citizens to relate the civic realm to the private one and to the functions and divisions of the social order and in the family environment. The example of the Motherland as a source of life and provider of social services for citizenship and that of the government as the provider, onlooker, and president of homeland functions, sublimated and reinforced these values in familiar and social arenas—a role previously assigned to the woman. Reverence to the nation obscured the predetermination of her reproductive duties to the care of its offspring and of its home to the man as head of family in his functions as a provider. Therefore, the visual arts and textbook writing in particular, as well as the visual-spatial language, led to the establishment, internalization, and preservation of the status quo in the social structures and civic norms reinforced by the uses and habits, operating to promote controlling groups, either the paternalist government or the conservative family man. The welfare state opened a connection to art not only because of the economic boom and the investments in public works and projects, which included public works of art, but also because of the interest of political leaders in education, patronage, and artistic diffusion. Public art played a fundamental role both in the symbolic government apparatus and in the artistic world itself. Possibilities of participation in constructive projects subisidized by the government increased, consisting of both facilities for health-care and housing services, as well as museum spaces. Among these projects was the first museum of modern art, opened in 1964. In addition, the art market strengthened with the opening of galleries accesible to both the middle class and the elite. Consequently, struggles for power between different artistic trends and groups and the Mexican School of Painting that, since 1921, with its budgetary ups and downs and the downfall of its sponsor, relied on an official subsidy to make public art. Although two of the three masters of muralism, Diego Rivera and José Clemente Orozco, had died, David Alfaro Siqueiros remained active, and mural production continued with artists of younger generations, new trends, and uneven artistic quality. In the realm of public art, the Plastic Integration started by the painter Carlos Mérida and the architect Mario Pani, promoted contributions in its pursuit of a total oeuvre derived from the harmonic encounter of painting, sculpture, and architecture in addition to the geometric pictorial language of pre-Hispanic inspiration and to the simplicity of prismatic forms from international architecture. Within the modern spirit and its “tradition of permanent rupture with tradition,” the second and third group of muralists, largely led by Siqueiros, confronted the “ruputura” generation, then a group of young artists who lacked a particular stylistic approach, and likened the foreign nonrealism to the didactic and propaganda-oriented character of their rivals. This trend emerged in the 1950s and consolidated in the 1960s. It comprised José Luis Cuevas, Alberto Guironella, and Cordelia Urueta, who were linked to neo-figurative art and to abstract art in several modalities with Vlady, Manuel Felgueres, Lilia Carrillo, Juán García Ponce, Pedro Coronel, Kasuya Sakai, and Vicente Rojo, among others. Overall, these trends and conflicts between political realism and nonrealism shared characteristics on the international level during the Cold War.

The literature has pointed to a change in radical right-wing parties’ (RRWPs) position regarding the welfare state. Those parties have abandoned the neoliberal approach on distributive issues and have become defenders of social expenditure for deserving groups. Nevertheless, as RRWPs have joined with right-wing mainstream parties to form governments, their distributive policy position might cause conflict in a coalition. This study, therefore, addresses this puzzle by analysing the social policy outcomes of RRWPs’ government participation. The conclusion is that those parties contribute to the welfare state retrenchment. However, policies are not affected evenly. Expenditure that targets groups regarded as undeserving by the radical right is retrenched the most.

If a question can be mal posée, surely an interpretation can be mal étendue. This has been the fate of the social interpretation of the welfare state. The cousin of social theories of bourgeois revolution, the social interpretation of the welfare state is part of a broader conception of the course of modern European history that until recently has laid claim to the status of a standard. The social interpretation sees the welfare states of certain countries as a victory for the working class and confirmation of the ability of its political representatives on the Left to use universalist, egalitarian, solidaristic measures of social policy on behalf of the least advantaged. Because the poor and the working class were groups that overlapped during the initial development of the welfare state, social policy was linked with the worker's needs. Faced with the ever-present probability of immiseration, the proletariat championed the cause of all needy and developed more pronounced sentiments of solidarity than other classes. Where it achieved sufficient power, the privileged classes were forced to consent to measures that apportioned the cost of risks among all, helping those buffeted by fate and social injustice at the expense of those docked in safe berths.

This paper proposed an analytical study and investigation about State-owned enterprises (SOEs) privatization policy against welfare state perspective. Other than having an economic impact it also led to a constitutional polemic in Indonesia. So far, privatization of SOEs is considered as the best solution for SOEs to be more productive and efficient when handled by the private sector rather than controlled and managed by the state. However, the negative impact of privatization is not least disadvantageous for the state especially to the people where there are no guarantees and legitimacy from the state responsibility when SOEs has already profit oriented. This research would like to find a new concept of privatization of SOEs in accordance with the welfare state perspective. This research used a normative juridical legal research method. This method was chosen because the object was of norms and doctrines and legal principles related to the title of this research. The Author believes, Privatization has changed the social welfare schemes at as well as distorted the role and responsibilities of the state in realizing common prosperity. The conclusion is the Government should to review all regulations concerning the SOEs privatization and revoke regulations that are contrary to the welfare state principle in Indonesia.

ABSTRACTSocial policy in Northern Ireland offers examples of social policies strongly influenced by ideological considerations. There are a number of factors which determine how susceptible services and policies are to ideological influences. Some services are particularly sensitive to ideological values and demands, for example, education. In certain areas the distribution of services and the allocation of resources has been significant in maintaining the political structure. The distribution of administrative responsibility, the absence of pressure from Britain for maintaining parity in social services, and the absence of non-secretarian pressures on the government are other significant factors. The process of analysing problems and formulating social policy reflects deep ideological divisions. This can be contrasted with the rational, empirical and pragmatic models of policy making, implicit in the development of social policy in Britain. With some minor modifications the British model of the Welfare State operates in Northern Ireland. In some areas it operates to serve ends other than those of redistribution or meeting social need. This provides insights into some of the assumptions made about social policy and the Welfare State in Britain.
