Determination of reserves of generating capacity is one of the main tasks in planning the future development of electric power systems. There are many problems that affect the rational level of redundancy of generating capacities in Russian power industry. Modern changes in the Russian electric power industry concerning the level of redundancy of generating capacity in the long-term planning of the development of the Unified Power System (UPS) of Russia are analyzed in the article. The optimization problem of determining the necessary reserves of generating capacity in the power system, based on the assessment of adequacy, taking into account the modern features of the development of the UPS of Russia is presented. The results of assessing the adequacy of the UPS of Russia at the level of 2022 and the value of the optimized reserves of generating capacity in the UPS of Russia are showed in the final part.

The article presents the results of research on the development of the structure, methods and technologies for managing the Unified Energy System (UES) of Russia in the context of the digital transformation of the electric power industry. The analysis of the experience of managing complex socio-technological systems (STS) on the example of the UES of Russia and modern achievements in digital technologies resulted in defining the main directions of the formation of a network-centric approach to ensuring the reliability of energy supply to consumers and the country’s energy security in normal operating conditions and in emergency situations. A comparative analysis of the structures is carried out and examples of practically implemented fragments of the above systems are presented. The article also presents the stratification of control loops and the structure of ontological modeling for the functioning of the entire UES control system. It defines and mathematically substantiates the algorithms for forming decisions for the managing the power facilities in the level range from of the National Crisis Management Center to the operational personnel responsible for maintaining the mode of power systems and power facilities. The given examples of operating systems, SISFEC (state information system of the fuel and energy complex) and SRMS (stability reserve monitoring systems)actually confirm the correctness of the selected solutions of the network-centric approach to managing the UES of Russia. The provisions set out in the article determine the direction in developing the digital control systems for STS.

Recently, the traditional energy system cannot satisfy the needs of a large number of users, therefore, to ensure efficient use of energy, it is necessary to apply new structures and technologies. Today, the key problem of the Russian energy community is low energy efficiency, which, in turn, has a negative impact on the country's economy. Innovative transformations can play a major role in improving energy efficiency. The introduction of methods and technologies of predictive analytics allows for the most efficient reengineering of production processes and the highest quality prioritization in the development and implementation of innovative products. The integration of intelligent network technologies, sustainable energy resources is an important path to sustainable development. To increase the share of import substitution, and in the long term to start exporting the developed technologies and ready-made technical solutions, support and development of the innovation environment and existing promising projects both from the state and infrastructure organizations, as well as from market participants are necessary. A number of areas of innovative transformations in the electric power industry have been identified, which in the near future will determine promising technological and market trends. When creating effective innovative projects, it is important to choose the right approach used in innovative design. In addition, in the current market conditions, the efficiency of the energy industry directly reflects the effectiveness of the adopted and implemented innovative solutions. Being one of the most important factors in the socio-economic development of any state, the state of the energy complex and its relationship with other sectors of the national economy determines its significant impact on the sustainable innovative development of Russia.

Electricity market of regions and Ukraine in the context of modernization changes The article considers the importance, structure and electricity in the fuel and energy complex of the country and regions. It was found that in the production of electricity used (TPP), hydraulic (HPP) and hydroaccumulative (PSP), nuclear (NPP) stations. The connection of electric power industry with industry is shown. The largest power plants of the regions of Ukraine were inspected. The mechanism of operation of condensing and thermal power plants is clarified. The defining principles of development and location of electric power of Ukraine are noted. The place and role of nuclear power plants in ensuring the principles of energy security of the country are described. The peculiarities of the problem of the electric power industry are highlighted, which are primarily the use of low-risk nuclear reactors, as well as the still current import of uranium ores as raw materials from Russia. Utilization of NPP waste remains an unresolved problem. Large power plants have been structured into integrated power systems, which locally form a unified state energy system. Alternative power plants are listed as centers of economic electricity, their advantages in comparison with traditional types of energy are highlighted, and the disadvantages are also emphasized.

In the global energy system, the fight against climate change, meeting the growing demand for electricity, using the opportunities gained through the fourth industrial revolution and affecting all sectors of the economy and the related qualitative changes in the characteristics of electricity demand become extremely urgent. In recent years, the general pace of innovation has been growing, while introducing innovation in the energy sector has become a complex long-term challenge. Digitalization of the electric power industry in Russia is one of the key objectives of the industry development. The purpose of this study is to consider the existing classification of innovations from the standpoint of the electric power industry and to determine what qualitative and quantitative effects the introduction of innovations in the Russian electric power industry gives. To calculate the effects, we used data from Federal State Statistics Service and the Russian Energy Agency, as well as annual public reports of the System Operator and data provided by NP «Market Council». An assessment is made based on optimistic and pessimistic scenarios. As the first, the highest values were taken, as the second – the lowest values according to experts' forecasts. First proposed classification of types of innovations in the electric power industry related to changes in technology and changes in the market. The effects of each type of innovation are also calculated. The paper concludes that the effects of innovations due to changes in technology are more influential than innovations due to changes in the market.

The article considers the state of the electric power industry functioning of the Chechen Republic. Comparative data on the reception in the network and useful electricity supply of the Chechen Republic in recent years are presented. The total transformer capacity structure of all substations, as well as the power lines total length of Chechenenergo JSC, is considered. The main electric power industry problems of the Chechen power system, which are the lack of own generating capacities, the transformer capacities shortage of substations 110 and 35 kV and the main production assets high level wear of the electric grid economy, are studied. The tasks to reduce the Chechen energy system electric energy losses are considered. The values and causes of the electric energy losses in different district electric networks (RES) of JSC "Chechenenergo" are determined. A comparative analysis of the electrical energy losses in recent years has been performed. Issues related to reactive power in electrical networks are considered. An analysis was carried out to determine the reactive power values in different district electric networks of Chechenenergo JSC. Measures are proposed that contribute to the reactive power normalization and the improvement of technical and economic indicators in electric networks. The networks electrical circuits improvement analysis was carried out to ensure the power supply stability and reliability to consumers in the republic. The production process control system and diagnostics is proposed, which will allow to regulate and coordinate the activities to manage the technical condition, as well as the power system reliability.

The main task of Ukraine's energy strategy until 2030 is to bring the country's electricity complex in line with international requirements for efficiency and reliability of energy supply, which requires improvement of the regulatory framework of Ukraine's electricity. The introduction of international standards as national standards of Ukraine will remove many controversial issues in the modernization of energy facilities, promote domestic energy equipment in the Western market, create conditions for parallel operation of Ukraine's energy system with European energy associations, improve the quality of energy. But updating the regulatory framework of the industry requires significant time and money, so it is necessary to properly organize this process in order to improve the technical and economic efficiency (EE) of energy in the shortest possible time with minimal costs. One of the methods of solving this problem is complex standardization (CS), the methodological foundations of which were laid in Soviet times, but are outdated due to changing economic conditions and basic criteria for assessing the efficiency of energy facilities, especially their impact on humans and the environment. Therefore, it is necessary to develop a new approach to the COP in the field of electricity in modern conditions, in particular, to develop a model of the COP, methods, classification of tasks and determine the priority of standardization in the field of electricity. Standardization in the electricity sector should cover all major areas of industry development and contribute to the creation of conditions for safe operation of electricity facilities, ensuring rational energy consumption, improving the technical level and environmental safety of energy facilities, ensuring reliable and efficient operation of Ukraine's integrated energy system. Therefore, the development of the COP model should be based on the structural model of the power industry, which corresponds to the real conditions of the industry. To ensure the cost-effectiveness of the COP, it is necessary to develop a new methodology for evaluating EE development and implementation of standards for energy equipment in market conditions, as well as methodological approaches to economic optimization of the sequence of implementation of standards. Thus, the development of scientific and methodological principles for improving the system of regulatory documents of the electric power industry of Ukraine is an urgent and important task, the solution of which will contribute to the effective updating of the regulatory framework of the industry.


Currently the issues of reliability and efficiency assessment of the operation and dispatch control of the Unified Energy System of Russia remain unreported and require the attention of the scientific community, electric power industry stakeholders, as well as federal and regional regulatory bodies. The paper studies the structure, mechanisms of interaction between the operational dispatch control participants and the electric power industry, regulatory legal acts, as well as the practice of operational dispatch control of the Unified Energy System of Russia and the electric power industry of foreign states. The existing system for assessing the reliability and efficiency of the operation and dispatch control of the Unified Energy System of Russia is considered. The study employs such methods as analysis, synthesis, generalization, abstraction, comparative and logical methods. The paper highlights the impossibility of unambiguous perception by all subjects of the electric power industry as a justification for technical solutions, argumentation of their own actions and in other business processes, justification of the position of ensuring reliability, due to the absence of a clearly developed regulatory framework in the field of reliability (generally accepted apparatus and terminological certainty). The paper substantiates the need for monitoring and assessing the reliability and efficiency of operational dispatch control in the electric power industry. The problems of monitoring and evaluating operational dispatch control in the electric power industry are considered. The practical result of the work is suggested drafted organizational structure for monitoring the reliability and efficiency of operational dispatch control in the power industry.
