South Africa became a signatory to and ratified the World Heritage Convention, 1972 (WHC) in 1997. It thereby voluntarily agreed to identify and conserve world heritage areas of universal value for the benefit of mankind. This article presents a case study of the Vredefort Dome, one of South Africa's World Heritage Sites (WHS) and specifically its governance strategies to ensure proper and sustainable governance. Firstly, the issue of fragmentation of the environmental governance regime applicable to WHS is discussed, and in doing so, refers to the various legislative and common law responsibilities and institutional structures related to environmental governance of WHS. Secondly, it briefly discusses the concept of good governance and the concept of cooperative governance as a sub-component of good governance. Finally it comprehensively proposes various strategies to ameliorate the current fragmented and unsustainable environmental governance effort relating to WHS.

Abstract. The Central America region hosts a valuable amount of World Heritage Sites (WHS), many of them located in areas of floods, landslides, drought, high winds, intense precipitations, and earthquakes. The effective management of WHS requires the understanding of this type of environmental phenomena and their potential impacts on these sites. The objective of this work is twofold. To make an analysis of some of the atmospheric systems (easterly waves, cold fronts and tropical cyclones [TCs]) hitting Central America, to estimate their effects on socio-economic activities and potential impacts on WHS during the period 2002–2012. The second objective is to identify, for a case study, the potential effects of hydro-meteorological events associated with a tropical storm on the Diquis Delta region in southern Costa Rica. This site, an important unique archeological site of stone spheres, has been proposed by this country as a WHS. To achieve both, public data bases like HURDAT (North Atlantic Hurricane Database), and information from regional newspapers and National Emergency Committees, among other sources, were used for the study of socio-economic impacts caused by these natural hazards. To accomplish the latter, course resolution NCEP/NCAR (National Center for Environmental Prediction/National Center for Atmospheric Research) Reanalysis atmospheric data served to initialize version 5 of a numerical atmospheric mesoscale model (MM5). This approach permitted to obtain higher resolution gridded data for a set of atmospheric variables for a case study associated with the formation of tropical storm Alma upon the Pacific basin. The MM5 resulted winds and precipitation, among other variables, were then used to evaluate potential impacts on the WHS region. Among the systems analyzed for Central America, TCs were the ones that most severely impacted regional social life and worsened the already weak regional economies. During the period analyzed, TCs affected regions where WHS are very relevant to cultural life and touristic income. The MM5 derived data shows its potential for providing detailed space-time atmospheric data to help quantify and anticipate impacts for WHS protection and management. The overall results are expected to bring the attention of organizations and governments about the importance of socio-economic and cultural losses associated with the impacts caused by natural hazards near WHS in the region.

Purpose Having more than 1,000 sites on the World Heritage List raises questions regarding what world heritage means. The re-evaluation of heritage sites within the USA will be conducted as a case study, where similar issues of historical designation has taken place. Within recent decades there has emerged a policy of revisiting designations that occurred prior to 1990, when the nomination process was less rigorous. These re-evaluations do not necessarily remove the property from heritage designation, but the process has been valuable from a qualitative standpoint because a better understanding of significance has been achieved. The paper aims to discuss this issue. Design/methodology/approach Within recent decades there has emerged a policy of revisiting designations that occurred prior to 1990 in the USA, when the nomination process was less rigorous. Should a similar approach or policy be made to the properties placed on the World Heritage List during the first decades, since the expectations for demonstrating outstanding universal value have since increased? The result could be that we end up with a more robust World Heritage List that provides a better definition of what the common heritage of humanity is. Findings The way we approach and conceptualize World Heritage needs to evolve accordingly, considering how much it has evolved since the Convention in 1972. The experiences of re-evaluating historic places in the USA since the 1990s has much to offer. Research limitations/implications Only the perspective of the USA is given, as a case study. Contributions from practitioners in other countries experienced in heritage site re-evaluation best practices would be meaningful. Practical implications Re-evaluating World Heritage Sites is something to consider as a management prospect for places on or under consideration for the World Heritage List since it could bring a more comprehensive understanding of outstanding universal value. This type of re-evaluation may help in addressing the meaning of place(s), contextualization of multiple locations of common heritage, and the political elitism of the World Heritage List, where some countries are over represented due to sites listed through a less-experienced process from earlier decades. Social implications Revisiting the World Heritage List in respect to policy and the meaning of world heritage may be in order. For example, should every nation be entitled to list at least one property to the list regardless of its heritage value? Originality/value Since the 1970s, coinciding with the establishment of the World Heritage List through the Convention Concerning the Protection of the World Cultural and Natural Heritage, the USA has dealt with dynamic and complex logistical problems regarding the recognition and interpretation of its cultural heritage.

The process of listing a World Heritage Area (WHA)c in developing countries is often much more complex than in the West. Often all stakeholders are not taken into consideration and there is a lack of understanding of the concept of World Heritage and what it entails. This is particularly true for stakeholders who live in or adjacent to the proposed WHA, such as local communities. This paper presents a case study of Kokoda and the Owen Stanley Ranges, currently a tentative World Heritage site, to show the complexities in stakeholder collaboration and attribution in the process of World Heritage designation. Six key stakeholders were identified in the study. Upon examination of four attributes of stakeholders: power; legitimacy; urgency; and proximity, it was found that all stakeholders in this case study have a high legitimacy in the listing process however only the local community holds high levels of power, urgency and proximity. Additionally it was found that several stakeholders, like the private sector, have too many weak relationships with other stakeholders, resulting in a lack of communication. These findings present the first step in understanding how it might be possible to improve the listing process of World Heritage Sites in developing countries through effective stakeholder collaboration.
