Land use planning is part and parcel of both land development and town planning. In Malaysia, these two areas are steered independently, the former by a state or district’s land office and the latter by the state’s local authority. This study looks at the aspects of land development where land use conversion plays a crucial part, where it brings significance to land revenue. As the leading district in Malaysia, the district of Petaling is undeniably the busiest land office in the nation, working hand-in-hand with three city councils. Land premium that is imposed on approved applications for land use conversion has been one of the main contributors to the district and state’s revenue as a whole. Given the hefty charges that have been imposed by the consultants for land use conversions, it is found that the application charges that are imposed by the land office are minimal. An assessment study on land conversion has been conducted and the result shows that the local community assessment score on familiarity, collectively stands at only 40%. It is recommended that an awareness on land use as basic knowledge should be given priority as it may contribute to more efficient land development and town planning, as a whole.

Bangladesh is a land scarce country where per capita cultivated land is only 12.5 decimals. It is claimed that every year about one percent of farm land in the country is being converted to non-agricultural uses. The study is based mainly on field survey covering 2 villages (Narikel Baria and Baze Silinda) from 10 sub-urban villages around Rajshahi City Corporation under Paba Upazila of Rajshahi district. The study area was selected purposively and the respondents of this research work were selected randomly. The major focus was on to mention the general land use pattern of the area, estimates the agricultural land conversion besides determining the causes and consequences affecting such conversion. Both Narikel Baria and Baze Silinda villages were selected as study area because of its relatively higher growth in infrastructure. In order to fulfill the goal of this study, primary and secondary data were collected from various sources and to analyze and process of collected data the SPSS, Excel and Arc GIS software were used. Different types of descriptive statistics were applied for representing the analyzed data. It is observed that the land conversion form agriculture to non-agriculture allied in recent time is more than the previous time due to gradually increasing land demand in housing and relevant services which invites adverse impact on agricultural land as well as its dependent population. So, it is necessary to take integrated land-use planning to offer better options for the fulfillment of land demand both of housing and agricultural sectors. Perlindungan Lahan Pertanian Pangan Berkelanjutan (PLP2B ‐ Sustainable Farm Land Protection) is agovernment policy aimed to prevent farm land conversion. It has been implemented among others inDemak Regency, which is one of the region’s main food source. The study identified the potential andchallenges of the implementation of the policy through the method of superimpose between the plannedmap and the actual land use conversion, supported by land conversion data from the Land Office andinterview with selected sources. The study showed that land conversion is still occurring and that thereare mismatches between the planned map and the actual condition. Interviews suggested that there stillvast measure of farm land available still for improvement into sustainable farm lands. Challenges emergefrom the high demand for housing areas, illegal land conversion and lack of policy socialization to thecommunity.Keywords: land conversion, planning map, factors affecting the implementation of policy

Involving citizens in river and flood risk management is critical for risk reduction and sustainable development within river basins, but local community input is often limited. This is partly due to the difficulty of quantifying the perceived values and risks related to the rivers, because these are based on personal knowledge and opinions. There is a need for more data on locals’ opinions and how they are spatially distributed across the river basin. Studies analyzing how perceived risks match evidence-based data can be a first step to including local knowledge in the decision-making process and pose the basis to enhance preparedness. Here, we present a blueprint questionnaire to characterize the perception of flood risk and its spatial distribution across the river basin. Respondents are asked their perception of the role of the river in terms of flood risk and management, as well as to pinpoint on a map the areas they identify as the most dangerous during floods. The approach is tested on the Tagliamento River in the Italian Alps, characterized by debates regarding flood protection, flood management and ecological conservation. The flood risk perception map shows good agreement between perceived risk and existing flood risk assessment maps in the lower basin, where major floods happened in recent memory (1966). In the upper basin, despite having suffered frequent floods, participants are more uncertain about the risks. There is interest in being involved in the risk management debate, and most respondents believe that risk reduction and river conservation are compatible. Land use planning is identified as a factor that can increase flood risk. The results point to the necessity to tackle together conservation, risk management and land use planning in order to develop risk-oriented river management strategies. Our study demonstrates how online participatory mapping can be used to improve the understanding of citizens’ perceptions and expectations with regards to their river, and support participation in sustainable river management.

Ecologically Valuable Areas play an important role in providing ecosystem services, however, human activities such as land conversion and urban sprawl pose pressures and threats to these areas. The study assessed the land use/land cover and urban sprawl in the Mount Makiling Forest Reserve (MMFR) Watersheds and Buffer Zone from 1992 to 2015 using remote sensing and Geographic Information System (GIS). Results showed that the land use/cover within the MMFR buffer zone has changed from 1992 to 2015 with built-up areas increasing by 117% despite Proclamation 1257, s. 1998 which regulates human activities in the zone. Based on the Shannon entropy analysis the land development in the MMFR buffer zone tends to be dispersed and sprawling. However, when the magnitude of change of urban sprawl in the buffer zone from 2002 to 2015 was calculated, a decrease in the entropy value was observed which implies a compacting pattern as the human settlement in the buffer zone increases over time. Proclamation 1257, s. 1998 needs to be strengthened to protect MMFR and its buffer zone from further encroachment and pressure. Moreover, remote sensing and GIS proved to be useful tools for assessing urban sprawl in ecologically valuable areas such as MMFR.

AbstractAgricultural land expansion and intensification, driven by human consumption of agricultural goods, are among the major threats to environmental degradation and biodiversity conservation. Land degradation can ultimately hamper agricultural production through a decrease in ecosystem services. Thus, designing viable land use strategies is a key sustainability challenge. We develop a model describing the coupled dynamics of human demography and landscape composition, while imposing a trade-off between agricultural expansion and intensification. We model land use strategies spanning from low-intensity agriculture and high land conversion rates per person to high-intensity agriculture and low land conversion rates per person; and explore their consequences on the long-term dynamics of the coupled human-land system. We seek to characterise the strategies’ viability in the long run; and understand the mechanisms that potentially lead to large-scale land degradation and population collapse due to resource scarcity. We show that the viability of land use strategies strongly depends on the land’s intrinsic recovery rate. We also find that socio-ecological collapses occur when agricultural intensification is not accompanied by a sufficient decrease in land conversion. Based on these findings we stress the dangers of naive land use planning and the importance of precautionary behaviour for land use management.

SUMMARYEffective conservation planning must anticipate the rates and patterns of dynamic threats to biodiversity, such as rapid changes in land use. Poor understanding and prediction of drivers and patterns of conversion of habitat can hinder assessments of the relative vulnerability of areas of remaining indigenous habitat to conversion, and identification of habitats in most immediate need of protection. Methods developed to model vulnerability to conversion vary in their complexity and applicability to conservation management. Generalized additive models provide a simple robust method to explore predictors and patterns of land-use conversion, and may be used to predict future patterns of conversion using recent land conversion data. This paper provides the first data-derived and statistically validated measurement of the vulnerability of New Zealand's indigenous grasslands to conversion. Higher altitude and more marginal (for agriculture and forestry) land showed greater conversion, and models based on earlier conversion patterns performed more poorly in predicting current patterns of conversion. Up-to-date land conversion data appear crucial for accurately predicting future vulnerability to habitat conversion.

Abstract The article is a case study of land use planning in the surroundings of the eastern side of the runway of the former airport Rakowice-Czyżyny in Cracow. The area was chosen because it is an example reflecting the history of many urban spaces that are well connected externally, well equipped in infrastructure, and favourably located in the city. They are now the scene of an intense market game, which arrogates to itself the almost unlimited right to determine the land use. Therefore, a study was conducted to verify the knowledge in that field. The analysis was based, inter alia, on differentiated source materials (including historical ones), a survey of press materials (mostly local ones), interviews with residents, the field analysis carried out in the research area and data analysis (primary market of real estate). The chosen example allowed the authors to confirm the theorems on the growing threats to the spatial order in a situation of struggle between supporters of neoliberal urbanism and broadly defined new urbanism. The latter cannot exist without spatial planning but since1990 in Poland we have been able to observe a crisis in this area. It leads to chaotic, too concentrated development in urban areas. This demonstrates that while the criticism of the new urbanism is in some dimensions justified, it cannot be used to legalize voluntary land development. This possibility of social and political permission for arbitrariness generates an “appetite” for space understood primarily as an economic good.
