Abstract: The Intelligent Transportation System is one of the burgeoning inventions that uses new technology to solve a variety of issues. Its compatibility with real-world issues in developing nations like India, such as traffic congestion, infrastructure demand, high traffic loads, and non-lane traffic systems. It is critical to assess a technology's potential in order to determine its viability. The goal of this article is to determine the utility cost ratio of implementation so that it may be evaluated without changing the existing infrastructure design. The end result is a utility cost analysis approach that takes social, economic, and environmental issues into account. As a result, the analysis is quickly examined so that the technology may be applied according to its appropriateness. The physical development of urban communities and cities, as well as the advancement of communication and information world, increased the need for advanced technologies. Nowadays, many urban planners and managers, especially the mangers of the intelligent transport system and smart government, are concerned with the transformation of physical cities to electronic cities and finally too smart cities in the real world. Making electronic cities smart requires the full participation of urban management organizations in different sectors. In addition, the required frameworks should be designed and implemented based on the close relations of these organizations with each other. This study aimed to investigate the key factors in transforming Birjand city into a smarter city by focusing on two components of the intelligent transport system and smart government. In smart government, a structure is recommended that is appropriate for launching and preparing the policies and regulations that need to be covered by different dimensions. In smart transportation component, one of the most important and valuable solutions to the problems of transportation is the intelligent transport system (ITS).  In this context, measuring potentials and implementing strategic planning can play a key role in increasing service delivery and reducing problems. This research design is an applied study. It intends to introduce the principles and dimensions of the intelligent transportation system and explore the potentials and strategic planning opportunities in Birjand city using a descriptive-analytical method. The data were collected by the library - documentary method. Furthermore, the study was conducted as field-survey research (interviews and questionnaires). In continuation, the strengths and weaknesses, opportunities and threats (SWOT) of the intelligent transportation system were determined and analyzed using the SWOT strategic planning model. Finally, appropriate strategies were presented.

The research of using wireless sensor network to settle the problem of urban traffic has become a hotspot in the fields of intelligent transportation system. In this paper, a wireless sensor network model based on mobile agents is proposed. Since mobile agents have characteristics of autonomous collaboration and asynchronous interaction, this model owns the abilities of adapting to the dynamic network changes, reducing the network load and enhancing the data fusion. In the application of the model, the travelers can be guided to choose the right road line through calculation of the predicated value of traffic congestion, so the condition of the traffic congestion can be remitted in some way.

Intelligent transportation system (ITS) is a complicated system, and selecting the shortest path is the core of the system. In order to ease traffic congestion of the city, through solving the shortest path, the key technology in realizing the function of ITS, and based on the analysis of traditional Dijkstra algorithm, the paper puts forward the improved algorithm. The new algorithm includes two parts, that is, preprocessing and real-time pruning research, and the effect of pruning totally depends on the division of specific diagram.

The paper considers algorithms for searching a maximum traffic volume of road vehicles in a traffic light cycle with a distributed intensity pulse and optimization of shifts under coordinated traffic flow control. Modeling of traffic flows have been made while using a computer program developed by the authors and it has made it possible to improve efficiency of traffic management by taking into account the distributed pulse of transport intensity. The paper proposes a model for minimizing total losses in road traffic during the integration of an incident control sub-system and route guidance for and an automatic road traffic management system as part of Minsk intelligent transportation system which has been studied as a tool for modeling a computer-aided design system "Backbone management". The model that minimizes vehicle delays, uses an algorithm implementing traffic flow intensity parameters depending on the time of day, days of the week. As a result of the simulation it has been revealed that the most effective parameter is an indicator of vehicle delays which does not always satisfy drivers trying to choose routes of their traffic which are based on a minimum transportation speed. However, from the point of view of managing an intelligent transportation system, it is necessary to choose parameters based on the requirements for minimizing delays on the road traffic network of the largest city in our country. All the proposed algorithms and models are used in the automatic traffic management system of Minsk city and will be used while creating an integrated intellectual transportation system of the city.

Intelligent Traffic System is also known as Intelligent Transportation System apply communication and information technology to find the solution for the Traffic control issues. Intelligent Transportation System represents the main problem in transportation. ITS is a program .it is used to improve the efficiency of transportation through advanced technologies by using sensors and communication. Some of the problems like Traffic congestion, Low safety can be solved through this Intelligent Transportation System by Using the Latest techniques in traffic management.ITS is improved by using wireless and wireline communication-based information, control and electronic technologies. Now a days overspeeding is a key issue in the traffic control system to overrule the issue. Dophler Phenomenon is used for speed measurement.
