The end-users’ acceptance of electronic government applications is crucial for the effective delivery of public services. This study intends to investigate the factors that influence the end-users' acceptance of smart-government services.This paper identifies key determinants of the end-users’ acceptance of smart government services in the UAE to develop a theoretical model which is tested empirically, using the partial least squares structural equation modelling. This study examines the relationship among the factors that influence the adoption of smart government applications, along with the moderation effects of gender, age, and experience of the end-users on this linkage. The paper reveals that performance expectancy is the strongest factor influencing adoption of smart government, followed by trust in government, effort expectancy, and social influence. The Multi Group Analysis is used to test the moderation effects of the gender, age, and smart service use experience of the end-users on the relationship between the factors that influence smart-government service adoption.

O objetivo deste estudo é analisar como as tecnologias de Smart Government podem contribuir para a promoção da transparência e da participação cidadã na gestão pública do município de Parintins/AM. A metodologia utilizada foi pesquisa aplicada, com enfoque quantitativo e delineamento descritivo e analítico. A análise dos dados se deu por meio de estatística descritiva. Os resultados indicam que as ferramentas de Smart Government estimulam a participação cidadã na administração pública e, por meio dos serviços de governo eletrônico, haveria o favorecimento da fiscalização das contas públicas por parte dos cidadãos parintinenses, além do estímulo para a busca e o acompanhamento das informações concernentes à gestão desta municipalidade.

Smart government is an important part of the smart world. The use of big data analysis technology can effectively improve the government’s ability of fine management. Taking China’s bike-sharing industry as the research object, we study the relationship between public-derived big data and industrial policy. First, a feature-enhanced short text clustering method is proposed to perform topic clustering on publicly derived big data. Second, keyword extraction based on word frequency is used to quantify the text of industrial policy. Finally, time is taken as the main line to analyze the co-occurrence of clustering topics and keywords. The results show that (1) the feature enhancement method we proposed can effectively improve the clustering effect. (2) There is a great correlation between the industrial policy and the information mined by Weibo, but there is an obvious lag. Rational use of public-derived big data will effectively help the industrial policy to be released in a better and faster way.

Paradiplomacy was popular in the early 1980s, when the Quebec City government strengthened cooperation with regional governments of other countries and other state actors in international relations. This phenomenon was studied in depth by diplomacy experts, namely Duchacek and Soldatos, which was later implemented in practice in transnational relations between countries in the world. The same thing was done by the city government of Bandung. The Bandung City Government undergoes the stages of smart collaboration formulation. An important process in paradiplomacy is the occurrence of communication contained in the policy advocacy process of the Seoul City government through the Knowledge Sharing Program (KSP) under the Ministry of Economy and Finance of South Korea. This study aims to see the Bandung City government as a subnational government entity conducting diplomacy outside the context of traditional diplomacy, namely paradiplomacy in implementing Smart City cooperation with the City of Seoul in 2016-2019. This research was conducted using a qualitative approach with literature study methods. The literature study method is useful for gathering secondary information needed to support findings in research. This study produces a map of cooperation between the City of Seoul and the City of Bandung which has not been discussed in a similar study using a paradiplomation framework that combines the concepts of Duchacek, Soldatos and Keohane. The cooperation map referred to is an in-depth explanation of the smart city of Bandung which includes Smart Branding, Smart Living, Smart Environment and Smart Government.

In the current digital realities, there is a comprehensive use of information technologies in all spheres of society, including education, science, health care, economy, production, business and government services. This ultimately led to the emergence of Egov - electronic government. E-government uses information and communication technologies, in particular the Internet, to provide services by public sector organizations. Digitalization has become a trigger for the upgrade of e-government to Smart (smart) or intelligent government. This article is devoted to the analysis of the state and development prospects of Smart - government in the UAE. It provides concrete examples of the successful use of high technology in the management of smart cities such as Smart Dubai and Smart Abu Dhabi.

Smart government (SG) is an emerging topic, which increasingly attracts attention from scholars who work in public administration, political and information sciences. Smart city (SC) on the other hand, is an emerging and multidisciplinary domain of study. SC It is not clear whether the two terms SG and SC co-exist or concern different domains that interrelate and interact. The aim of this paper is to investigate the term SG; to conceptualize it with components; to define the importance of these components to the SG with their relative strengths; and to clarify its relationship with the SC term. In this respect, this paper follows a multi-method approach (literature review and a Delphi study), with which and the authors proposed a definition to the SG that overcomes them and while a model with 3 rings, 3 dimensions and 13 components to conceptualize it. The Delphi study showed that all the SG conceptual entities are useful, and highlighted that Citizens Engagement, Economic Growth and Accountability are more important compared to the others, but it is hard to decide about the less important component. Third, the ICT Innovation entity appears to be the most important compared to emerging technologies and data.
