Turkey’s growing economy and the end of the Cold war has interjected a dynamism into Turkish foreign policy. This has meant reaching to new countries and parts of the world as well as expanding and deepening existing ties. Three motivations appear to have guided Turkish foreign policy:  maintaining good relations with the traditional allies; affecting changes in the global system of governance favoring rising powers; and becoming a regional leader. During the 2004-2010 Turkey has managed good relations with allies and advanced in regional leadership. Its efforts to bring about change in global system of governance as manifest in voting against sanctions against Iran has not proven successful. The Arab spring has forced Turkey to work with its allies while the crisis in Syria and the way Turkey has become involved in the crisis has undermined Turkey’s claim to regional leadership and produced other undesirable outcomes. Turkey appears to be losing its status as a regional leader and becoming only a regional actor.

The end of the Cold War left the USA as uncontested hegemon and shaper of the globalization and international order. Yet the international order has been unintentionally but repeatedly shaken by American interventionism and affronts to both allies and rivals. This is particularly the case in the Middle East as the wars in Afghanistan and Iraq as well as the nuclear negotiations with Iran show. Therefore, the once unquestioned authority and power of the USA have been challenged at home as well as abroad. By bringing disorder rather than order to the world, US behavior in these conflicts has also caused domestic exhaustion and division. This, in turn, has led to a more restrained and as of late isolationist foreign policy from the USA, leaving the role as shaper of the international order increasingly to others.

Philip Robins contends that Turkish foreign policy has faced four challengesin four distinct periods of its history: (1) consolidating the emergentTurkish Republic through external recognition (1930s), (2) remainingneutral during the Second World War (1940s), (3) confronting thechallenge of Soviet expansionism (the cold war era), and (4) respondingto the end of bipolarity (post-cold war era). Robins examines these foreignpolicy issues in the last period.The main thesis of this work is threefold: First, Turkey is a status quopower in the way that its foreign policy elites have fastened their thinkingand practice to the framework of “the sanctity of borders, of states, ofmultilateral institutions and of norms of conduct, even when it becameclear that systemic changes had rendered some of these continuities nolonger tenable” (p. 6). Second, Turkey continues to be firmly orientedwestwards in terms of its foreign relations, which are characterized by itsstrong commitment to NATO as well as its desire to join the EuropeanUnion (EU). Finally, Turkish foreign policy has been characterized moreby “caution than daring,” quoting Malik Mufti. This chapter covers Ronald Reagan's first meeting with Mikhail Gorbache in Geneva in November 1985, exploring the internal and external roots of the nascent new thinking in Soviet foreign-policy and its impact on East–West relations. It recounts how superpower relations over a five-year period became messy and contradictory as Moscow and Washington exchanged harsh words and engaged in more dialogue than is commonly thought. It also mentions how the process of ending the Cold War had begun as US policymakers regained confidence in their place in the world and their Soviet counterparts took drastic measures to deal with a deteriorating situation. The chapter refers to policymakers in Washington and Moscow who struggled with the dualities of the Cold War. It describes that the policymakers witnessed a strong and rising United States and a Soviet Union that was on a grim downward trajectory.

The Turkish foreign policy (TFP) after the Cold War had been based on traditional institutionalized values. In 2009, the governing party consolidated its power and additionally, the international environment provided more space for decision-makers. As a result, the government seeks to change foreign policy preferences in accordance with its agenda. This article examines this change from a neoclassical realist perspective and argues that due to lack of systemic pressure, Turkey can seek new alignments in the Middle East, rather than overlapping its interests with the West.

The article deals with the analysis of the myths and ideological clichés as the fundamental elements of U.S. foreign policy. The author emphasizes the necessity to study the discourses formed by political elites around the main problems and directions of the state’s foreign policy. At the same time, in the article an attempt is made to integrate the achievements of Western and Russian political science related to ideological clichés and myths. Particular attention is paid to the role of myths and ideological clichés in the legitimization of the government’s foreign policy actions in the eyes of the electorate. The author shows the history of the formation of the basic myths and clichés of the U.S. foreign policy, their implementation during and after the Cold War. The article contains a detailed analysis of the concept of American exclusivity as well as the foreign policy guidelines that follow from it. In conclusion, the author shows how the world has adopted to such an approach for conducting foreign policy by the hegemonic state and what methods it uses to counteract it.
