Abstract Budgeting theories have not been able to explain why reforms have a limited influence on the budgeting process [JOYCE, 1993]. The current paper proposes a market-based theory of budget reform, which combines the public choice model with new institutional dunking, in the spirit of authors like Kraan [1996]. The dieory unfolds into specific hypodieses about the way in which reform adoption is dependent on the authority of budgeting bureaucrats to adopt reforms, the level of reform acceptance among these bureaucrats and politicians, and the ability of bureaucrats to adopt the reforms. The first two factors, authority and acceptance, are argued to be more important than ability in influencing the level of budget reform adoption.

This paper analyzes and compares the distribution of the state functions between the central and local governments of Japan and Korea in the 1980s and the 1990s. The public choice and the dual state models are applied. The former explains the functional allocation between different tiers of government in terms of the self-interested behavior of related rational actors, while the latter explains it in terms of the structural solving of the different and contradictory roles of the modern capitalist states. The Japanese data prove the relevance of the public choice model: e.e., the expenditure for allocational policy was conducted mainly by local governments, while redistributive policy was conducted by the central government. The Korean data show the opposite case, which does not fit into the propositions of the public choice model. Instead, the Korean data proves the relevance of the dual state model: i.e., the expenditure for social consumption was conducted mainly by second-tier local government, while those for social expenses and social investment were conducted mainly by the central and first-tier local governments. The Japanese case did not support the dual state thesis: i.e., more than 60% of Japan's social consumption spending was conducted by the central government. The differences between Japan and Korea can be explained by the different paths of institutionalization of local autonomy in the two countries.

Purpose – The liberalization of European telecommunications has been expressed in highly concentrated markets with several major players at the pan-European level. Instead of fostering competitive marketplaces, the reform has created an oligopolistic landscape with powerful private corporations. This induces reasonable questions about the real objectives and the chosen ways of the reform. Methodology/approach/design – The deregulatory movement in the telecommunications sector is analyzed through contrasting perspectives of the public interest approach and public choice theory. Findings – The chance to change the landscape of the industry has been missed, and the current trend towards the global oligopolistic marketplace yields an unprecedented amount of economic power to narrow groups at the global scale. The liberalization movement introduced market mechanisms in the industry, but the real free and open market has never been formed, and it is possible to assert that it has never been among the real objectives and intentions of the policymakers. Originality/value – The recent surge of “liberalization” in the telecommunications industry speaks rather in favor of the hypothesis of vested private interests in the policy and that they have always been greatly covered by the sauce of public interest justifications. The case of telecommunications shows that ideas and understanding of economic phenomena played an important role in adoption of regulatory regimes, and it is apparent that people on the top of the social pyramid have opportunities to pick up and foster those ideas that better fit their private needs.

This Enterprise Resource Planning database model provides a systematic, logical and regular basis for the collection, collation, dissemination and mapping of strategic Enterprise Resource Planning data. Selective access to this accurate and timely data will improve public sector strategic Enterprise Resource Planning performance, accountability and administration. It will assist the public sector to be more effective and efficient in resource allocation and investment outcomes measurement, is transparent, and will encourage the development of trust, networks and social capital amongst public sector employees and their suppliers. The model has been successfully demonstrated through the establishment and analysis of an Enterprise Resource Planning data base with the Australian Department of Defence (ADoD). The Australian ADoD is a Federal Government Department with a FY 2008/9 spend of AU$9.3bn on products (goods and services), their support and maintenance, from almost every industry sector, on a global basis. While the implementation of Enterprise Resource Planning is usually viewed as a means of reducing transaction costs, in practice such implementation often increases transaction costs. Public sector bureaucratic hierarchies and their governance systems contribute to transaction costs. This research provides an Enterprise Resource Planning database model so that the public sector can achieve improved field mapping and strategic Enterprise Resource Planning using existing data and resources at lowest transaction cost.

The chapter seeks to contribute to the literature on determinants of local government election by adopting a different perspective focused on the effects of financial indicators on the elections of mayors. Using the agency and the public choice theory, this study implements a model where specific financial indicators—whose selection takes into account the increased autonomy and responsibility of local politicians—have been included to document their effect on mayoral re-election. Focusing on the Italian context, the chapter examines a sample of 129 municipalities during the period 2008-2014, where several elections were held. By using different estimators, findings indicate that the re-election of mayors is affected by the level of indebtedness and the current equilibrium. In addition, current spending is better valued by citizens/voters than capital expenditure, which increases the probability of being re-elected.
