The article examined the role of the State Automated System of the Russian Federation «Elections» in ensuring the active citizen participation in the election process. We analyzed the prerequisites for the reengineering of the State Automated System of the Russian Federation «Elections». The research determined the main approaches to the construction of models of the information system that ensure the electoral process. The authors analyzed the problems that arise when using the centralized database model. The study demonstrated the importance of providing election commissions located in hard-to-reach settlements with reliable communication channels. Solutions are proposed to reduce the negative consequences of the transition to a centralized database model by using local data caching on the web client side. The mechanism of local caching using the Service Worker API is considered. Various scenarios for using the Service Worker in the context of the electoral process, taking into account the category and importance of the data, were studied and demonstrated. The study analyzed the software employed by election commissions — the Sputnik browser for the possibility of using the proposed concept of local caching in it.

Samostan Duha Svetoga posjeduje vrijednu zbirku knjiga, karata, kartografske građe i drugih povijesnih dokumenata, skupljanih i sačuvanih tokom 650 godina svog postojanja. Knjižno blago je popisano i predstavljeno javnosti, dok se karte i kartografska građa nikad nisu evidentirali. Zbog toga je Univerzitet u Sarajevu, Građevinski fakultet – odsjek Geodezija predložio Franjevačkom samostanu Duha Svetoga u Fojnici istraživački projekt pod nazivom “Inventarizacija kartografske građe”, koja je podrazumijevala formiranje baze podataka u svrhu evidentiranja karata i kartografske građe. Takva baza podataka omogućava pregledno pretraživanje podataka o kartama i kartografskoj građi. Gvardijan samostana je prihvatio predloženi projekt te omogućio istraživačima pristup dijelu karata i kartografske građe koje čuvaju u svom arhivu i muzeju. Projekt je uspješno realiziran, kreirana je baza podataka koja je poslužila za tiskanje “Kataloga karta i kartografske građe samostana ‘Duha Svetoga’ u Fojnici”. U ovom članku detaljno je opisan postupak modeliranja baze podataka za evidentiranje karata i kartografske građe samostana Duha Svetoga u Fojnici. = The Franciscan Monastery of the Holy Spirit has a valuable collection of books, maps, cartographic materials and other historical documents, collected and preserved during the 650 years of its existence. The treasure in books was catalogued and presented to the public, while maps and cartographic material were never recorded. Therefore, the University of Sarajevo, Faculty of Civil Engineering – Department of Geodesy proposed to the Franciscan Monastery of the Holy Spirit in Fojnica a research project entitled “Inventory of cartographic material”, which involved the formation of a database to record maps and cartographic material. Such a database enables a clear search of data on maps and cartographic material. The Prior of the Monastery accepted the proposed Project, and gave the researchers access to a part of the maps and cartographic materials that they keep in their archive and museum. The project was successfully realized, a database was created which was used to print the “Catalogue of maps and cartographic materials of the monastery of the ‘Holy Spirit’ in Fojnica.” This article describes in detail the process of modelling a database for recording maps and cartographic material of the monastery Holy Spirit in Fojnica.

Efficient knowledge sharing, computation load minimization, and collision-free movement are very important issues in the field of multi-robot automation. Several cloud robot architectures have been investigated to fulfill these requirements. However, the performance of the cloud-robot architectures created to date are suboptimal due to the lack of efficient data management for multi-robotic systems. With this point in mind, this paper proposes an efficient cloud multi-robot framework with cloud database model for mobile robot applications to facilitate multi-robot management, communication, and resource sharing. In this proposed architecture, the cloud framework is comprised with cloud data analysis, cloud database management, and cloud service management. The data analysis serves different data processing and decision-making tasks for generating the next robot action based on robot sensors’ data with the help of a data access components layer. A multistage cloud database model distributes, stores, and accesses different categories of data related to robot sensors and environments. And cloud service facilitates multi-robot management, communication, and resource sharing in the cloud framework. Additionally, as a use case, a cloud-based convolutional neural network (CNN) model is introduced for learning and recognizing robot application data. The obtained results of our tests indicate that the proposed cloud-robot architecture provides efficient computation power, communications, and knowledge sharing for managing multi-mobile robot systems.

Nowadays, building a land database and land use planning database is an indispensable requirement, especially for a seaport city as Vung Tau city (Ba Ria - Vung Tau province) where there are complex land fluctuations. Accordingly, a complete land use planning database with the participation of community will contribute to connecting planners, managers and people, and increase the publicity, transparency and feasibility of land use planning options. The study designed a database model of land use planning with the community consultation for Vung Tau city in accordance with the land data standards of Circular No. 75/2015/TT-BTNMT. Based on the designed model, a set of land use planning database with high accuracy was created and it was in line with the data standards of the Ministry of Natural Resources and Environment and the designed database model. This database structure contained 22 spatial data tables on ArcGIS and 8 attribute data tables (with the community consultation) on Microsoft SQL Server. Finally, we successfully used the VBDLIS software to build the land use planning database (period 2010 - 2020) for Vung Tau city with 6 data layers, including land use planning data layer (15.060 records), project layer (163 records), adjustment layer for land use planning (12.002 records), adjustment layer for project (570 records), and 2 attribute data layers of community consultation. The results of this study indicated that the correct model and complete database structure were the basis for successfully building and effectively exploiting the database of land use planning. The designed model could contribute to the planning of land management and improve the efficiency of land use.

This paper proposes a web-based application designed to help elementary school students who have difficulty learning online independently and also their parents who are currently having difficulty teaching their children to study at home online, especially at this time of difficulty with a pandemic outbreak like COVID-19; this time does not allow for physical meetings for the learning process in primary schools. In this paper, we only focus on mathematics because based on several other studies, it is very difficult and important to learn mathematics at the beginning of educational activities such as at the elementary school level. In this paper, the system is modeled using the Unified Modeling Language (UML) tool in the form of a use case diagram which is used to describe the proposed business process and uses class diagrams to describe the database model diagram. In this case, the class diagram is used to describe the data in the class diagram where each class refers to a table in the database. The web-based application user interface is shown at the end to show the communication between users and applications, where this web-based application is implemented using Personal Home Pages (PHP) as server programming and using MySQL to store database model designs. Moreover, for the Intelligent Tutoring System (ITS), content was created using the Cognitive Tutor Authoring Tools (CTAT) which is an authoring tool for learning mathematics created by Carnegie Mellon University. In the end, this web-based application is expected to be used and support teachers as a complement to online mathematics learning, especially during difficult times such as during the COVID-19 pandemic.

This paper introduces a fuzzy relational database model (FRDB) and the management system for it. FRDB is built by extending the classical relational database model with the fuzzy membership degree of tuples in relations. The management system for FRDB with the querying language like SQL is built by using a classical open-source management system.
