The Contours of Asian Professional, Technical and Kindred Work Immigration, 1965–1988

This paper examines the nature of Asian professional, technical, and kindred (PTK) immigration to the United States since 1965. While many recent studies have noted the significant increase of Asian PTK immigration since 1965, analyses of who these PTKs are have been lacking. To address this omission, this paper focuses on three aspects of Asian PTK immigration: (1) the conditions underlying emigration from Asia; (2) the occupational composition of Asian PTKs; and (3) the impact of this immigration on understanding Asian American communities. The paper examines the patterns of PTK immigration from the Philippines, three Chinese-speaking regions, India, and Korea. The published reports and public-use data of the United States Naturalization and Immigration Service (1972–1986) are the primary source for this examination. Analysis of specific immigration patterns show the similarities and contrasts embedded in the Asian American experience.

This article focuses on the impact of the family reunification provisions in the United States immigration policy for legal immigration from the Philippines. Immigration and Naturalization Service data on the changing pattern of Philippine immigration to the United States between 1971 and 1984 show an increase of nearly two-and-a-half times in the number of immediate family members exempt from numerical limitations, a doubling in the number of immigrants entering under family preference categories, but a marked decline in the number of occupational preference immigrants. Immigration-related plans, behavior, and characteristics from the immigrants’ perspective are also analyzed. A family reunification policy-based typology has been constructed to categorize intended and actual immigrants to the United States. Using this typology, systematic differences are reported for out-migration plans, family contacts, the immigrant process, and the characteristics of intended and actual immigrants.

Asians and Asian Americans are the most suburbanized people of color in the United States. While Asians and Asian Americans have been moving to the metropolitan fringe since the 1940s, their settlement accelerated in the 1970s, 1980s, and 1990s. This was partly the result of relaxed US immigration policies following the 1965 Hart-Celler Act. Globalization and burgeoning transnational economies across the so-called Pacific Rim also encouraged outmigration. Whether it is Korean or Indian immigrants in northern New Jersey or Vietnamese refugees in suburban Houston, Asians and Asian Americans have shifted Americans’ understandings of “typical” suburbia. In the late 1980s, academic researchers and policymakers started paying closer attention to this phenomenon, especially in Southern California, where Asians and Asian Americans often clustered together in select suburbs. Sociologists, in particular, observed how greater Los Angeles’s economic, political, and built landscapes changed as immigrants and refugees—predominantly from Hong Kong, Taiwan, the Philippines, South Korea, India, and Vietnam—established roots throughout the region, including Orange County. Since then, other studies of heavily populated Asian and Asian American ethnic suburbs—or “ethnoburbs”—have emerged, including research on New York City, Boston, and Washington, DC. Nonetheless, scholarship remains focused on Southern California, the San Francisco Bay Area, and other hubs of the metropolitan West Coast. Research and scholarship on Asians and Asian Americans living in the suburbs has grown over the last decade. This is partly a response to demographic shifts occurring beyond the coasts. Moreover, geographers, historians, and urban planners have joined the discussion, producing critical studies on race, class, architecture, and political economy. Despite the breadth and depth of recent research, literature on Asian and Asian American suburbanization remains limited. There is thus much room for additional research on this subject, given a majority of Asians and Asian Americans in the United States live outside city limits.

The large body of Filipino American literature has helped to define and challenge the boundaries of the Asian American literary canon. Documenting various waves of Filipino migration to the United States as a result of US-Philippine colonial relations beginning at the turn of the 20th century, Filipino American literature includes genres such as autobiography, novels, short stories, poetry, creative nonfiction (letter writing and essays), and graphic literature. While Filipino American literature shares common themes with other forms of Asian American literature (exile, displacement, racist exclusion), it is distinguished by its inability to adhere to an immigrant-assimilationist paradigm. Filipino American literature provides insight into the experiences of Filipino colonial and neocolonial subjects who have migrated from the periphery to the center. The unique historical and geopolitical framework of US-Philippine relations recasts themes such as the search for identity and “home,” the seduction of assimilation, and postcolonial resistance to US orientalist discourse. At the heart of the Filipino American writer’s discovery that she is a part of, yet apart from, Asian America is the task of confronting her unique location as informed by the Filipino collective experience of racial/national subordination. For Filipino Americans, racism and US colonial/neocolonial control of the Philippines are inextricably intertwined. Filipino Americans, the second largest Asian American group in the United States and the largest Asian American group in the state of California, constitute a major segment of the Filipino diaspora which is over twelve million—a majority of whom labor as Overseas Filipino Workers (OFWs). More than 5000 Filipinos depart the Philippines daily as a strategy for economic survival. US-Philippine neocolonial relations, together with the traumatic global dispersal of Filipinos, function as the political unconscious of contemporary forms of Filipino American literature. These works grapple with heterogeneity, difference, displacement, and diverse strategies of decolonization—from exploring the complexity of Filipino American identity (intersection of race, gender, sexuality, class) to articulating the yearning to belong. For contemporary writers, Filipino American identity and the concept of decolonization are contested terrains—both still in the process of becoming.

In geopolitical terms, the Asian sub-region Southeast Asia consists of ten countries that are organized under the Association of Southeast Asian Nations (ASEAN). Current member nations include Brunei Darussalam, Kingdom of Cambodia, Republic of Indonesia, Lao People’s Democratic Republic (Laos), Malaysia, Republic of the Union of Myanmar (formerly Burma), Republic of the Philippines, Singapore, Kingdom of Thailand, and Socialist Republic of Vietnam. The term Southeast Asian Americans has been shaped largely by the flow of refugees from the American War in Vietnam’ however, Americans with origins in Southeast Asia have much more diverse migration and settlement experiences that are intricately tied to the complex histories of colonialism, imperialism, and war from the late 19th through the end of the 20th century. A commonality across Southeast Asian American groups today is that their immigration history resulted primarily from the political and military involvement of the United States in the region, aimed at building the United States as a global power. From Filipinos during the Spanish-American War in 1898 to Vietnamese, Cambodian, Lao, and Hmong refugees from the American War in Vietnam, military interventions generated migration flows that, once begun, became difficult to stop. Complicating this history is its role in supporting the international humanitarian apparatus by creating the possibility for displaced people to seek refuge in the United States. Additionally, the relationships between the United States, Malaysia, Indonesia, and Singapore are different from those of other SEA countries involved in the Vietnam War. Consequently, today’s Southeast Asian Americans are heterogeneous with varying levels of acculturation to U.S. society.

The communities that constitute the racialized category of Asian Americans consist of approximately 20 million people in the United States, or about 5% of the total population. About 20% or 4 million are of primary or secondary school age, and over 1.1 million are in higher education. Both in popular and academic discourse, “Asian American” generally refers to people who have ethnic backgrounds in South Asia (e.g., Bangladesh, India, Pakistan, Sri Lanka), Southeast Asia (e.g., Cambodia, the Philippines, Thailand, Vietnam), and East Asia (e.g., China, Japan, Korea, Taiwan). As “Asian American” is an umbrella term used to categorize a very diverse, heterogeneous, and transnational set of populations, Asian Americans as a group present various challenges to education and research in and about the United States. These challenges can concern paradigms of achievement, citizenship, family involvement, access (e.g., higher education, bilingual education), language and culture, race and ethnicity, and school community. In order to address these paradigmatic challenges, a great deal of scholarship has called for a disaggregation of the data on populations that fall under the pan-ethnic “Asian America” umbrella term, to gain a more nuanced and dynamic understanding of the many diverse populations and their historical, cultural, economic, and political experiences. To further address the problematic framing of Asian Americans in education and related fields, scholars have applied critical lenses to key tensions within conceptualization, policy, curriculum, and pedagogy. More recently, the notions of intersectionality and transnationalism have been generative in the study of Asian Americans, within not only educational research but also Asian American studies, which generally falls under the field of ethnic studies in the U.S. context, but has also been categorized under American studies, cultural studies, or Asian studies. While characterizations of Asian Americans as “the Model Minority” or “the Oppressed Minority” persist, the relevance of such static binaries has increasingly been challenged as the Asian American populations and migrations continue to diversify and increase.

As the 2016 elections drew near and the prospects of a Rodrigo Duterte presidency became stronger, there were concerns that the economy might be adversely affected by the expected political volatility under the new regime. Since the start of the campaign season, Duterte had been rocking the establishment through controversial pronouncements and outbursts, attracting the enmity of leaders of the Catholic Church, the United States, and the United Nations. Based on a review of recent political and economic performance, this article argues that unless there are significant changes in the major sources of macroeconomic growth and stability, the Philippine economy would likely withstand the impact of a “Duterte shock.”

The chapter uses autoethnography and personal interviews to illustrate the experiences of white and black women in taiko. Given that a majority of taiko players in the United States are Asian American, taiko is a rare site in which white bodies are seen not as normal but rather as remarkable. Some black women, however, are seen as more American than their Asian and Asian American groupmates. In addition to the impact of racial identity, white and black women also experience taiko as open to a range of gender expressions and as an empowering art form. The chapter examines the ways white, black, and Asian American performers are triangulated and how taiko players experience whiteness and blackness as embodied, lived experience. The chapter traces the history of Iris Shiraishi’s song “Torii” to suggest that taiko has potential to forge productive cross-racial intimacies.

Background: Marijuana use among adolescents is concerning in the United States, meanwhile, the effectiveness of school-based programs is inconclusive. This study examines the impact of school-based programs, school-based activities, and community-based activities on marijuana use among adolescents. Methods: A binary logistic regression analysis was conducted, using a sample of 16,509 adolescents (age = 12 to 17, male = 51.3%, White = 60.1%, Hispanic = 21.4%, African American = 14.7%, and Asian American = 3.9%) from the 2013 National Survey on Drug Use and Health (NSDUH). Results: Results of the main effects revealed that school-based programs, school-based activities, and community-based activities were deterrent factors against marijuana use among adolescents. Adolescents are less likely to use marijuana if they participate in school-based programs, school-based activities, and community-based activities. Conclusion: The findings of this study have implications for schools and those making educational policy.
