Italian Fascism’s Wartime Enemy and the Politics of Fear

This chapter examines how the specter of a demonic Communist enemy came to occupy a central place in the Italian Fascist imaginary during the regime's mobilization of the politics of fear. Two critical periods in Italian Fascism's wars are discussed: the military participation on the Nationalist side in the Spanish Civil War (1936–1939), framed by the Fascist regime as a “holy war” against communism, and Nazi Germany's war against the Soviet Union (1941–1943). The chapter shows how Fascist propaganda depicted Italy's wartime enemies in a way that tapped into the deepest fears of many Italians and their feelings of uncertainty about issues such as family, morality, and the Church. Facing waning support and growing resistance, the regime found that terror and anxiety were more effective in forging a connection between it and the population than a defense of Fascism.

Like all transformative revolutions, Britain’s Sixties was an episode of highly influential myth-making. This book delves behind the mythology of inexorable ‘secularization’ to recover, for the first time, the cultural origins of Britain’s moral revolution. In a radical departure from conventional teleologies, it argues that British secularity is a specific cultural invention of the late 1950s and early 1960s, which was introduced most influentially by radical utopian Christians during this most desperate episode of the Cold War. In the 1950s, Britain’s predominantly Christian moral culture had marginalized ‘secular’ moral arguments by arguing that they created societies like the Soviet Union; but the rapid acceptance of ‘secularization’ teleologies in the early 1960s abruptly normalized ‘secular’ attitudes and behaviours, thus prompting the slow social revolution that unfolded during the 1970s, 1980s, and 1990s. By tracing the evolving thought of radical Anglicans—uniquely positioned in the late 1950s and early 1960s as simultaneously moral radicals and authoritative moral insiders—this book reveals crucial and unexpected intellectual links between radical Christianity and the wider invention of Britain’s new secular morality, in areas as diverse as globalism, anti-authoritarianism, sexual liberation, and revolutionary egalitarianism. From the mid-1960s, British secularity began to be developed by a much wider range of groups, and radical Anglicans faded into the cultural background. Yet by disseminating the deeply ideological metanarrative of ‘secularization’ in the early 1960s, and by influentially discussing its implications, they had made crucial contributions to the nature and existence of Britain’s secular revolution.

Because of the nature of modern weapons, significant innovations in arms technology have the potential to induce dramatic changes in the international distribution of power. Consider, for example, the “strategic defense initiative” (SDI), a program initiated by the United States in the early 1980s. Had the program been successfully completed, it might have led to a substantial devaluation of Soviet nuclear capabilities and put the United States in a very dominant position. It should not then come as a surprise that interstate rivalry, especially among super powers, often takes the form of a race for technological superiority. Mary Acland-Hood claims that although the United States and the Soviet Union together accounted for roughly half of the world's military expenditures in the early 1980s, their share of world military research and development (R&D) expenditures was about 80 percent. As further proof of the perceived importance of R&D, note that whereas the overall U.S. defense budget increased by 38 percent (from $225.1 billion to $311.6 billion in real terms) from 1981 to 1987, military R&D spending increased by 100 percent (from $20.97 billion to $41.96 billion). Moreover, before World War II military R&D absorbed on average less than 1 percent of the military expenditure of major powers, but since then it has grown to 11–13 percent. The emphasis on military technology is bound to become more pronounced in the future as R&D becomes the main arena for interstate competition.

Since its inception as a separate political entity in 1747, Afghanistan has been embroiled in almost perpetual warfare, but it has never been ruled directly by the military. From initial expansionist military campaigns to involvement in defensive, civil, and internal consolidation campaigns, the Afghan military until the mid-19th century remained mainly a combination of tribal forces and smaller organized units. The central government, however, could only gain tenuous monopoly over the use of violence throughout the country by the end of the 19th century. The military as well as Afghan society remained largely illiterate and generally isolated from the prevailing global political and ideological trends until the middle of the 20th century. Politicization of Afghanistan’s military began in very small numbers after World War II with Soviet-inspired communism gaining the largest foothold. Officers associated with the People’s Democratic Party of Afghanistan were instrumental in two successful coup d’états in the country. In 1979, the Soviet Union invaded Afghanistan, ending the country’s sovereignty and ushering a period of conflict that continues to the second decade of the 21st century in varying degrees. In 2001, the United States led an international invasion of the country, catalyzing efforts at reorganization of the smaller professional Afghan national defense forces that have remained largely apolitical and also the country’s most effective and trusted governmental institution.

The assistance for the repressed Church in the Soviet Union was a very important issue in the service of Primate of Poland Cardinal Stefan Wyszyński. The activity of priest Primate’s in this field was conducted within several areas: covert holy orders and bishop consecrations, collecting and transferring information to the Holy See about the situation of the Church in the Soviet Union and permanent attempts with subsequent popes and their closest associates to request them so that this area would not stop functioning in the awareness of the Church and its highest shepherds. The confidential consecration of bishop Jan Cieński with the entitlements of an auxiliary bishop for archdiocese of Lviv, which took place in June 1967 was particularly significant. He was the only bishop of Latin rite in the Ukraine until the collapse of the Soviet Union. Priest Primate conducted his mission with the use of extraordinary entitlements granted to him in 1957 by the Pope Pius XII, and subsequently prolonged by next popes, until John Paul II. These entitlements mainly concerned the Ukraine and Belarus, and Lithuania, in special cases. Cardinal Wyszyński was actively participating in the debate on the issue of the eastern policy of the Holy See. He critically evaluated some advances in diplomacy of the Holy See, accusing them of insufficient demand for religious freedom for Christians in the East.

God Save the USSR reviews religious life in the Soviet Union during the Second World War and shows how, as the Soviet Red Army was locked in brutal combat against the Nazis, Stalin ended the state’s violent, decades-long persecution of religion. In a stunning reversal, priests, imams, rabbis, and other religious elites—many of them newly released from the Gulag—were tasked with rallying Soviet citizens to a “Holy War” against Hitler. The book depicts the delight of some citizens, and the horror of others, as Stalin’s reversal encouraged a widespread perception that his “war on religion” was over. A revolution in Soviet religious life ensued: soldiers prayed on the battlefield; entire villages celebrated once-banned holidays; and state-backed religious leaders used their new positions to not only consolidate power over their communities but also petition for further religious freedoms. As a window on this wartime “religious revolution,” this book focuses on the Soviet Union’s Muslims, using sources in several languages (including Russian, Tatar, Bashkir, Uzbek, Persian, and Kumyk). Drawing evidence from eyewitness accounts, interviews, soldiers’ letters, frontline poetry, agents’ reports, petitions, and the words of Soviet Muslim leaders, the book argues that the religious revolution was fomented simultaneously by the state and by religious Soviet citizens: the state gave an inch, and many citizens took a mile, as atheist Soviet agents looked on in exasperation at the resurgence of unconcealed devotional life.

This chapter analyzes foreign combat participation in the Spanish Civil War. Fought from 1936 to 1939, the war hosted covert interventions by Germany, Italy, and the Soviet Union. The chapter leverages variation in intervention form among those three states, as well as variation over time in the Italian intervention, to assess the role of escalation concerns and limited war in the use of secrecy. Adolf Hitler's German intervention provides especially interesting support for a theory on escalation control. An unusually candid view of Berlin's thinking suggests that Germany managed the visibility of its covert “Condor Legion” with an eye toward the relative power of domestic hawkish voices in France and Great Britain. The chapter also shows the unique role of direct communication and international organizations. The Non-Intervention Committee, an ad hoc organization that allowed private discussions of foreign involvement in Spain, helped the three interveners and Britain and France keep the war limited in ways that echo key claims of the theory.

‘War’ focuses on German political and military strategies after the invasion of the Soviet Union in 1941, when Hitler could see the prize of unassailable continental dominance within reach. With Nazi power at its greatest extent in 1942, the chapter discusses the markedly different Nazi occupation regimes in the west and the east, and the turn towards defeat in 1943. Hitler’s insistence on unremitting resistance caused massive loss of life on the military and home fronts, brought to an end only with his suicide and with Germany’s official capitulation on 8 May.

In this note Wight describes pendulum swings in opinion about the requirements of justice in war in Western civilization since the Middle Ages. Medieval Catholicism emphasized the righteousness of the ruler’s cause and asserted orthodoxy against infidels or heretics. Prominent writers on international law in the seventeenth and eighteenth centuries (Gentili, Grotius, and Vattel) marked a shift toward secularization and rationalism (with both sides usually able to claim justice) and restraint in the laws of war governing the methods of combat. Moser’s study of international law, published in 1777–1780, was representative of an ‘age of positivism’ (1763–1918) in which all sovereign states had a right to resort to war or to remain neutral, while codifying obligations concerning the conduct of war. The Covenant of the League of Nations, signed in 1919, initiated a return to restrictions on the right to resort to war, reinforced by the 1928 Kellogg–Briand Pact, also known as the General Treaty for the Renunciation of War as an Instrument of National Policy, which was upheld by the Nuremberg Tribunals. The Covenant ruled out aggression as unjust, while action in defence of the Covenant would be just by enforcing collective security. The Soviet Union reintroduced Holy War with its view of the Great Patriotic War (World War II) and the Cold War as just causes that advanced Communist revolutionary objectives. Counter-force strategies of nuclear deterrence may be regarded as strengthening restraint in the methods of war, compared to counter-value or ‘anti-city’ approaches.
