This chapter analyzes the central role of criminalization and welfare fraud in degrading the civic status of welfare recipients and the declining support for the program. Politicians, such as Ronald Reagan, blamed soaring caseloads not on the economic conditions or the recent legal reforms that prohibited states from denying aid on the basis of race or morality, but on personal failings of recipients, particularly the alleged preponderance of sexually deviant welfare “cheaters.” To manage this problem, they often enlisted law enforcement and penal rituals. The press amplified politicians' narrative through sensationalized, often anomalous, tales of recipients' shiftlessness, devious scams, and extravagant consumption.

Law Number 40 of 1999 concerning the Press is one of the legal regulations that have a role in efforts to realize a good life together. The struggle of the Indonesian press to achieve freedom was finally achieved after the enactment of Law Number 40 of 1999 concerning the Press. The purpose of this study is to find out how the freedom and role of the press in law enforcement are reviewed from the perspective of Law Number 40 of 1999, concerning the press. This study uses a sociological juridical method, the results of research conducted on real facts in society with the intent and purpose of finding facts, then proceeding with finding problems, ultimately leading to problem identification and leading to problem solving. The results of the research include the press trying to carry out its functions, rights, obligations, and roles, so the press must respect the human rights of everyone. The press has an important role in realizing Human Rights (HAM), as guaranteed in the Decree of the People's Consultative Assembly of the Republic of Indonesia Number: XVII/MPR/1998. Based on the results of the research above, it is necessary to uphold the freedom of the press in conveying public information in an honest and balanced manner and that freedom of the press is not absolute for the press alone, but to guarantee the rights of the public to obtain information. what happened in the context of realizing press freedom as contained in Law/040/1999 concerning the Press.

AbstractIt is recognized, corruption is an extraordinary crime, which is typically done by extraordinary people, with extraordinary consequences, it requires law enforcement with an outstanding attitude. The reality, in Indonesia, the existence of regular legal institutions such as the police and the prosecutor is not enough to fight corruption, so that agencies with extra power KPK needed in emergency situations like this. The role of the public critical elements to oversee law enforcement, building atmosphere deterrent effect, among others, can also be performed by the press, to function as a conduit of information, education, and social control. Freedom of the press that guaranteed by Law No. 40 of 1999 on the Press is the power to control the state administration that is transparent and accountable as the implementation of a democratic constitutional state. Media have the power to play the role of control through agenda setting and agenda-oriented framing escort so that law enforcement about corruption runs on the track.Keywords: corruption, extraordinary crime, determination, the role of the press, policy news.AbstrakDisadari, korupsi merupakan kejahatan luar biasa, yang lazimnya dilakukan oleh orang-orang luar biasa, dengan akibat-akibat yang luar biasa, maka membutuhkan penegakan hukum dengan sikap yang luar biasa. Realitasnya, di Indonesia, keberadaan lembaga-lembaga hukum reguler seperti kepolisian dan kejaksaan tidak cukup untuk memerangi korupsi, sehingga lembaga dengan kekuatan ekstra Komisi Pemberantasan Korupsi dibutuhkan dalam kondisi darurat seperti ini. Peran elemen-elemen kritis publik untuk mengawal penegakan hukum, membangun atmosfer efek jera, antara lain juga bisa dilakukan oleh pers, dengan fungsi sebagai pemberi informasi, pendidikan, dan kontrol sosial. Kemerdekaan pers yang dijamin oleh Undang-Undang Nomor 40 Tahun 199 tentang Pers merupakan kekuatan untuk mengontrol penyelenggaraan negara yang transparan dan akuntabel sebagai implementasi negara hukum yang demokratis. Media punya kekuatan untuk memainkan peran kontrol melalui agenda setting dan agenda framing yang berorientasi mengawal agar penegakan hukum terhadap tindak pidana korupsi berjalan dalam treknya.Kata kunci: korupsi, kejahatan luar biasa, determinasi, peran pers, kebijakan pemberitaan.

Two studies examined the impact of macrolevel symbolic threat on intergroup attitudes. In Study 1 (N = 71), participants exposed to a macrosymbolic threat (vs. nonsymbolic threat and neutral topic) reported less support toward social policies concerning gay men, an outgroup whose stereotypes implies a threat to values, but not toward welfare recipients, a social group whose stereotypes do not imply a threat to values. Study 2 (N = 78) showed that, whereas macrolevel symbolic threat led to less favorable attitudes toward gay men, macroeconomic threat led to less favorable attitudes toward Asians, an outgroup whose stereotypes imply an economic threat. These findings are discussed in terms of their implications for understanding the role of a general climate of threat in shaping intergroup attitudes.

The paper deals with economics of social capital which is defined as the capacity of society for collective action in pursuit of common good. Particular attention is paid to the interaction between social capital and formal institutions, and the impact of social capital on government efficiency. Structure of social capital and the dichotomy between its bonding and bridging forms are analyzed. Social capital measurement, its economic payoff, and transmission channels between social capital and economic outcomes are discussed. In the concluding section of the paper we summarize the results of our analysis of the role of social capital in economic conditions and welfare of Russian cities.

Despite great volume of research into press–state relations, we know little about how journalists use information that has been generated through independent bureaucratic processes. The present study addresses this gap by investigating the role of freedom of information (FOI) laws in journalism practice. By surveying journalists ( n = 164), interviewing activists and civil servants ( n = 7) and submitting FOI requests to twenty-one ministerial departments in the United Kingdom, this study explores press-state interactions and the limits of Freedom of Information Act (FOIA) application to advance the media’s monitorial function. The results show that journalists perceive FOIA as an essential tool for their work. However, they often described their experience as negative. They reported refusals lacking legal ground, delays, not responding at all or differential treatment. In response to gating access, journalists might also adopt tactics that use loopholes in the law. The press-state interactions, already marked by suspicion, thus, continue to perpetuate distrust. These findings might have implications for journalism practices, FOIAs’ potential for government oversight and democracy. In particular, the differential treatment of requests undermines equality under the law, one of the fundamental democratic principles. The study concludes with several policy recommendations for FOIA reform to meet journalists’ needs better.

Abstract Using detailed data for U.S. homeowners, we document a negative, nonlinear relation between the loan-to-value ratio (LTV) of homeowners' primary residence and their labor income. Consistent with high LTV individuals experiencing constrained mobility, we find stronger effects among subprime, liquidity-constrained individuals and those living in regions with limited alternative local employment opportunities and strict noncompete law enforcement. Though high LTV individuals are less likely to move across MSAs, they are more likely to change jobs without changing their residence. We find no effects among similar neighboring renters employed at the same firm and with a similar job tenure.
