This chapter uses what has been learned about America's cash ceiling in the previous chapters to sort through the various reform proposals that observers have floated throughout the years. Some are essentially pipe dreams: they would work, but they are completely infeasible (like quotas for working-class politicians or replacing democratic elections in the United States with government by lottery). Others are long shots, ideas that would probably help, but would take decades to execute and would require massive changes to American society. The interventions that seem to have the most promise are reforms that specifically target working-class people and directly address the resource and recruitment gaps that elections naturally create—reforms like political scholarships, seed money programs, and candidate training programs.

The article reconstructs selected contexts of police training in the United States of America. The narration concentrates on the historical origins of police training as well as on the dominant relevant trends in presentday American society. Furthermore, the paper seeks to compare the two ways of thinking about police training which influencethe training programs in police academies. The author presents methods of shaping the identity of policemen, the firstof which is a military model and the second one is an academic model. The text focuses moreover on the evolution of the operating system of the American police: from intervention-oriented to a community-oriented model, which is constantly gaining importance in some police training programs.

The evolution of Medical Oncology is facing its first major crisis, that of oversupply of trained oncologists. The tabulated number of certified medical oncologists does not constitute all of the physicians practicing Medical Oncology in the United States. Because of the adequate supply of medical oncologists in clinical practice, but a deficiency of academic oncologists dedicated to research careers, a reduction in training programs should emphasize those programs that lack research opportunities. These recommendations are in keeping with the report of the Long-Range Planning Committee of the American Society of Clinical Oncology of March 21, 1984. Plans to expedite these goals are being established.

In three of Sir Arthur Conan-Doyle's Sherlock Holmes stories there are brief appearances of the Baker Street Irregulars, a group of ‘street Arabs’ who help Holmes with his investigations. These children have been re-imagined in modern children's literature in at least twenty-seven texts in a variety of media and with writers from both Britain and the United States. All these modern stories show a marked upward shift in the class of the Irregulars away from the lower working class of Conan-Doyle's originals. The shift occurs through attributing middle-class origins to the leaders of the Irregulars, through raising the class of the Irregulars in general, and through giving the children life environments more comfortable, safe, and financially secure than would have been possible for late-Victorian street children. Because of the variety in texts and writers, it is argued that this shift is not a result of the conscious political or ideological positions of individual writers, but rather reflects common unconscious narrative choices. The class-shift is examined in relation to the various pressures of conventions in children's literature, concepts of audience, and common concepts of class in society.

The persistence of racial inequality in the United States raises deep and complex questions of racial justice. Some observers argue that public policy must be “color-blind,” while others argue that policies that take race into account should be defended on grounds of diversity or integration. This chapter begins to sketch an alternative to both of these, one that supports strong efforts to address racial inequality but that focuses on the conditions necessary for the liberty and equality of all. It argues that while race is a social construction, it remains deeply embedded in American society. A conception of racial justice is needed, one that is grounded on the premises provided by liberal political theory.

Abstract Background In recent years, health centers in the United States have embraced the opportunity to train the next generation of health professionals. The uniqueness of the health centers as teaching settings emphasizes the need to determine if health professions training programs align with health center priorities and the nature of any adjustments that would be needed to successfully implement a training program. We sought to address this need by developing and validating a new survey that measures organizational readiness constructs important for the implementation of health professions training programs at health centers where the primary role of the organizations and individuals is healthcare delivery. Methods The study incorporated several methodological steps for developing and validating a measure for assessing health center readiness to engage with health professions programs. A conceptual framework was developed based on literature review and later validated by 20 experts in two focus groups. A survey-item pool was generated and mapped to the conceptual framework and further refined and validated by 13 experts in three modified Delphi rounds. The survey items were pilot-tested with 212 health center employees. The final survey structure was derived through exploratory factor analysis. The internal consistency reliability of the scale and subscales was evaluated using Chronbach’s alpha. Results The exploratory factor analysis revealed a 41-item, 7-subscale solution for the survey structure, with 72% of total variance explained. Cronbach’s alphas (.79–.97) indicated high internal consistency reliability. The survey measures: readiness to engage, evidence strength and quality of the health professions training program, relative advantage of the program, financial resources, additional resources, implementation team, and implementation plan. Conclusions The final survey, the Readiness to Train Assessment Tool (RTAT), is theoretically-based, valid and reliable. It provides an opportunity to evaluate health centers’ readiness to implement health professions programs. When followed with appropriate change strategies, the readiness evaluations could make the implementation of health professions training programs, and their spread across the United States, more efficient and cost-effective. While developed specifically for health centers, the survey may be useful to other healthcare organizations willing to assess their readiness to implement education and training programs.

This article investigates the relationship between Asian American and modern Japanese history by analyzing the image of Japanese Americans in postwar Japan. Based on a book of photographs featuring Japanese immigrants in Hawai‘i published in 1956, it analyzes how their image was appropriated and redefined in Japan to promote as well as reinforce the nation’s political and cultural alliance with the United States. The photographs showed the successful acculturation of Japanese in Hawai‘i to the larger American society and urged the Japanese audience to see that their nation’s postwar reconstruction would come through the power and protection of the United States. Japanese Americans in Hawai‘i served as a lens through which the Japanese in Japan could imagine their position under American hegemony in the age of Cold War.
