The purpose of this article is to illustrate the structural changes of the European natural gas market through the lenses of the dynamic economic relations between European Union and its biggest energy supplier, Russia. The economic and political aspects are two essential dimensions to understand the measures taken by the EU in order to assure their security of supplies and at the same time to observe the Russian capacities to maximize their profits driven from its vast energy resources. Otherwise Russia is experiencing some difficulties in increasing its export shares on the European gas market, owing to several geopolitical challenges. Nevertheless, the relation between these two blocks could be defined as one of interdependence and symbiosis due to the evolution of the energy trade agreements. We attempt to identify those different market fundamentals and economic processes that have led to the mismatch between the crescent liberalisation in the EU gas sector and the Russian approach to energy market governance.

The formation of the modern Ukrainian natural gas market is accompanied by profound transformations of the national gas infrastructure: the creation and operation of new market operators, the redistribution of infrastructure facilities, the development and implementation of new requirements for the effective functioning of the entire system. At the same time, this requires from all parties a verified and balances strategy for the optimal implementation of all the obligations that Ukraine has undertaken to fully implement the requirements of the EU Third Energy Package, which aims to create an effective natural gas market based on the principles of free competition, proper consumer protection and security of supply. Despite the fact that the capacity of the Ukrainian gas transmission system and gas storages is one of the largest in Europe, the unbanding process has caused a number of threats in the area of regulatory support for production activities, requiring the consolidation of specialists' efforts to form optimal solutions to the problems that have arisen. In addition, the lengthy process of reforming and reorganizing the Ukrainian gas distribution system has led to a situation where the work of a natural gas distribution operator is facing a risk of imbalance in terms of inefficient standardization of the main areas of operation to meet the EU legislation requirements implemented in Ukraine. Therefore, to develop basic directions for the future work of gas infrastructure operators, it is necessary to take into account the acting capabilities of existing system for transportation, underground storage and gas distribution (taking into account the significant number of standardized indicators defined by the existing normative documents of the former USSR) and in accordance with the trends in the development of the European gas infrastructure introduce economically and technically feasible measures to standardize performance activities. Such works have to be incorporated into integrated research programs, during which regional and international trends are to be taken into account and adapted, the results of which will be the basis for future roadmaps and programs for the development of natural gas supply and distribution systems.

The tools of quantitative assessment of the level of diversification of imported sources and routes of natural gas supply are proposed, the level of diversification of the gas market of Ukraine is assessed, priority ways to increase the level of diversification of the natural gas market of Ukraine in the context of integration into the EU natural gas market are identified. Based on the proposed conceptual and methodological approach to assessing the level of diversification of the natural gas market of Ukraine, a model of diversification of the natural gas market of our country has been developed. Energy security is a timely, complete and uninterrupted supply of fuel and energy of the required quality of material production, non-productive sphere, population, utilities and other consumers; prevention of harmful effects on the environment; transportation, transformation and consumption of fuel and energy resources in the conditions of modern market relations, tendencies and indicators of the world energy market. Ukraine considers own energy security in the context of enhanced cooperation with the EU in the energy sector. Ukraine seeks to implement or expand projects to diversify natural gas supplies, strengthen its status as a reliable transit country, and integrate into the EU's energy space. As part of a targeted policy to diversify natural gas sources, Ukraine cooperates with European operators of related gas transmission systems on the possibility of signing a «cooperation agreement» at all connection points, as well as providing and expanding technical capabilities for gas transportation from Europe. Significant capacity of gas storage facilities in Ukraine in this case can be used for seasonal price arbitrage to reduce the total cost of imported gas.
