Organizations have long been struggling with the large amount of paper documents to be effectively administered, stored and organized so as to allow their easy and fast retrieval. Furthermore, energy and paper costs, security, destruction or loss and the volume of space occupied by numerous documents, folders and cabinets are also challenging problems. Digitization of paper documents and Document Management Systems (DMS) emerged as a solution to these issues with numerous advantages (eco-friendly, decreased operational costs, increased productivity, better and fast service etc.) leading to more efficient organization processes. Cloud storage and applications are an up-to-date approach with lower costs for higher education institutions, which aspire to enhance their documents and records management from creation throughout their whole lifecycle (store, capture, distribute, retrieve). While knowledge management (KM) has a demanding mission in higher education institutions, ontologies are another novel ground for document management applications in education. This paper is an extended version of our latest research study [4] and aims to extend our university’s existing applications to a multifaceted Document Management System-as-a-Service (DMSaaS) with many benefits for the institution, where records and documents are to be managed based on novel technologies. DMSaaS can address the issues related to cost, environment, space, security, operability better than a classic DMS.

Purpose The purpose of this paper is to determine the main total quality management (TQM) elements adopted and the respective results achieved by higher education institutions (HEIs) in Greece. Design/methodology/approach A research study was designed and carried out in private sector Greek HEIs. Fifteen HEIs were approached through interviews based on a structured questionnaire. The measured variables of the TQM elements and results identified in the literature were used as the questionnaire items. Descriptive statistics were applied to determine the TQM elements mostly adopted and the results achieved by the HEIs. Findings According to the findings, the TQM elements mostly adopted by the Greek HEIs concern the following: student focus, leadership and top management commitment, strategic quality planning, process management and teaching staff and employee involvement. On the other hand, the most significant results achieved by the sample HEIs concern quality performance improvement, teaching staff and employee satisfaction, operational performance improvement and the positive impact on society. Research limitations/implications The subjective data collection involved chief executive officers of a small sample of HEIs operating in a European Union country. Thus, no advanced statistical methods could be applied. Based on these limitations, future research studies are recommended. Practical implications By focusing on specific TQM elements, an HEI can develop a robust TQM model, approach business excellence, which can, in turn, help the HEI apply for appropriate quality awards, and finally derive significant benefits. In doing so, an HEI can lay the foundations for being competitive in the current global context that is characterised by an economic downturn. Originality/value This study contributes to the literature by empirically determining the TQM elements mostly adopted as well as the respective results achieved by Greek HEIs in a period of economic downturn. This is the first research study in the field of TQM in higher education that has been carried out in Greece in a period where many service organisations, whether private or public, are making significant efforts to withstand the current downturn and achieve a sustainable growth.

Abstract This investigation is focused on two objectives: 1) explaining the relationship between quality management and performance management in higher education; 2) evaluating the existing quality management systems in the higher education institutions of the Republic of Moldova. In order to accomplish the first objective, a comparative theoretical analysis of the quality management and performance management was carried out in terms of common aspects and distinctive peculiarities. Consequently, it was reasoned that the performance management system of a higher education institution is created and functions on the basis of the quality management system by extending the area of the quality objectives to the level at which they will ensure performance or, in other terms, by moving towards excellence. In order to achieve the second objective, an opinion survey for the teaching and managerial staff from 6 universities was carried out. As a consequence of processing the obtained results, there were identified problems related to the functioning of the quality management systems. The investigation resulted in the formulation of a set of recommendations for the higher education institutions of the Republic of Moldova in order to increase the efficiency of the quality management systems functioning and thus to ensure an efficient management.

The article considers the historical preconditions and prospects of professional training of specialists in the field of documentation management and information activities. The modern system of management documentation was preceded by a long period of development and formation associated with changes in socio-economic and socio-political conditions, the relevant historical forms of organization of management processes and its documentation. In turn, the complexity of record-keeping and document-making processes, the development of the document-information market formed the requirements for a document-specialist who would have a universal modern education: possessed knowledge, skills in document science and information activities, and skillfully operated in practice acquired management competencies . The formation of a modern system of documentation management and training of specialists in the relevant field in Ukraine took place in line with the general historical processes of development of our state. The peculiarities of educational programs of higher education institutions that train applicants in the specialty 029 «Information, library and archival affairs» are analyzed. It is noted that the analysis of educational programs of higher education institutions in the capital and the region shows that modern freelance students receive quality knowledge through clear new educational programs, innovative technologies, open access to information via the Internet and social institutions - libraries and archives. Future professionals are trained to work with information through new electronic tools, banks and databases. The introduction of electronic document management, the experience of leading countries, new technologies significantly increases professional requirements, encourages constant updating and improving the training of Ukrainian document specialists. In the conclusions it is generalized that document science as a science and as an academic discipline was initiated in the process of development of two branches of practical activity - office work and archival business, within which the logical development of the theory directly depended on practice; at all stages of the transformation of their historical path was directly dependent on the socio-economic demands of society and the improvement of the management segment of document science; The need for highly qualified specialists in the field of document science in the modern labor market is constantly growing, which explains the large number of free economic zones in which high-quality training of document specialists in unique educational programs.

The management of electronic records in higher education institutions (HEIs) assists in the achievement of greater efficiency, effectiveness, and economy. Managing electronic records is essential for effective decision-making and control of management processes in an institution. This study sought to investigate e-records readiness at the Institute of Development Management (IDM) in Eswatini with the aim of developing a framework for the effective management of electronic records at the institute. The e-records readiness assessment tool was used as the analytical framework for this study. The study used mainly a qualitative approach but also a quantitative approach, and the data collected was triangulated. The study used a questionnaire, interviews, observations, and a document review to generate data. The participants comprised IDM’s campus management, information technology (IT) manager, records officer and action officers. The results of the study revealed that although IDM used computers as essential tools for managing information and communication in support of its business operations, the management of electronic records in the institution’s registration system was neglected. It was found that the factors contributing to this neglect included the lack of institutional policies and procedures to guide the management of electronic records and the lack of knowledge and skills to manage electronic records. The study recommended, among other things, the improvement of the e-records management policy framework and the regular training of records officers.

In this chapter, the reader is taken through a “big picture” view of learning management systems, with an emphasis on systems that are used in higher education. Included in this view is a description of common features found in learning management systems and the advantages and limitations of these systems. Also included is the report of a large research study identifying the features used most commonly by students and which of these features are the most and least valued. In addition, the reader is presented with specific resources and options for evaluating, selecting and deploying learning management systems. The chapter concludes with a series of brief profiles of the leading learning management vendors and systems.

Knowledge management is a valuable antecedent in enhancing the competitive advantage and sustainability of an organization. Various quality management standards acknowledge the necessities and importance of knowledge management within quality management since both areas complement each other. Therefore, this state drives the need to conduct more knowledge management research related to quality management. However, research on knowledge management within quality management systems specifically in higher education institutions is still underexplored. This chapter attempts to explore the establishment of a knowledge management model in supporting the implementation of quality management standards. Several knowledge management enabler factors are suggested, namely strategic focus and leadership, culture, organization, structure, technology, processes, top management, measurement, knowledge, and people. An empirical study is suggested in the future to further support the conceptual knowledge management model established in this chapter.

A critical reader might well ask at this point: What is the real problem? Why is this author so worried about what most people may see as positive things in life: increased consumption, more education, promises about a working life with stronger ingredients of milk and honey? The sceptical reader may want to challenge this text and pose the following critical questions: . Why not just accept what people want? Isn’t it natural that people want more—and more? Of course, people are looking for more things and want to increase their consumption. And if they want to pay the earth for things with certain brand names, maybe they will be more satisfied with that? . So what if there is a lot of higher education, even if all the graduates do not get jobs? It’s good to keep people occupied and out of the way in a cheap and agreeable manner. And don’t the students always learn something in all these courses? They don’t perhaps become smarter, but education is better than unemployment. . Why not permit new and finer titles and labels? Why not make elites and others happy through using knowledge vocabulary to describe society, economy, and the population? And if all these university colleges, polytechnics, and other higher education institutions want to call themselves universities, why not be generous? The division between universities and university colleges only favours those snobs who work or study at the former places. And the liberal awarding of titles like ‘marketing director’ and ‘professor’ might give the people concerned a nice title on their business cards and make them happier, perhaps more motivated, and make their spouses proud. . Who cares about ‘real’ equality of opportunity for women and minorities if there are fine equal opportunity policies and programmes? If we have a sufficient number of women who are promoted to fill their quotas on the board and in higher education, we will have sufficient equality to comply with the statistics, and then everyone can be happy.
