This article is devoted to the development of organizations in the period of unexpected and rapidly changing conditions caused by the Covid-19 pandemic, and the analysis of whether organizations were ready to perceive the new reality and use this situation to rethink the norms of work, to apply innovative methods and technologies of the organization that were not previously available. The article discusses the statistics on the use of such a method of organizing work as remote work, as well as the advantages of electronic document management, the spread of modern technologies in organizing joint work.

RuPatient health information system (HIS) is a computer program consisting of a doctor-patient web user interface, which includes algorithms for recognizing medical record text and entering it into the corresponding fields of the system.Aim. To evaluate the effectiveness of RuPatient HIS in actual clinical practice.Material and methods. The study involved 10 cardiologists and intensivists of the department of cardiology and сardiovascular intensive care unit of the L. A. Vorokhobov City Clinical Hospital 67 We analyzed images (scanned copies, photos) of discharge reports from patients admitted to the relevant departments in 2021. The following fields of medical documentation was recognized: Name, Complaints, Anamnesis of life and illness, Examination, Recommendations. The correctness and accuracy of recognition of entered information were analyzed. We compared the recognition quality of RuPatient HIS and a popular optical character recognition application (FineReader for Mac).Results. The study included 77 pages of discharge reports of patients from various hospitals in Russia from 50 patients (men, 52%). The mean age of patients was 57,7±7,9 years. The number of reports with correctly recognized fields in various categories using the program algorithms was distributed as follows: Name — 14 (28%), Diagnosis — 13 (26%), Complaints — 40 (80%), Anamnesis — 14 (28%), Examination — 24 (48%), Recommendations — 46 (92%). Data that was not included in the category was also recognized and entered in the comments field. The number of recognized words was 549±174,9 vs 522,4±215,6 (p=0,5), critical errors in words — 2,1±1,6 vs 4,4±2,8 (p<0,001), non-critical errors — 10,3±4,3 vs 5,6±3,3 (p<0,001) for RuPatient HIS and optical character recognition application for a personal computer, respectively.Conclusion. The developed RuPatient HIS, which includes a module for recognizing medical records and entering data into the corresponding fields, significantly increases the document management efficiency with high quality of optical character recognition based on neural network technologies and the automation of filling process.

An electronic document management system (e-DMS) is an information system that allows creating, distributing, filing, storing, searching, destroying, and archiving documents concerning certain criteria and standards as a critical part of every digital transformation. It is known that correspondence processes in public institutions such as universities are time-consuming activities that increase workload and bureaucracy. Therefore, it is a critical issue to select and implement the suitable e-DMS software which systematically supports institutions in managing the documents they produce in their work processes. This chapter provides decision support to the institutional managers for selecting proper software, the preparation process before the application, transformation stages, and the environmental benefits after the implementation of the system are shown with their workflows through an actual application in a university. Digital transformation of the system provides both environmental and social benefits for institutions beside its material benefits such as time and labour.

A document management system (DMS) is required to handle any documents within an institution efficiently. However, several important features are lacking in the current DMS, such as security and social media features. This paper proposes a new solution to tackle the issues by developing a new document management system with security and social media features called DocManS. The development process and usability evaluation by users are presented in this paper. The usability assessment is performed with the use of the System Usability Scale (SUS) framework. The results show that the current version falls within the B range of the SUS framework and several enhancements for better usability in terms of social media sharing and privacy are recommended.

Introduction. The sphere of employment, being one of the most significant segments of society, is undergoing changes in the context of the use of new digital technologies. First of all, we are talking about a change in the labor function of employees, the use of artificial intelligence during interviews, as well as electronic methods of registration of the emergence, change or termination of labor relations, electronic office work. Due to the specifics of the education sector, the practice of introducing the achievements of the digital economy into the process of legal regulation of the labor of scientific and pedagogical workers of modern universities is of particular interest, especially in terms of the existence of factors that impede the digital transformation of the employment sector. The purpose of the study was to determine the legal possibility of introducing the achievements of the digital economy into the practice of legal regulation of labor, as well as to identify the factors that impede the digital transformation of the employment sector, using the example of scientific and pedagogical workers of modern universities. Materials and methods. The work used the methodology of a comprehensive study, including methods of document analysis, comparative analysis, secondary use of sociological, economic and medical data. The study used Rosstat data on higher education institutions registered in the Russian Federation for 2020. The results of the study show that the development of labor relations is taking place in line with modern global trends in terms of introducing the achievements of the digital economy into the practice of legal regulation of public relations. The sphere of education in our state is not an advanced industry for the introduction of digital technologies. However, according to research data, educational institutions of higher education are actively introducing electronic services and resources into their activities: electronic library systems (97.8%), electronic versions of textbooks (95.8%), training computer programs on certain subjects or topics (92.3%), as well as special software for solving individual problems – 90.8%, electronic document management systems – 84.1%. The specifics of work in educational organizations determines the need for the development and implementation of specific digital transformation tools in modern universities.

The structures representing the document flow processes in an organization are considered by synthesizing them from the simplest structures. Presented in the form of graphs the processes of movement of documents become formalized and unambiguously defined. Using classification of typical structures of information flows and available mathematical model of management system, it is possible to formalize processes of movement of documents and their interaction in the form of management model, and also to make technical specification for development of information system and finished formalized statement of the problem of structure-parametric synthesis

The article identifies some approaches to identifying the concepts of media and legal information. Some classifications of mass media and their immanent elements are considered. The concept of information and its qualifying legal features are defined. The main Laws of Ukraine concerning information are highlighted. Separate normative-legal laws of Ukraine on information and various forms of information are singled out. Categories of legal, public information and misinformation are considered. The key Law of Ukraine on information dated October 2, 1992 № 2657-XII has been determined. It is investigated, that the main source of legal information is the Constitution of Ukraine in accordance to the Law of Ukraine "On Information". It is proved, that information can exist in an ideal and material form and be the object of commodity relations. Attention is drawn to the Law of Ukraine "On Electronic Documents and Electronic Document Management". It is proved, that in the era of using information and communication technologies, the implementation of e-government makes it possible to operate in an information society. Sources for media information have been identified - state, confidential and anonymous. Attention is drawn to the access of the media to confidential information, to data that are not disclosed or published only by court decision. An example is given of the possibility of disseminating public or private information about a person. Attention is drawn to the need to verify anonymous information. In conclusion, it is emphasized, that the media in Ukraine are trying to follow in the footsteps of the latest information and communication technologies. The use of constitutional and legal acts is a vital necessary condition for building civil society, guaranteeing the constitutionality of democracy, freedom of access of the media to primary sources of information.

Aim. The presented study aims to determine the role and place of electronic document management in the corporate system of Russian enterprises, outlining the prospects for its development.Tasks. The authors examine the legislative acts of the Russian Federation on the prospects for the implementation of electronic document management; assess the impact of the pandemic on the digitalization of document management; analyze the business costs of paper document management; identify the advantages of using electronic document management and promising technologies in document processing.Methods. This study uses theoretical and empirical research methods. The dialectic method is used to determine the role, significance, and legal status of electronic document management. Through a logical approach, the essence of such concepts as 'electronic document' and 'electronic document management' is identified.Results. The study presents directions for the development of electronic document management using blockchain technology, which will improve workflows by processing, sorting, exchanging data and documents protected from unauthorized access, and artificial intelligence, which can help organizations process documents faster by simplifying operational procedures. Obstacles that prevent companies from actively using electronic document management are identified. These include additional investment, time costs, and reorganization of management. The volume of innovative services is analyzed by the type of economic activity, and the costs of creating, storing, and processing paper documents are considered.Conclusions. Recent trends in legislation indicate the government's firm commitment to the speedy introduction of electronic document management in Russia. Its use frees up a lot of resources, including time, labor, and finances. The 2020 pandemic has emphasized the importance of digitalizing business processes to ensure their continuity in unforeseen situations. Integrated into the automation of work processes, blockchain technology will ensure the protection of information from unauthorized tampering. Artificial intelligence will open up new opportunities for processing electronic documents.

The urgency of the research is due to existing features of implementing the institute of disciplinary responsibility in the field of labor and legal relations in credit institutions. The discipline of labor in credit institutions is developing in line with the trends characteristic of modern manufacturing process management. The general line is standardization of the manufacturing process to the extent that self-sufficient organizational forms that do not require manual control appear, following which is provided to the self-discipline of the employee (standard or matrix organizational solutions). Against the background of the ongoing changes, the issue of the employee's relative freedom and his responsibility to the employer, who no longer controls the labor process point-by-point – in the spirit of the industrial era, is raised. Despite the obvious features of labour organization for credit institutions employees, no special research has been conducted in the domestic legal science on the problems of implementing disciplinary responsibility. The author makes conclusions on the need to adopt a Labor Procedural Code, which will single out: the procedure for bringing to responsibility for misconduct committed under the conditions of the employer's current control over the quality of work and compliance with the process of its execution, as well as the specifics of bringing to responsibility for offense committed in conditions of relative freedom (without the employer's current control); forms of guilt as a mandatory sign of a disciplinary offense and the specifics of its definition if the employer's task involves an independent choice of its execution method (relative freedom of the employee); principles of proving guilt and innocence in examining the circumstances of a disciplinary offense; standardization disciplinary decisions, conditions and limits of its use; the procedure for using electronic document management in disciplinary proceedings; rules for interviewing third parties in disciplinary proceedings, rules for these persons' access to information about the state of affairs in the institution (or the entrepreneur, if he is the employer); rules for the protecting the information about disciplinary offenses, their circumstances, penalties applied.
