The deployment of Information Communication Technology in the Road sector has contributed positively towards achieving the national goal of ICT for infrastructure development. However, the deployment of ICT software for Road infrastructure in underdeveloped countries has been done with duplication of efforts contributing to software failure. This study aimed in evaluating the effectiveness and economic values of the Road Maintenance Management System in Tanzania.  The study deployed System Usability Scale Framework in 26 regions of Tanzania, and Kruskal-Wallis test was used for significance testing. The result indicates positive response of adopting and scaling the Road Maintenance Management System to all 26 regions in the country with R2=0.863. The usability of the system remains steady for almost three years from 2017 to 2019. The economic value of system is found to be above average (61%), while the value for money is found to reach 76.5% of the expectation. It is therefore concluded that the use of ICT in planning for Roads Maintenance increases efficiency in delivery critical factors that facilitated decision making in road planning and also improves specific services delivery in government efficiency.

The urban road becoming more perfect, pavement engineering is from new construction to maintenance management. The authorities, from acceptance the new construction turn into survey of the road‘s situation and control of various types of damage and road conditions on time, to maintain a good condition of the road. In this study we use the CCD with the general Global Positioning System to provide GPS coordinates and have a street shooting for each 20m of road, record of the CCD road imaging system, and with GPS coordinates, the street pavement shooting can identify the highest frequency distress type within 100m of the road, and compare with the value of IRI for statistics, considering different distress conditions associated with the International Roughness Index, and to explore the causes. This study has an Urban Road Management System, it divided into road flat index query and pavement condition index query, and user can use this system know the pavement condition every section. The road maintenance unit can be judged by this indicator status of pavement roughness to develop a conservation strategy of each section, reflecting the degree of conservation of each section, making the pavement to maintain a good quality. Urban road maintenance management system is for the each authorities built the road pavement maintenance management system for pavement managers with different levels of management authority, and to assist in the system can provide information for urban roads to do planning, query and management, it is beneficial to the authorities to implementation of urban roads and other road maintenance operations, they can immediately understand the pavement condition.

Running or developing the local MMS or PMS, be it for unsealed or sealed pavements, needs a team of well-trained and experienced road organization staff and appropriate equipment. The data employed to run a gravel roads MMS should reflect the capacity of the road organization personnel to collect them. In this regard, the team should be of adequate size, education and experience. It is, therefore, essential for the benefit of road users, road organization, the environment, and the sustainability of gravel roads to establish the capacity of road organization personnel responsible for running gravel road maintenance management with the intention of meeting social, economic, and political demands.The need to establish the adequacy of Tanzania road organizations in running gravel road MMS and PMS was the reason for conducting the qualitative research aspect of this study. The survey also intended to find out which parameters are readily collected by the surveyed road organizations, so as to include them as variables in formulating a gravel loss prediction model.This paper presents analysis and discussion of the questionnaire responses. The study notes the challenges being faced by road organizations responsible for the maintenance management of gravel road network in Tanzania and attempts to map a way forward.

The issues of sustainability in road maintenance management have been widely discussed in recent years. In some countries the maintenance of roads were based on selected indicators or commonly known as key performance indicators. In some countries such as Indonesia the allocation of budget and road maintenance planning were based on the age of these roads. The budget for and the planning of roads based on age have resulted in poor road conditions in Indonesia. The main objective of this study is to develop a sustainable road maintenance and management model (SRMM model) for the city of Padang, West Sumatrea that are in consonant with the vision, mission and goals of road authority towards meeting sustainable road maintenance management program. Using data obtained from selected roads in that city, after reviews of literature to identify key factors that contributed to the sustainable maintenance and management of roads, an opinion survey was conducted. Eleven experts in the field of road infrastructure and facilities management were selected as respondents. These experts were asked to identify the key factors that contributed to the quality of road maintenance management. Using the cut-off point approach, ten KPIs listed from the reviews are connected with the vision, mission and goals of the Directorate General of Highways, Ministry of Public Works Republic of Indonesia as the road authority. Respondents were asked to provide an assessment of the criticality level of the KPIs to the vision, mission and goals. Based on the calculation results, ten CSFs were identified to develop the (SRMM) model. The use of SRMM model based on statistically selected CSFs by the road authority is anticipated to help develop a reliable and sustainable road maintenance management system in Padang.

It is believed that there is merit in researching how the management of track maintenance is organized in the United Kingdom, in particular by Network Rail, and then evaluating how this can be applied to the benefit of Indonesian Railways. The purpose of this research was expected to provide recommendations for management improvement of track maintenance by researching the track maintenance management system in Network Rail. This research study is based on secondary data. The analysis was conducted by using comparison method which compares the British Railways management and Indonesia railway management related to track maintenance management. The track maintenance management system was studied by using Network Rail. The results were compared with track maintenance management system in Indonesia. The comparison will provide the data differences that evaluated so the problem can be identified. The final result of this analysis was the identification of problems and improvisation that can be done for the development of track maintenance management in Indonesia. Several management issues have been mapped to several groups: finance management, structure organization, and asset management. From the problems that have been mapped, some improvements are recommended as monopolist authority restriction, maintenance system contract extension, re-structuring organization hierarchy, business plan consideration, track monitoring strategy arrangement, and condition based maintenance strategy adoption.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

However, Russia’s motor transport system has yet to come close to fulfilling its full potential – 57.6% of public roads do not meet regulatory maintenance requirements. The prevailing statistics highlights the task of ensuring the safety of roads. This issue is especially relevant during winter months, when the roads experience maximum climatic and physico-chemical effects. This article analyzes the road safety system of the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The authors analyzed the best foreign practices in road maintenance policy. The main result of the study is the proposal to introduce a mechanism for servicing roads using a performance based contract to replace to cost based road maintenance contracts, which are the most widely applied in Russia.
