Improving state policy in the field of safety and road maintenance in the constituent entities of the Russian Federation

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

The level of transport infrastructure development is one of the key determinants of economic growth. In 2018, 67.1% of all transported goods in Russia were delivered via road transport. However, Russia’s motor transport system has yet to come close to fulfilling its full potential – 57.6% of public roads do not meet regulatory maintenance requirements. The prevailing statistics highlights the task of ensuring the safety of roads. This issue is especially relevant during winter months, when the roads experience maximum climatic and physico-chemical effects. This article analyzes the road safety system of the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The authors analyzed the best foreign practices in road maintenance policy. The main result of the study is the proposal to introduce a mechanism for servicing roads using a performance based contract to replace to cost based road maintenance contracts, which are the most widely applied in Russia.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

Strategic development of freight road transport in the Russian Federation requires formation of reliance on fundamental economic theory, the absence of which, as of today, according to a number of well-known economists, is the main cause of emerging difficulties in formation and implementation of strategic documents in Russia. Such documents would include Transport strategy of the Russian Federation for the period up to 2030, and therefore, of special importance is the task of clarifying the key principles for strategic management of the development of the road transport system. The article reviews and substantiates the principles of: “consistency”, “digitalization”, “openness”, “established development trajectory”, “variety of development paths”, “hierarchy of management”, “increasing complexity of motivation”, “awareness” and “feedback”.

This article considers the problems of infrastructure financing, which is necessary for the successful development of regional economic systems. To identify the current problems in the development of investment attractiveness of the Russian regions, we selected the following factors: availability and level of provision of industrial, social, transport, and other infrastructure with facilities, government expenses on the creation and development of regional infrastructure. The study consists of several stages and is based on data published on the official websites of the World Bank, Gazprombank, the Ministry of Economic Development of the Russian Federation, and the Ministry of Regional Development of the Russian Federation. The study shows that the absolute leaders in terms of infrastructure investments are such countries as China, the United States, and India. In the total amount of infrastructure investments, transport infrastructure and telecommunications have an absolute advantage. In recent years, one of the development priorities of the Russian regions has been investing in physical culture and sports infrastructure facilities. This is due to major international sporting events and increasing the investment attractiveness of the regions. An important trend in the development of infrastructural support for the development of regional economic systems has been the conclusion of international investment transactions (IIT) and regional agreements. Most countries and regions, leading in the inflow of foreign direct investment, are the leaders in terms of infrastructure development at the same time.

The purpose of the study is to analyze the current system of transport taxation and develop proposals for its improvement. The article is devoted to the identification of ways to improve the system of taxation of transport tax on road transport in the Russian Federation, including the optimization of the current method of calculating the tax.Materials and methods. The article analyzes the literary sources of normative, reference and scientific literature on the organization of transport taxation. Based on the analysis of normative legal documentation the method of calculation of the transport tax on the automobile transport oper-ating in the Russian Federation is opened, shortcomings are revealed and the directions of its im-provement are designated. The statistical analysis of indicators of the taxation by the transport tax in the Russian Federation and Nizhny Novgorod Region is carried out. The authors also present statis-tical data on fuel prices in dynamics for three years, interrelation between the increase in the cost of fuel and the increase in fuel excises has been found. A generalization of the accumulated experience in the field of transport tax taxation in Russia and in foreign countries is given. The source data for this research were the materials of the report in the forms: 5-TN (2014-2017), NOM-1 (2014-2018), Internet information resources – бензин.рф and www.gks.ru.Results. This article highlights the features of the current system of taxation of transport tax, the importance of transport taxation for the formation of regional budgets. The inexpediency of replacing the transport tax with fuel excise is justified. The modified method of calculation of the transport tax on automobile transport, including for hybrid cars is developed. The values of the coefficients of environmental friendliness, market value, weight are proposed. In the process of analysis of statistical indicators of taxation the general trend of growth of tax revenues from individuals, reducing revenues from organizations was revealed. The tendency of fuel cost and fuel excise rates increase is established. The percentage ratio of the formation of the tax base for transport tax between taxpayers – legal entities and individuals is established. Conclusion. The use of the proposed methodology in practice will contribute to the implementation of the following regulatory principles of taxation: fairness, economic feasibility; as well as create the prerequisites for improving the environmental situation in the country by redirect-ing part of the funds from taxation to environmental funds. In this aspect, it is assumed that in view of the application of environmental coefficients, taxpayers will seek to upgrade their vehicles with more environmentally friendly, technical re-equipment of vehicles with modern and high environ-mental standards units. If the purpose of transport taxation is given, part of the collected funds can be directed to the development of transport infrastructure. The development of the tax system is an important area of the tax policy of the Russian Federation, as the optimization of the tax burden will contribute to the development of business, which will certainly have a positive impact on the financial and economic performance of enterprises in all spheres of activity.

The author describes the performed GIS-analysis of the Central Asian transportation systems. The road transportation infrastructure of the whole region and its individual countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) has been studied. The overview of the factors, influencing the formation of regional transportation systems, including historical, political and natural, has been done. The road network of Central Asian countries has been modeled using GIS network analysis toolset, with spatial data provided by OpenStreetMap. The so-called topological tiers of the network have been identified, showing the uneven provision of the studied area with road transport infrastructure. The proposed research method makes it possible to note a high degree of the road network integration between the countries. The areas with low transport accessibility, as well as autonomous parts of road network have been visualized. The research categorizes the countries’ transport networks configurations types formed under the influence of economic, social, agricultural, climatic and topographical factors.

Transport accessibility is one of the main categories in transport research and planning of socio-economic development of territories. For Russia, which has the largest area of the northern and arctic territories, this problem is especially urgent. The presence and condition of the road network determines the territorial integrity and unity of the economic space, therefore fulfilling the most important strategic task of the spatial integration of the country. Automobile transport in the Arctic zone of the Russian Federation is poorly developed and is characterized by a low density of the public network. Its main features are the disunity of the road network, the heterogeneous degree of transport development of the territories and the noticeable role of winter roads in the road infrastructure. An integral part of the transport logistics of the Arctic regions of Russia are winter roads, which allow transportation in the winter season at the lowest cost. The purpose of this study is to develop a database structure and thematic mapping of automobile roads in the Arctic zone of the Russian Federation, taking into account the seasonality of their operation. As a result of this work, a classification of winter automobile roads and ice crossings of the Arctic territories was developed and an overview map “Seasonal road transport accessibility of the Arctic region of Russia” at a scale of 1:20,000,000 was compiled. The map demonstrates the contrast between the relatively good winter transport development of the territory and summer impassability. On the basis of statistical materials, maps “Density of all-season motorable roads” and “Level of motorization” were compiled, which give an idea of the differentiation of the regions of the Arctic zone of the Russian Federation by these indicators. A high level of motorization significantly exceeds the capacity of the existing roads. This is due to the fact that off-road transport is the only guarantor of mobility for the population of hard-to-reach settlements.
