A Study to Develop Critical Success Factors of Roads Maintenance Management System for Sustainable Facility Management

The issues of sustainability in road maintenance management have been widely discussed in recent years. In some countries the maintenance of roads were based on selected indicators or commonly known as key performance indicators. In some countries such as Indonesia the allocation of budget and road maintenance planning were based on the age of these roads. The budget for and the planning of roads based on age have resulted in poor road conditions in Indonesia. The main objective of this study is to develop a sustainable road maintenance and management model (SRMM model) for the city of Padang, West Sumatrea that are in consonant with the vision, mission and goals of road authority towards meeting sustainable road maintenance management program. Using data obtained from selected roads in that city, after reviews of literature to identify key factors that contributed to the sustainable maintenance and management of roads, an opinion survey was conducted. Eleven experts in the field of road infrastructure and facilities management were selected as respondents. These experts were asked to identify the key factors that contributed to the quality of road maintenance management. Using the cut-off point approach, ten KPIs listed from the reviews are connected with the vision, mission and goals of the Directorate General of Highways, Ministry of Public Works Republic of Indonesia as the road authority. Respondents were asked to provide an assessment of the criticality level of the KPIs to the vision, mission and goals. Based on the calculation results, ten CSFs were identified to develop the (SRMM) model. The use of SRMM model based on statistically selected CSFs by the road authority is anticipated to help develop a reliable and sustainable road maintenance management system in Padang.

The urban road becoming more perfect, pavement engineering is from new construction to maintenance management. The authorities, from acceptance the new construction turn into survey of the road‘s situation and control of various types of damage and road conditions on time, to maintain a good condition of the road. In this study we use the CCD with the general Global Positioning System to provide GPS coordinates and have a street shooting for each 20m of road, record of the CCD road imaging system, and with GPS coordinates, the street pavement shooting can identify the highest frequency distress type within 100m of the road, and compare with the value of IRI for statistics, considering different distress conditions associated with the International Roughness Index, and to explore the causes. This study has an Urban Road Management System, it divided into road flat index query and pavement condition index query, and user can use this system know the pavement condition every section. The road maintenance unit can be judged by this indicator status of pavement roughness to develop a conservation strategy of each section, reflecting the degree of conservation of each section, making the pavement to maintain a good quality. Urban road maintenance management system is for the each authorities built the road pavement maintenance management system for pavement managers with different levels of management authority, and to assist in the system can provide information for urban roads to do planning, query and management, it is beneficial to the authorities to implementation of urban roads and other road maintenance operations, they can immediately understand the pavement condition.

The deployment of Information Communication Technology in the Road sector has contributed positively towards achieving the national goal of ICT for infrastructure development. However, the deployment of ICT software for Road infrastructure in underdeveloped countries has been done with duplication of efforts contributing to software failure. This study aimed in evaluating the effectiveness and economic values of the Road Maintenance Management System in Tanzania.  The study deployed System Usability Scale Framework in 26 regions of Tanzania, and Kruskal-Wallis test was used for significance testing. The result indicates positive response of adopting and scaling the Road Maintenance Management System to all 26 regions in the country with R2=0.863. The usability of the system remains steady for almost three years from 2017 to 2019. The economic value of system is found to be above average (61%), while the value for money is found to reach 76.5% of the expectation. It is therefore concluded that the use of ICT in planning for Roads Maintenance increases efficiency in delivery critical factors that facilitated decision making in road planning and also improves specific services delivery in government efficiency.

Running or developing the local MMS or PMS, be it for unsealed or sealed pavements, needs a team of well-trained and experienced road organization staff and appropriate equipment. The data employed to run a gravel roads MMS should reflect the capacity of the road organization personnel to collect them. In this regard, the team should be of adequate size, education and experience. It is, therefore, essential for the benefit of road users, road organization, the environment, and the sustainability of gravel roads to establish the capacity of road organization personnel responsible for running gravel road maintenance management with the intention of meeting social, economic, and political demands.The need to establish the adequacy of Tanzania road organizations in running gravel road MMS and PMS was the reason for conducting the qualitative research aspect of this study. The survey also intended to find out which parameters are readily collected by the surveyed road organizations, so as to include them as variables in formulating a gravel loss prediction model.This paper presents analysis and discussion of the questionnaire responses. The study notes the challenges being faced by road organizations responsible for the maintenance management of gravel road network in Tanzania and attempts to map a way forward.

Damage to the dradah-kedungpring road is not only caused by the amount (volume) of the vehicle that exceed the capacity of the road, but in it is also related to various factors namely human factor and natural factor. Overload is a vehicle's axle load condition exceeding the standard load used on the pavement design assumption or the number of operational paths before the age of the plan is reached, or often referred to as premature deterioration.The method of rigid pavement road planning which is made by Depaterment of Public Works that is Bina Marga method cannot be applied in standard planning in the field implementation maximally so that it has weakness which resulted in the early damage on the highway before the achievement of plan age In this final project will produce the planning of rigid Pavement Thickness on Dradah – Kedungpring road Using Bina Marga Method 2002 ", the thickness is produced calculation with actual vehicle load for traffic data in the calculation Thick pavement has been using data from the results of traffic surveys that exist.In the research that has been done on the thickness rigid pavement dradah-Kedungpring road obtained thickness of 24 cm is expected to provide a good service life in accordance with the expected age of the plan. Keywords: Pavement, LHR, CBR, Vehicle Overloading Expenses.

ABSTRACT This research is motivated by the poor implementation of the maintenance of the Sirah Pulau Padang-Pampangan road, the maintenance activities have not reached the target and the condition of the road is badly damaged. This study aims to determine the management of the maintenance budget for the Sirah Pulau Padang-Pampangan road for the 2017 Fiscal Year at the Public Works and Spatial Planning Office of Ogan Komering Ilir Regency. The research method used in this study is a qualitative method. Data collection techniques carried out through observation, in-depth interviews and documentation. The theory used in this study is the principles of financial management according to Juli Sarlima, where financial management can be seen from five dimensions, namely Transparency, Efficient, Effective, Accountable and Participatory, and analysed through management aspects, namely Planning, Organizing, Implementing and Responsibility. Based on the results of research in the field shows that Transparency, Efficient, Effective, Accountable and Participatory has not been done well. The conclusion of this research is that the management of budget road maintenance for the Sirah Pulau Padang-Pampangan roads in the 2017 fiscal year is not going well. This research suggests that management of budget works well: 1) Standard Operational Procedure (SOP) for Road Maintenance activities needs to be made, 2) the need for a place for the community to participate and be involved in planning, implementation of supervision, 3) preparation of Financial Statements and Reports Accountability must be clear and detailed.

Abstract : Road maintenance activities is one part of the road management and road organizer shall prioritize road maintenance to maintain the level of services in accordance with defined minimum service standards. Assessment of road conditions resulting from the survey activities. Km.77 (Batas Pidie) - Batas Kota Sigli is a national road with a length of 29.34 Km. Rating national road refers Free Road Condition Survey, No. SMD-03 / RC (relationship International Roughness Index, IRI-Surface Distress Index, SDI), which is only capable of supporting votes to traffic lanes. This research is assessed road conditions and a comparative analysis (IRI-SDI indicators and per-percentage area of damage) on the carriageway. The method used in the study, refers to the Minister of Public Works  No. 15 / PRT / M / 2007 and No. 13 / PRT / M / 2013, which is able to support the assessment of traffic lanes, shoulders, and complementary buildings (BPLK) with elements: median, ditches, culverts, retaining walls, island roads and sidewalks. The condition of the road is done through a detailed survey of road conditions with the visual method followed by processing and analyzing data, producing road conditions, type of treatment and allocation of the required budget requirements. The results show the value of the condition is above 60% steady-state condition and needs maintenance budget of Rp. 113,645,850,000.00 for all elements of the road. From the results of a comparative analysis of known value of a deviation of 4.77% for the stability of the road and -Rp.98.825.850.000,00 for road maintenance budget requirements.Abstrak: Kegiatan pemeliharaan jalan merupakan salah satu bagian dari penyelenggaraan jalan dan penyelenggara jalan wajib memperioritaskan pemeliharaan jalan untuk mempertahankan tingkat pelayanan sesuai dengan standar pelayanan minimal yang ditetapkan. Kegiatan penilaian kondisi jalan dihasilkan dari kegiatan survei jalan. Ruas jalan Km.77 (Batas Pidie) - Batas Kota Sigli merupakan ruas jalan nasional dengan panjang 29,34 Km. Penilaian ruas jalan nasional mengacu pada Panduan Survei Kondisi Jalan, No. SMD-03/RC (hubungan International Roughness Index, IRI - Surface Distress Index, SDI), yang hanya mampu mendukung penilaian untuk jalur lalu lintas. Penilitian ini dilakukan untuk menilai kondisi jalan dan analisis perbandingan (Indikator IRI - SDI dan persentase luasan kerusakan) pada jalur lalu lintas. Metode yang digunakan dalam penelitian, mengacu pada Peraturan Menteri Pekerjaan Umum (Permen PU) Nomor : 15/PRT/M/2007 dan Nomor : 13/PRT/M/2013, yang mampu mendukung penilaian jalur lalu lintas, bahu jalan, dan bangunan pelengkap (BPLK) dengan elemen : median, saluran samping, gorong-gorong, tembok penahan tanah, pulau jalan dan trotoar. Penilaian kondisi jalan dilakukan melalui survei kondisi rinci jalan dengan metode visual dilanjutkan dengan pengolahan dan analisis data, yang menghasilkan kondisi jalan, jenis penanganan dan alokasi kebutuhan anggaran yang dibutuhkan. Dari hasil penelitian diketahui nilai kondisi berada diatas 60 % kondisi mantap dan kebutuhan anggaran pemeliharaan Rp. 113.645.850.000,00 untuk seluruh elemen jalan. Dari hasil analisis perbandingan diketahui nilai deviasi sebesar 4,77 % untuk kemantapan jalan dan -Rp. 98.825.850.000,00 untuk kebutuhan anggaran pemeliharaan jalan.

Currently urban road works has changed from new constructions to conservations, but unlike municipalities with rich resources, most road maintenance works of most townships are done by a few engineers, manually and complicated, affecting the quality and progress of road maintenance works. To this end, this study uses pavement maintenance management system, replacing parts of the manual tasks, and a standard with objective data to decide the appropriate range and conservation engineering methods, in order of increasing the efficiency.
