RESUMENEn las últimas décadas el concepto de sociedad civil ha sufrido una importante transformación en el marco de la filosofía política, a raíz de su tratamiento por parte de los autores de la democracia deliberativa. Si bien una parte de los proponentes de esta teoría de la democracia asimilaron el esquema tradicional que reducía la sociedad civil a la esfera privada, otros han sabido ir más allá y la han situado en un lugar privilegiado dentro de la esfera pública. Although one part of the authors of this theory of democracy assimilated the traditional scheme which reduced the civil society to the private sphere, others moved forward and situated it in a privileged place within the public sphere. In recent discussions, the role of the Internet in facilitating democratization has been either exaggerated or underestimated. The general consensus seems to be that that the Internet will eventually go the way of other technologies of communication such as the radio and television that failed to live up to their expected role of agents of democratization. Rather than empower marginal groups and constituencies, the Internet could even contribute to more subtle and omnipotent forms of social control through surveillance. This paper examines these positions by focusing on the Singapore case. The possibilities for the expansion of civil society and the emergence of a robust public sphere as a consequence of the wiring up of the country are examined. The key argument of the paper is that although the Internet does indeed contribute to enhanced surveillance capabilities, its potential for circumventing existing forms of regulation and expanding the limited public sphere in Singapore is also very real.

This article explores the relationship between deliberative democracy, the Internet, and systems theory’s thoughts on diversity. After introducing Habermas’s theory of deliberative democracy and how diversity fits into it, the article discusses various ideas about whether and how it could work on the Internet. Next, the article looks at research into diversity done in the field of complex adaptive systems, showing that diversity has both good and bad effects, but is clearly preferred for the purpose of survival. The article concludes with an analysis of how the results of systems theory’s study of diversity can assist society in bringing democracy to the Web.

AbstractThis article considers the role of civil society in the development of new standards around weapons. The broad but informal roles that civil society has undertaken are contrasted with the relatively narrow review mechanisms adopted by states in fulfilment of their legal obligations. Such review mechanisms are also considered in the context of wider thinking about processes by which society considers new technologies that may be adopted into the public sphere. The article concludes that formalized review mechanisms, such as those undertaken in terms of Article 36 of Additional Protocol I (1977) of the Geneva Conventions of 1949, should be a focus of civil society attention in their own right as part of efforts to strengthen standard-setting in relation to emerging military technologies.

AbstractRecent concern with the institutional underpinning of the international financial architecture has intersected with broader debates concerning the possibility of achieving an adequate deliberative context for decisions involving transnational economic governance. Scholars working within traditions associated with international political economy, deliberative democracy, cosmopolitanism and critical theory have informed this broader debate. This article uses this debate to ask whether the structure of financial governance at the global level exhibits the necessary conditions to support deliberative democracy. In particular, it considers the extent to which publicness and a public sphere have become part of the broader structure of financial governance. Although in some ways financial governance is a hard case for this debate, an argument can be made that a public sphere has emerged as an important element of the international financial architecture. At the same time, the analysis of the role of the public sphere in financial governance reveals important lessons which public sphere theorists and deliberative democracy advocates need to consider in order to extend their analysis into the realm of global political economy.

This article explains how the issue of inclusion is central to Habermas’s theory of democracy and how it is deeply rooted in his conception of a political public sphere. After recalling Habermas’s views on the public sphere, I present and discuss various objections raised by other critical theorists: Oskar Negt and Alexander Kluge, Nancy Fraser, Axel Honneth and Iris Marion Young. These criticisms insist on the paradoxically excluding effects of a conception of democracy that promotes civic participation in the public debate. Negt, Kluge and Fraser develop a Marxist line of analysis that question who can participate in the public sphere. Honneth and Young criticize in various ways the excluding effect of argumentation: are unargumentative speeches excluded from the public debate? I show how Habermas’s model can provide some responses to these various objections by drawing inspiration from his treatment of the gap between religious and post-metaphysical world views.

One of the distinctive traits of the Belarusian ‘revolution-in-the-making’, sparked by alleged falsifications during the presidential elections and brutal repressions of protest afterwards, has been a highly visible gender dimension. This article is devoted to the analysis of this gender-related consequences of protest activism in Belarus. Within this research, the authors analyse the role of the female movement in the Belarusian uprising and examine, and to which extent this involvement expands the public sphere and contributes to the changes in gender-related policies. To do this, the authors conducted seven semi-structured in-depth interviews with the gender experts and activists – four before and four after the protests.

Abstract This article reconstructs the controversies following the release of the figures from Nigeria's 1963 population census. As the basis for the allocation of seats in the federal parliament and for the distribution of resources, the census is a valuable entry point into postcolonial Nigeria's political culture. After presenting an overview of how the Africanist literature has conceptualized the politics of population counting, the article analyses the role of the press in constructing the meaning and implications of the 1963 count. In contrast with the literature's emphasis on identification, categorization, and enumeration, our focus is on how the census results informed a broader range of visual and textual narratives. It is argued that analysing the multiple ways in which demographic sources shape debates about trust, identity, and the state in the public sphere results in a richer understanding of the politics of counting people and narrows the gap between demographic and cultural history.

This paper offers a critical analysis of the role of nongovernmental organizations (NGOs) that deal with planning policy in general and in Israel in particular. The inherent dilemmas of the different NGOs' tactics and strategies in reshaping the public sphere are examined, based on a critical reading of Habermas's conceptualization of the public sphere. The main objective of this paper is to investigate to what extent, and under which conditions, the NGOization of space—that is, the growing number of nongovernmental actors that deal with the production of space both politically and tangibly—has been able to achieve strategic goals which may lead towards social change.

Towards the end of the twentieth century, religion re-emerged as a topic of pressing concern in a number of the most self-consciously secularized states of the global north. From disputes over the wearing of headscarves in schools to debates over accommodations for religious practices in the public sphere, religion, particularly the ‘foreign’ religiosity of migrants and other minority religious subjects, appeared on the scene as a phenomenon whose proper place and role in society required both urgent and careful deliberation. This article argues that in order to account for the affective potency produced by the immanence of the figure of the ‘foreign’ religious subject, it is necessary to understand secularization as fantasy. It is within the fantasy of secularization that the secular emerges as an object of desire—as something that, if attained, appears as a solution to the problem of ‘foreign’ religiosity—and figures of inassimilable religiosity assume the role of scapegoats for the failure to resolve these concerns. In this sense, within this fantasy scene, the secular promises to provide ‘us’ with something that we are lacking. However, this promise has been undermined by the apparent persistence of religious difference. As such, as a result of their continued religiosity, ‘they’ appear to be taking something from ‘us’.
