Community Energy Planning is a still-maturing practice that has great potential to help achieve climate goals, stimulate economic development, and realize health and social benefits. Community Energy Plans (CEPs) in Canada often encounter barriers to implementation that can be mitigated through use of decision support tools (QUEST, 2015). Planning tools are needed to help municipal staff improve the quality and quantity of stakeholder engagement during the CEP process, set priorities, and increase inter-departmental collaboration on climate and energy goals. In this paper, we present the Crosswalk Document, tool designed to support the Community Energy Planning process by identifying “points of contact” between the guiding policy documents of a given jurisdiction. We discuss the method used to construct the Crosswalk, and share insights from Community Energy practitioners at the Halifax Regional Municipality and the Town of Oakville who used it to the benefit their Community Energy Planning processes.

Globally, meaningful youth participation in planning processes aimed at dealing with climate change impacts has been advocated for sustainability purposes. Article 6 of the United Nations Framework Convention on Climate Change requires parties to ensure there is public participation in addressing climate change, its effects, and the development of responses. In the city of Mzuzu, Malawi, local community members have been involved in planning processes at different planning levels but more intensively at the community level. Despite this approach receiving much attention, minimal consideration has been put on which societal groups are to be engaged directly, with youths being excluded to a large extent, even though about 49% of the population in Malawi is aged between 10 and 34 years. This article, therefore, seeks to foreground how current stakeholder engagement strategies in climate change planning marginalise the youth. To do this, this article critically reviews current stakeholder engagement strategies and assesses the extent to which youth are involved in the planning processes in Mzuzu City. It further assesses the factors affecting youth involvement in the planning process and subsequently recommends how stakeholder engagement strategies can be designed and implemented to ensure effective youth engagement in climate change planning processes in the city.

Stakeholder engagement in natural resource planning has become increasingly important at local and state levels. Including stakeholders in decision-making can increase buy-in and public support of final regional and state recommendations. It can also lead to policy change and improved implementation outcomes resulting from these planning processes. South Carolina is developing a stakeholder-driven water plan, although it is several years away from being finalized. The methods used in this process are a departure from past efforts. Stakeholder inclusion in decision-making in the water planning process is described and analyzed in this article. The focus is on the specific phases of the process and the methods of inclusion used or those anticipated to be used. In this cycle, stakeholder involvement in decisions range from informational/advisory to consultative to decision-making.

The article is devoted to the application of economic and mathematical models of business planning management based on the use of the feedback principle. As the objective function (evaluation toolkit) of the task, the value of the execution time of the entire business project, which must be minimized, is considered. To solve this problem, it is proposed to form a class of admissible strategies for optimal adaptive control of the implementation process; as well as a specific business project using network economic and mathematical modeling is worked out. Within the limits of these strategies, the method of achieving optimal self-adjusting control of business planning processes is determined, the optimal execution time and the optimal timetable for the implementation of the project are determined. The main feature of the proposed new method is the ability to take into account the real conditions for the implementation works of the concrete project, which makes it possible to timely adjust the process of management of business planning and prevent disruptions in its implementation. This method also serves as the basis for constructing numerical algorithms for the development and creating the automated systems for realization of optimal adaptive control of business planning processes. The results obtained are illustrated on a specific business project for opening a public catering enterprise and show a high degree of efficiency in using the new method.

There are few standards or regulations to help stakeholders consider land use and development in the vicinity of existing pipeline systems. Land use planning that considers the existence of pipeline systems can support the planning for and provision of emergency services and pipeline integrity. This approach can also promote public safety and awareness through consistent and collaborative stakeholder engagement early in the land use planning process. In 2016, a CSA workshop was held with a variety of stakeholders impacted by land use planning around pipeline systems. The workshop identified that there was a need for consistency across the jurisdictions in the form of a national standard. The main goal of the new CSA Z663 standard is to provide guidance and best practices for land use planning and development. It also addresses roles, responsibilities and engagement of all stakeholders to help establish a consistent approach to land use planning. A review of CSA Z663 will illustrate how this document provides information, guidance and tools that are inclusive to all stakeholders. This paper will also highlight the history and key drivers behind the new CSA Z663 standard and provide an overview of the current scope and content. Finally, the paper will describe future considerations and additions to the standard.

Accessibility analysis can have important implications for understanding social equity in transit planning. The emergence and the increasingly broad acceptance of the general transit feed specification (GTFS) format for transit route, stop, and schedule data have revolutionized transit accessibility research by providing researchers with a convenient, publicly available source of data interoperable with common geographic information system (GIS) software. Existing approaches to GTFS-based transit analysis, however, focus on currently operating transit systems. With major transit expansions across the nation and around the world increasing in number and ambition, understanding the accessibility impacts of proposed projects in their early planning stages is crucial to achieving the greatest possible social benefit from these massive public investments. This paper describes the development of a hypothetical transit network based on current GTFS data and proposed 2040 transit improvements for the Twin Cities region of Minneapolis–Saint Paul, Minnesota, as well as its use as a sketch planning tool in exploring the proposed system’s impacts on access to job vacancies from historically disadvantaged areas. This research demonstrates the importance of accessibility analysis in planning a transit system that increases opportunity for marginalized workers and concludes by calling for broader, easier access to accessibility analysis for practitioners and community groups to refine the early stages of the transit planning process and democratize an increasingly crucial transit planning tool.

The purpose of this paper is to determine whether Development Permit Systems passively achieve policy-related intensification objectives in addition to explicit provisions. The methodology includes a brief history and review of applicable laws to explain how Development Permit Systems were created in Ontario. An overview of the Town of Gananoque policy documents is discussed and compared to Growth Plan intensification objectives. Development Permit System benefits and disadvantages are compared to Growth Plan intensification policies and Gananoque Official Plan residential policies to determine whether Development Permit Systems inherently achieve Growth Plan objectives. The key finding is that Development Permit Systems somewhat inherently achieve residential intensification policies, depending on whether the intensification provisions are included within the DPS to begin with and whether there are intensification policies included in the associated Official Plan policies.

Urban planning is, in many countries, increasingly becoming intertwined with local climate ambitions, investments in urban attractiveness and “smart city” innovation measures. In the intersection between these trends, urban experimentation has developed as a process where actors are granted action space to test innovations in a collaborative setting. One arena for urban experimentation is urban testbeds. Testbeds are sites of urban development, in which experimentation constitutes an integral part of planning and developing the area. This article introduces the notion of testbed planning as a way to conceptualize planning processes in delimited sites where planning is combined with processes of urban experimentation. We define testbed planning as a multi-actor, collaborative planning process in a delimited area, with the ambition to generate and disseminate learning while simultaneously developing the site. The aim of this article is to explore processes of testbed planning with regard to the role of urban planners. Using an institutional logics perspective we conceptualize planners as navigating between a public sector—and an experimental logic. The public sector logic constitutes the formal structure of “traditional” urban planning, and the experimental logic a collaborative and testing governance structure. Using examples from three Nordic municipalities, this article explores planning roles in experiments with autonomous buses in testbeds. The analysis shows that planners negotiate these logics in three different ways, combining and merging them, separating and moving between them or acting within a conflictual process where the public sector logic dominates.

Sustainable development principles are based on the fundamental recognition of humans as an integral part of the ecosystem. Participation of civil society should therefore be central to marine planning processes and enabling ecosystem-based management, and development of mechanisms for effective participation is critical. To date, little attention has been given to the role of Environmental Non-Governmental Organisations (ENGOs) in public participation. In this paper, the results of two workshops, which involved various stakeholders and addressed public participation in marine planning, are reported and discussed in the context of the Scottish marine planning process. ENGOs’ role in communicating complex policies, representing members’ interests and contributing towards participatory governance in marine planning is highlighted. Innovative outreach methods are still required by decision-makers to translate technical information, integrate local knowledge, improve public representation and conserve resources. This could include collaboration with ENGOs to help promote public participation in decision-making processes.

The spatial visualization is a very useful tool to help decision-makers in the urban planning process to create future energy transition strategies, implementing energy efficiency and renewable energy technologies in the context of sustainable cities. Statistical methods are often used to understand the driving parameters of energy consumption but rarely used to evaluate future urban renovation scenarios. Simulating whole cities using energy demand softwares can be very extensive in terms of computer resources and data collection. A new methodology, using city archetypes is proposed, here, to simulate the energy consumption of urban areas including urban energy planning scenarios. The objective of this paper is to present an innovative solution for the computation and visualization of energy saving at the city scale.The energy demand of cities, as well as the micro-climatic conditions, are calculated by using a simplified 3D model designed as function of the city urban geometrical and physical characteristics. Data are extracted from a GIS database that was used in a previous study. In this paper, we showed how the number of buildings to be simulated can be drastically reduced without affecting the accuracy of the results. This model is then used to evaluate the influence of two set of renovation solutions. The energy consumption are then integrated back in the GIS to identify the areas in the city where refurbishment works are needed more rapidly. The city of Settimo Torinese (Italy) is used as a demonstrator for the proposed methodology, which can be applied to all cities worldwide with limited amount of information.

Jon Day shares key lessons learned from stakeholder engagement efforts during the Representative Areas Program in the Great Barrier Reef, which was a key part of the comprehensive rezoning of the entire Marine Park between 1999 and 2003. As a result of this planning process, the total area of no-take zones increased from less than 5% to over one-third of the Marine Park, highlighting in large part the importance of effectively engaging stakeholders.
