Resumen: El crecimiento de la población en las zonas urbanas es una dificultad que se genera a nivel mundial y que requiere de tácticas que permitan contrarrestar sus efectos. Las ciudades inteligentes son vistas como una excelente solución a esta problemática ya que genera soluciones viables al apoyarse en la tecnología para gestionar diversos aspectos dentro de los que se incluye el entorno urbano. Este trabajo presenta una revisión de investigaciones que involucran la gestión urbana dentro de las ciudades inteligentes. Analizando el papel que cumple la gestión urbana dentro las ciudades inteligentes, lo que nos muestra que la gestión urbana apoyada de las TIC coopera visiblemente en la conformación de las ciudades inteligentes logrando mejorar la calidad de vida de sus habitantes. ___Palabras clave: ciudad inteligente, gestión urbana, planificación urbana, TIC. ___Abstract: Population growth in urban areas is a wordwide-generated difficulty and requires of tactics to counteract its effects. Smart cities are seen as an excellent solution to this problem, because they generate viable solutions to rely on technology to manage various aspects within which the urban environment is included. This paper presents a review of research involving urban management in smart cities. the relevance of the topic is determined by the need to create a comfortable urban environment that meets modern requirements. Involving the public in urban governance practices is one of the state’s priorities. The development of digital technologies creates new opportunities for taking into account the opinions of residents, including the population in solving issues of improving the urban environment, and the practice of public control. The article examines the positive and negative aspects of the implementation of public control using digital technologies. The issue of the security of personal data of all portal users is also important. The pandemic of the coronavirus infection COVID-19 has updated the study of the use of digital technologies in the practice of urban management.

The longevity forecast is proposed to be implemented on the basis of models of degradation theory. The theory of degradation is developed as a general energy method for estimating the longevity of objects. It is based on the law of conservation of energy. To analyze the longevity of urban environment, it is proposed to adopt the simplest model of theory of degradation. The proposed work provides an explanation for the description of proposed model. The urban environment is divided into a number of simpler systems. The more the degree of system separation into simpler ones, the more accurately one can describe the behavior of the entire system in time. Each simple system is described by the simplest model of degradation theory. The general behavior of the system is understood as a simple sum of individual degradation models. A feature of the proposed theory is that the simplest model can describe the entire system or the sum of its individual parts at once. The model makes it possible to consider the issue of equalizing the longevity of individual systems. The analysis of durability of a multicompartment building is taken as an example. In terms of analyzing the given example, individual stages of systems operation, that are still subject to discussion, are identified.
