The paper elaborates development strategy of low-carbon economy in China on the basis of describing the relationship between low-carbon economy and industrial structure as well as industrial structure influencing factors, through analysis by China national conditions and the difficulties and obstacles encountered in the process of reducing carbon emissions.To some extent, it can provide theoretical support and practical guidance for industrial structural transformation which is based on the development of low-carbon.

The face of the world economic development has transitioned to a low-carbon economy, in order to meet the dual challenges of climate change and scientific development, the development of low-carbon economy has become the reality of the development of key choice. In this background, based on energy consumption situation in Hebei Province,we use GM (1,1) gray prediction model to predict Hebei Provinces energy consumption and energy consumption structure in 2003-2010. Based on the analysis of the results, support from the policies, laws, and adjust the industrial structure, promote the three levels of the low-carbon concept has made a number of recommendations for the Hebei Province future energy planning and low-carbon development.

China's industrialization and modernization process is actually the development process of high-carbon economic. But the economic structure of the high consumption and low output of is not conducive to the sustainable development of China's economy. Against this background, the paper is to develop a low-carbon economy of the path as a research object. The paper includes three parts: necessity of developing low-carbon economy, measures to promote low-carbon development, and the industrial path of achieving objectives. The study demonstrate gradually our country's development about low-carbon's economic, expecting to obtain a certain degree of referential significance that can help to build low-carbon society and achieve the upgrading of industrial structure.

Low-carbon economy has become a hot research field in all walks of life currently. As a way to achieve low-carbon economy, industrial restructuring has been widely studied. In order to promote research in the field, and lead to the development of China's low-carbon economy, this article will give us a summary and a brief review of representative research achievements referring to industrial structure low-carbon adjustment in China's academia. They contain four aspects: intensions of industrial restructuring from the perspective of low-carbon economy, influence of industrial restructuring on carbon emissions, low-carbon industries, and strategies of industrial restructuring from the low-carbon economy aspect.

At present, industrial structure in the regions of Beijing, Tianjin, Hebei, Shanxi and Inner Mongolia is still at energy intensive phrase, with highlighted contradiction between supply and demand of energy, higher carbon emission, lower low-carbon technology, and lacking of integrated planning and coordination in economic development, environmental protection and ecological construction. To realize advantages integration and balanced development under the orientation of low-carbon economy, we should vigorously probe into the market transaction mechanism of regional low-carbon economy, build a micro economy policy and regulation system for low-carbon economy, strive to develop clean energy, and construct a new scientific innovation mechanism with energy conservation and emission reduction.
