China's industrialization and modernization process is actually the development process of high-carbon economic. But the economic structure of the high consumption and low output of is not conducive to the sustainable development of China's economy. Against this background, the paper is to develop a low-carbon economy of the path as a research object. The paper includes three parts: necessity of developing low-carbon economy, measures to promote low-carbon development, and the industrial path of achieving objectives. The study demonstrate gradually our country's development about low-carbon's economic, expecting to obtain a certain degree of referential significance that can help to build low-carbon society and achieve the upgrading of industrial structure.

Under the circumstance of worsening international and domestic economy developing environment, Jiangsu must pay attention to and accelerate the transformation of economy development. Through the economy escalation by low-carbon industrial development in Jiangsu City, the paper emphasized that the government should play a guiding role, focusing on the subsidies and tax policy, coupled with the low-carbon technology innovation, low-carbon economy enterprise operation and management of public utilities, public low-carbon mechanisms such as promotion of universal consciousness, and build systematically low-carbon economy development mechanism system in Jiangsu, combining low-carbon economy development with industrial structure optimization, and realized the transition from high-carbon growth to low carbon growth.

The low carbon economy is the basic way to realize the sustainable development. At present, the comprehensive utilization of coal resources is the important content to promote the low carbon economy development. This paper analyzes the external conditions of coal resources comprehensive utilization. First, the economy development needs a large quantity of coal in China, and the coal-dominant energy consumption pattern will not change in the short term. Second, there is a certain delay in adjusting the industrial structure. Third, the sunk cost is higher in the transformation of coal industry. The paper believes that comprehensive utilization of coal resources is the important segment to promote the development of China's low carbon economy under the restriction of the objective conditions.

Low-carbon economy is a new path which our country is taking to develop economy. As one of the provinces in the southeast coast of China, Fujian develop a low-carbon economy directly relating to the transformation of its economic growth, conservation of energy, improvement of productivity, innovation of technology and so on. We can say that the development of low-carbon economy directly affects the sustainable development of economy and society in Fujian province of China. Therefore, firstly, we believe that government and enterprise should optimize the allocation of resource and improve the utilization of resource. Secondly, the tax policies are supposed to adjust to stimulate the development of environmental protection industry. Thirdly, government should accelerate the construction of infrastructures. Fourthly, the legal system needs to be built and perfected so as to promote the development of low-carbon economy. At last, the investment of techniques is supposed to increase to a certain degree, and the ability of innovation and management of enterprises should be promoted to adapt the development of low-carbon economy of Fujian province.

The connotation of green printing and packaging was discussed, the fact was clarified that green printing and packaging was the inevitable trend of the sustainable development of printing and packaging industry in a low-carbon economy. The face of the world economic development has transitioned to a low-carbon economy, in order to meet the dual challenges of climate change and scientific development, the development of low-carbon economy has become the reality of the development of key choice. In this background, based on energy consumption situation in Hebei Province,we use GM (1,1) gray prediction model to predict Hebei Provinces energy consumption and energy consumption structure in 2003-2010. Based on the analysis of the results, support from the policies, laws, and adjust the industrial structure, promote the three levels of the low-carbon concept has made a number of recommendations for the Hebei Province future energy planning and low-carbon development.

This paper examines various aspects of moving from high carbon economies and societies to a cluster of low carbon systems. First, some historical material is considered from the Second World War and the 1970s, periods with some lessons for the contemporary ‘powering down’ of whole societies. Second, analysis is provided of some green shoots of a powering down of existing systems identifiable in the contemporary developed world. Third, analysis is provided of the array of systems, social practices and innovations that would have to develop in order to effect powering down on a sufficient scale and within an appropriate time period. Most examples are drawn from transport and mobility. Finally, the paper demonstrates just why developing new systems is so hard, especially as this must involve a transformed cluster of systems. The forces that make a new cluster unlikely are exceptionally powerful and make this a very difficult but not impossible outcome.

Low-carbon economy has become a hot research field in all walks of life currently. As a way to achieve low-carbon economy, industrial restructuring has been widely studied. At present, industrial structure in the regions of Beijing, Tianjin, Hebei, Shanxi and Inner Mongolia is still at energy intensive phrase, with highlighted contradiction between supply and demand of energy, higher carbon emission, lower low-carbon technology, and lacking of integrated planning and coordination in economic development, environmental protection and ecological construction. To realize advantages integration and balanced development under the orientation of low-carbon economy, we should vigorously probe into the market transaction mechanism of regional low-carbon economy, build a micro economy policy and regulation system for low-carbon economy, strive to develop clean energy, and construct a new scientific innovation mechanism with energy conservation and emission reduction.
