Рассматриваются задачи, которые встают перед системой среднего профессионального образования для повышения ее эффективности. Показано влияние движения WorldSkills International на эффективность системы среднего профессионального образования. Проанализированы перспективы участия в чемпионатах WorldSkills International для основных потребителей системы среднего профессионального образования: обучающихся, государства и работодателей. Использовались общенаучные методы познания, аналитический метод конкретизации теоретических знаний, метод экспертных оценок, терминологический анализ, обобщение. Результаты исследования отражают возможность использования методологии WorldSkills International для оценки эффективности системы через организацию чемпионатов профессионального мастерства для преподавателей колледжей по стандартам WorldSkills International. The problems faced by the system of vocational education and training in order to increase efficiency are considered. The influence of the WorldSkills International movement on the effectiveness of the system of vocational education and training is shown. Prospects of participation in WorldSkills International championships for the main consumers of the system of vocational education and training were analyzed: students, government and employers. General scientific methods were used including cognition, analytical method, specification of theoretical knowledge, method of expert assessments, terminological analysis, and generalization. The results of the research reflect the possibility of using the WorldSkills International methodology to assess the efficiency of the system through the organization of professional skill championships for college teachers according to WorldSkills International standards.

Рассматриваются задачи, которые встают перед государством при разработке сопоставимых индикаторов оценки эффективности системы среднего профессионального образования. Показана проблема сопоставимости различных показателей и их влияние на оценку среднего профессионального образования. Проанализированы перспективы разработки сопоставимых индикаторов для понимания степени, в которой образовательная система обеспечивает максимально возможную отдачу при минимально возможном вкладе, а именно показывает высокий уровень эффективности системы. Использовались общенаучные методы познания: аналитический метод, конкретизации теоретических знаний, метод экспертных оценок, обобщение. Результаты исследования отражают возможность дополнения мониторинга качества подготовки кадров в образовательных организациях, реализующих образовательные программы среднего профессионального образования сопоставимыми индикаторами оценки технического и профессионального образования и обучения по версии UNESCO для оценки эффективности системы СПО России. The tasks that the state faces when developing comparable indicators for assessment effectiveness of the vocational education and training are considered. The influence of various indicators on the assessment of the effectiveness of vocational education and training system is shown. The prospects of developing comparable indicators for understanding the degree to which the educational system provides the maximum possible return with the minimum possible contribution, namely, it shows a high level of system efficiency, are analyzed. General scientific methods of cognition, analytical method, concretization of theoretical knowledge, method of expert assessments, terminological analysis, generalization were used. The results of the study reflect the possibility of supplementing the monitoring of the quality of personnel training in educational organizations implementing educational programs of vocational education and training system with comparable indicators for evaluating technical and vocational education and training according to the UNESCO version to assess the effectiveness of the Russian VET system.

La implementación del sistema dual de aprendizaje surge de la necesidad que se tiene de que los estudiantes de ingeniería se adentren en el campo laboral previo a la culminación de su carrera profesional, y de esa forma, pongan en práctica el aprendizaje teórico recibido. La metodología para la implementación y el seguimiento de este proyecto está basada en la investigación-acción, se establecieron las necesidades, se desarrolló el currículum, que en este caso se consideró como una de las especialidades de la carrera, pero en modalidad dual. Los resultados han rebasado las expectativas, los alumnos son contratados mucho antes de que terminen su programa, son capaces de presentar propuestas de mejora y de llevarlas a cabo. AbstractThe implementation of dual vocational education and training, derives from the necessity that engineering students need to be able to integrate themselves in the employment arena before culminating their professional career, thus, applying theoretical knowledge acquired. The methodology used to implement and monitor this project is based on investigation – action, necessities were established, a curriculum was developed which in this case was considered as part of its major but in a dual modality. Results have surpassed all expectations, students were hired much before they had ended the program, they are capable of presenting proposals for improvement and carry them out.
