ASEAN oleh banyak pihak telah dianggap sebagai salah satu dari organisasi regional di dunia yang dapat mempertahankan stabilitas dan keamanan wilayahnya dengan menggunakan nilai – nilai Asia mereka, yang dikenal oleh banyak orang sebagai ‘The ASEAN Way’. Dengan menggunakan konsep pembentukan komunitas keamanan oleh Adler dan Barnett, tulisan ini menjelaskan bagaimanakah peran the ASEAN Way dapat membentuk komunitas kemanan Asia – Pasifik, ASEAN Regional Forum (ARF). Proses pembentukan komunitas keamanan dibagi menjadi tiga: adanya faktor internal dan eksternal; kekuatan dan kesamaan persepsi serta hubungan yang terus berlanjut; dan rasa percaya serta identitas bersama. Dalam pembentukannya, ARF didasari oleh keinginan ASEAN untuk menjaga stabilitas di Asia – Pasifik setelah Perang Dingin dan juga mempromosikan nilai – nilai ASEAN ke cakupan yang lebih luas. Kemudian, the ASEAN Way juga sangat berperan sebagai soft power dan persepsi yang menjadi dasar hubungan antarpartisipan ARF. Sehingga, sebuah rasa saling percaya dapat dimiliki oleh partisipan ARF dan juga ARF memiliki identitas bersama yaitu sebagai komunitas keamanan Asia-Pasifik beranggotakan negara besar dan kecil yang membawa prinsip – prinsip the ASEAN Way

The article proposes to consider the COVID-19 global pandemic as new major development for cultural industries and policies and to highlight timely and crucial trends due to the lockdown measures. Thus, it attempts to stimulate the scholarship debate regarding the consequences of the pandemic to the action of global online platforms, as well as to policy and economic aspects of cultural sectors. Taking as case study the audio-visual sector, the article explores whether the US global streaming platforms are the winning players of the lockdown measures and emphasizes the multifaceted strategies developed by US-based platforms in order to strengthen their soft power. Focusing on China and the European Union, the article also argues that the overwhelming action of US-based online platforms triggers the potential emergence of media platform regionalization in the context of COVID-19 pandemic. Finally, it highlights the regulatory challenges and how the new empirical trends are expected to shape the current audio-visual policy framework. The analysis focuses on the period between the beginning of global pandemic in Asia-Pacific in January 2020 and the progressive easing of lockdown measures in North America, Europe and Asia-Pacific in July 2020.

ASEAN has long promoted its key interests in a stable and autonomous Southeast by binding outside powers to ASEAN’s norms and institutions. Today, domestic political change, divergent interests among ASEAN countries, and the changing balance of power in the Asia-Pacific are eroding the ASEAN cohesion necessary for a collective ASEAN external policy. ASEAN policy is based on soft power and therefore is dependent on a stable balance of power. China’s rise has upset that balance, triggering Sino-American tensions and conflicts with some Southeast Asian states. ASEAN’s goals of regional stability and autonomy from great power hegemony are increasingly coming into conflict, which may force ASEAN members to choose between them.

This chapter demonstrates elements of change and continuity in Asia’s regional architecture between the waning years of the Cold War and the Asian financial crisis. Despite the external shock of the Cold War, I argue that the path to change is best captured by endogenous processes of change where mechanisms of change and continuity intersect. The first part of the chapter chronicles the development of two multilateral institutions: the Asia-Pacific Economic Cooperation and the ASEAN Regional Forum. The second part demonstrates the continuity of bilateral alliances, focusing on the US-Japan and US-Philippines alliance.
