<p>Electronic resources (ERs) in academic libraries have become a global phenomenon, and as libraries rely more on these resources managing them effectively becomes crucial. Electronic resource management (ERM) has consequently become a core function which many academic libraries around the globe appear to find challenging to implement effectively. Challenges of managing ERs are particularly pronounced in developing countries such as Ghana where the introduction of ICTs has typically been characterised by inadequate resources. Although there is an extensive literature on both the management and use of ERs, little research has studied how the two aspects could affect each other. Ineffective management of ERs could negatively affect their use; likewise, low usage of ERs could negatively impact on the management of these resources. Studying the concepts of management and usage of ERs together would result in better recommendations to inform practice and eliminate the challenges.  In addition, the literature on the management of ERs is predominantly centred around libraries in the developed country context. Moreover, academic libraries in Ghana do not appear to be effective in managing ERs. There is a lack of understanding on how academic libraries in Ghana are managing ERs, and the ways in which this is affecting their usage and vice-versa. The study therefore fills the gaps by exploring the connection between the management and usage of ERs in academic libraries in a developing country context.   Placed within a post-positivist worldview, this mixed-methods research employed a multiple case study approach, involving two public and two private universities in Ghana. Stakeholders included in the study were library staff, faculty, students, and consortium executives. Semi-structured interviews were conducted with library staff and members of the governing council of the Consortium of Academic and Research Libraries in Ghana (CARLIGH) concurrently with surveys of faculty and postgraduate students of the institutions investigated. These were supported by document analysis. To guide data collection and analysis, the Techniques for Electronic Resource Management (TERMS) framework (Emery & Stone, 2013), and an initial conceptual model of factors developed using constructs from the Unified Theory of Acceptance and Use of Technology (UTAUT) (Venkatesh, Morris, Davis & Davis 2003) and the literature underpinned the study.   The interview findings revealed inadequate planning for ERs in the case institutions owing to operational challenges including inadequate policies for ERs, inadequate funding, and understaffing. Although efforts were being made to follow standard procedures some components of ER workflow were absent in both public and private case libraries, whereas other aspects of the workflow were responsibilities of parties external to the libraries. The document analysis showed that, the total average completeness of collection development policies of case libraries was 25% which indicated the lack of vital elements in these policies. The survey findings showed a generally low awareness and usage of ERs by faculty and students due to inadequate promotional efforts by the case libraries, inadequate infrastructure, and lack of relevant content. Consequently, respondents had a negative perception on the usefulness of the ERs which may have caused the observed low usage.    The study also found three main factors as affecting the management and usage of ERs in academic libraries in Ghana which were governmental, organisational and individual factors. Governmental factors such as regulations on staffing, inadequate funding, and nationwide rationing of electricity supply were hindrances. At the organisational level, an enabler was collaboration with stakeholders, whereas obstacles included inadequate policies, staffing challenges, resource-related factors, lack of investment for sustainability, centralised management structure, low institutional commitment, poor communication, and low usage of ERs. Enabling individual factors consisted of religious beliefs, social influence, oral information, and interest in IT. Hindering individual factors comprised negative effects of oral information, resistance to change, fear of speaking against authority, reluctance to submit contents to institutional repository, negative perception on the ERs and lack of time.    The findings also established various ways in which the management and usage of ERs affected each other. Low user input in the selection of ERs, access related challenges, inadequate publicity, training, and evaluation of ERs negatively affected the usage of ERs. However, case libraries that occasionally allowed users to schedule training sessions observed increased attendance to training with a corresponding increase in ER usage, which provided a basis for institutional budgetary support. On the other hand, failure of users to attend training programmes after signing up, low referral of students to the ERs by faculty and low usage of ERs of the library negatively affected ERM particularly in the areas of budgeting for ER subscription and sustainability. However, faculty and students facilitated the management of ERs of the library in terms of creating awareness of the ERs among their colleagues and peers, and also accessing the resources using mobile devices to supplement the library’s inadequate computers.    The TERMS framework and initial conceptual model of factors were revised based on the findings. The study adds to the Library and Information Science research relevant to the understanding of the management and usage of ERs, factors affecting both concepts and how these two concepts are related. In addition, the study contributes to practice by recommending strategies for effective ERM to encourage increased usage of ERs. It is also hoped that academic libraries in other developing countries can draw lessons from the findings. The study also provides advanced countries with a deeper insight to guide them in providing support to developing countries. Within overall collections budgets in many academic libraries, electronic resources account for 75 percent to 90 percent of the entire budget. Given this financial commitment, there is a clear value to having a robust practitioner-directed literature for electronic resource management. Such a literature exists, and the authors of this volume seek to differentiate themselves by emphasizing the licensing process as a critical component of electronic resource management. The partnership of a librarian (Halaychik) with a legal and procurement expert (Reagan) does afford readers with a holistic institutional overview of the licensing process.

<span>In the fall of 2002, Ohio State University along with the University of Washington, the University of Western Australia, Washington State University, and Glasgow University entered into a development partnership with Innovative Interfaces. The goal was to develop a module to manage electronic resources, integrated into Innovative’s Millennium library system. The product, Electronic Resource Management (ERM), became available in 2004 and is based on the work of the Digital Library Federation Electronic Resources Management Initiative. This article focuses on one aspect of ERM, the integration of the module with the Web OPAC, and describes how the Ohio State University Libraries replaced a back-end database with ERM to support lists of electronic resources on their Web site.</span>

The Rohrbach Library of Kutztown University manages its electronic resources using a disconnected array of resources including spreadsheets, paper files, email files, and a Google Docs account. Clearly, a more streamlined and unified approach would be beneficial. In this case, the authors investigate various Electronic Resource Management System (ERMS) options and whether they are a fit for the library. They then examine the decision to implement an open source option. Finally, the case describes the process of implementing and populating the open source ERMS, in addition to challenges experienced along the way.

The number of electronic resources is continually growing and the processes associated with managing them are ever more complex. Consequently, completely new ways of managing these resources efficiently and effectively must be invented or borrowed from industries that also must manage complex processes. This chapter describes how a method generally employed in business and industry can be applied in managing electronic resource-related processes in libraries. Specifically, a technique called process mapping and its potential application to electronic resource management in libraries is described. Existing electronic resource management guidelines are conceptually linked to actual management situations. A case study is presented which is intended to illustrate the process.

Electronic resource management (ERM), as a tool for library management, grows in importance every day. The ERM industry has matured greatly over the past decade. Just ten years ago, the first journals began to be published on the Web in significant volume; by 2007, many smaller colleges and some large research libraries have moved to complete or nearly complete electronic-only access (Ives, 2006). The Association of Research Libraries reports that the average ARL research library now spends over 31% of its materials budget on electronic resources, with a large proportion of these libraries spending more than 50% of their materials budget on electronic resources (Kyrillidou & Young, 2006).

There are no accepted standards governing naming electronic resources in A to Z lists or electronic resource management (ERM) systems. Current practice superficially resembles cataloging standards and guidelines, but is substantially ad hoc, and reliant on local adaptation and innovation. A little more predictability is needed to make finding and using electronic resources easier. This chapter describes issues related to naming electronic resources and concludes with a draft set of principles and conventions for designating names or titles in the context of A to Z lists and ERM systems. It will also examine the unique issue of electronic resource volatility and its impact on maintenance. The focus will be on integrated or continuously updated electronic resources, such as bibliographic and full text databases, and reference works.

The chapter begins with an examination of the sections of copyright law that impact electronic resource management, and reviews the various laws that have been enacted in recent years to attempt to delineate appropriate uses of information in the electronic environment. In section two, the impact of copyright is discussed in relation to particular types of electronic resources. The unique characteristics and challenges inherent in both access and format are discussed. Section three reports on responses to a series of interview questions the authors posed to librarians working in a wide variety and type of libraries. The goal was to elicit information about how librarians are managing to implement copyright law in the daily reality of their increasingly electronic environments.

This chapter discusses a theoretical approach to the adoption of electronic resource management systems in Nigeria university libraries. The nature of electronic resources calls for a special way of managing it thereby the invention and adoption of electronic resource management systems (ERMS). However, observation revealed that Nigerian libraries have yet to largely adopt it. It is therefore necessary to theoretically outline the factors promoting adoption of new technologies, in order for Nigerian libraries to take a cue. This chapter proposes a theoretical approach to the adoption of ERMS in Nigerian libraries.

A Review of: Dubnjakovic, A. (2012). Electronic resource expenditure and the decline in reference transaction statistics in academic libraries. Journal of Academic Librarianship, 38(2), 94-100. doi: 10.1016/j.acalib.2012.01.001 Objective – To provide an analysis of the impact of expenditures on electronic resources and gate counts on the increase or decrease in reference transactions. Design – Analysis of results of existing survey data from the National Center for Educational Statistics (NCES) 2006 Academic Library Survey (ALS). Setting – Academic libraries in the United States. Subjects – 3925 academic library respondents. Methods – The author chose to use survey data collected from the 2006 ALS conducted by the NCES. The survey included data on various topics related to academic libraries, but in the case of this study, the author chose to analyze three of the 193 variables included. The three variables: electronic books expenditure, computer hardware and software, and expenditures on bibliographic utilities, were combined into one variable called electronic resource expenditure. Gate counts were also considered as a variable. Electronic resource expenditure was also split as a variable into three groups: low, medium, and high. Multiple regression analysis and general linear modeling, along with tests of reliability, were employed. Main Results – The author determined that low, medium, and high spenders with regard to electronic resources exhibited differences in gate counts, and gate counts have an effect on reference transactions in any given week. Gate counts tend to not have much of an effect on reference transactions for the higher spenders, and higher spenders tend to have a higher number of reference transactions overall. Low spenders have lower gate counts and also a lower amount of reference transactions. Conclusion – The findings from this study show that academic libraries spending more on electronic resources also tend to have an increase with regard to reference transactions. The author also concludes that library spaces are no longer the determining factor with regard to number of reference transactions. Spending more on electronic resources is also important to increase both in-person and electronic reference transactions.
