Value creation in the circular economy (CE) is a result of co-creation. In the industrial context, the theme of collaboration has been studied extensively on a company-to-company basis, but related public agency remains unexplored. Still, circular actions happen in societal contexts where public actors and logics are constantly present, enabling the change toward more sustainable actions. For systematic discovery of the topic, the following research questions are considered: (a) What roles can a public actor have in an industrial CE ecosystem? (b) What are the relationship modes a public actor can have? (c) In what kind of actor structures may the roles and modes occur? The study relies on two multiple case studies in the international (Study 1) and Finnish eco-industrial parks (Study 2) contexts. The results are based on qualitative content analysis conducted with both primary and secondary data. As a result, six distinct roles—operator, organizer, financer, supporter, policymaker, and regulator—and two modes—facilitative and dirigiste—for public agency in industrial CE ecosystems were identified. The roles depict the concrete means used by public actors whereas the modes depict the characteristics of these actions. Finally, exemplar organization models for the recognized roles and modes in industrial CE ecosystems were examined. The study provides insights into how public actors can contribute to sustainability transitions among their territories and helps practitioners to better understand the premises for public–private interaction.

This article analyses the responses of the Catholic Church in Croatia and Italy to the refugee crisis, particularly the churches’ discourses on human rights issues and positions in public debates on refugees and migrants. Although both Catholic churches followed the Church’s teachings on ‘strangers’, associated with providing concrete help to people in need, the Catholic Church in Croatia pursued what can be classified as a charitable approach, while the Catholic Church in Italy followed solidarity and utilitarian approaches. Equally, the Catholic Church in Croatia remained a silent public actor in the refugee crisis, while the Catholic Church in Italy became a prominent actor in public debates, engaging with human rights discourses. The selective and ambivalent uses of human rights discourses emerged as a factor in understanding these two churches’ different positions on refugees and migrants.

By integrating literature on governance processes with literature on network integration, we investigate the governance of mandated lead-organization public–nonprofit service networks. We argue that the relationship between the governing public actor and the participating nonprofit organizations as well as the governance processes involved are dependent upon the level of integration that is established in the network in terms of the centrality of the leading public agency and the density among the nonprofit actors. We formulate four propositions and distinguish archetypes of governance that guide further research and practice.

BOT (Build Operate Transfer) sebagai bentuk perjanjian kebijakan yang diadakan oleh pemerintah dengan pihak swasta merupakan perbuatan hukum oleh badan atau pejabat tata usaha Negara yang menjadikan kebijakan publik  sebagai objek perjanjian. Badan-badan atau pejabat tata usaha Negara dalam melaksanakan hubungan kontrak dengan pihak swasta selalu bertindak melalui dua macam peranan, satu sisi bertindak selaku hukum publik (public actor) disisi lain bertindak selaku hukum keperdataan. Isi pokok dari transaksi tersebut adalah menegaskan bagaimana hubungan hukum pemerintah. Sejak transaksi berada di bawah hukum privat, maka hubungan tersebut adalah hubungan kontraktual. Hubungan tersebut menghasilkan hak dan kewajiban dari kedua belah pihak. Jika salah satu pihak tidak memenuhi kewajiban, maka hal ini menimbulkan wanprestasi yang merugikan pihak yang lain. Pihak yang dirugikan berhak mengajukan gugatan kepada pihak yang lalai memenuhi kewajiban Hasil dari penelitian ini, pemerintah sebagai pihak dalam perjanjian BOT tidak sama posisinya seperti pihak swasta sebagai pihak yang lain. Dalam kenyataannya pemerintah bisa digugat. Menurut pasal 50 Undang-undang No.1 tahun 2004 tentang perbendaharaan negara, bagaimanapun yang termasuk dalam aset negara tidak dapat disita.  Pihak swsata sebagai pihak yang dirugikan, walaupun mungkin memenangkan perkara tetapi pihak swasta tidak dapat mendapatkan apapun menurut undang-undang tersebut.  Kata kunci : Kontrak BOT dan Perjanjian Kebijakan

The subject of this paper are the implications of Lyotard's critique of the intellectual as a public actor. It is shown that Lyotard's critique of politics results in a rejection of political theory, real politics and political involvement of the intellectual. In place of that, Lyotard develops his concept of "philosophical politics", i.e. "reflexive writing" as a specific form of political disengagement. The author argues that Lyotard's critique of the political involvement of the intellectual is acceptable, but that Lyotard's concept of "philosophical politics" cannot compensate for the lack of an acceptable real politics and an appropriate political theory. It can be viewed only as an individual-existential posture of resistance to the dominant political patterns which, as preconditions of its own possibility, must presuppose the existence of an acceptable real politics and appropriate political doctrine.
