The tasks of agrotechnical and land-reclamation techniques in creating favorable conditions for the agricultural crops growth are determined. Maintaining high soil fertility and good land-reclamation. Soil fertility model with optimal indicators providing a combined expanded reproduction of soil fertility is proposed. Main indicators of potential soil fertility are considered. Indicators and properties of soils are captured, the relationship between plant productivity and soils quality is made. The adverse soil properties of the North Caucasus that include alkalescency and alkalinity are determined. Complex of agrotechnical and land-reclamation techniques for improving adverse soils is proposed.

Soil properties are very crucial for civil engineers to differentiate one type of soil from another and to predict its mechanical behavior. However, it is not practical to measure soil properties at all the locations at a site. In this paper, an estimator is derived to estimate the unknown values for soil properties from locations where soil samples were not collected. The estimator is obtained by combining the concept of the ‘Inverse Distance Method’ into the technique of ‘Kriging’. The method of Lagrange Multipliers is applied in this paper. It is shown that the estimator derived in this paper is an unbiased estimator. The partiality of the estimator with respect to the true value is zero. Hence, the estimated value will be equal to the true value of the soil property. It is also shown that the variance between the estimator and the soil property is minimised. Hence, the distribution of this unbiased estimator with minimum variance spreads the least from the true value. With this characteristic of minimum variance unbiased estimator, a high accuracy estimation of soil property could be obtained.

The objectives of the research were to make land suitability map for sugarcane plant (Saccharum officinarum), to give recommendation of location including area for sugarcane plant cultivation and to increase sugarcane plant productivity. The research used maps overlay and Geographical Information System (GIS) which used Arch-View Spatial Analysis version 2,0 A in Remote Sensing Laboratory, Agency for the Assessment and Application of Technology (BPPT), Jakarta. The research was carried out in Tegal Regency starting from June to October 2004.The results of the research showed that the suitable, conditionally suitable, and not suitable land for sugarcane cultivation in Tegal Regency reached to a high of 20,227 ha, 144 ha, and 81,599 ha respectively. There were six most dominant kind of soil: alluvial (32,735 ha), grumosol 5,760 ha), mediteran (17,067 ha), latosol   (18,595 ha), glei humus (596 ha), and regosol (22,721 ha).
