There is a need for individualization of professional education, which can ensure that the quality of training of graduates of pedagogical specialties meets the changing requirements of this activity. This requires the development of individual educational paths of future teachers, providing each student with his/her own ways to achieve common and individual educational goals, to develop those universal and professional competencies, demanded by modern society and the labor market. The research goal is to substantiate the concept and technology for developing individual educational paths of future teachers in higher education institutions based on the requirements of the updated Federal State Educational Standards. The study used pedagogical modelling, a study of regulatory legal acts in the field of education, benchmarking and expert methods. This article substantiates the methodological foundations of the research, presenting competency�based and systemic approaches for the development of individual educational paths. It proposes a technology for developing these paths of future teachers based on the requirements of the updated Federal State Educational Standards. The content and design procedures are described, together with the criteria for the effectiveness of developing the paths based on the study of the best practices in those higher education institutions participating in the project of modernization of pedagogical education. It provides recommendations for developing individual educational paths based on three aspects, substantial, activity and procedural. The recommendations will be useful for modernizing the content and procedures for the main professional educational programs of bachelor's and master's degrees, to ensure that these educational paths are correlated with the requirements of the regional labor market, and the updated Federal State Educational Standards in the training programs “Pedagogical Education”, as well as students’ individual needs and opportunities.

Modernization of higher professional education is proved by the need to increase its quality according to the requirements of a present stage of political and social and economic development of Russia. Federal state educational standards of the higher education (FSES HE) establish rather strict qualifi cation requirements to the faculty of higher education institutions. In this regard, as one of strategic problems of a number of the Russian leading universities (MSU, MGIMO, SFU, etc.), is formation and development of personnel potential. The professional standard “Teacher of Vocational Education, Professional Education and Further Professional Education” which has come into force on January 1, 2017 establishes requirements to education level, seniority and a profi le of education taking into account the taught disciplines. Authors analyze features of application and the problem of introduction of this standard in higher education institutions.

Рассмотрены проекты Федеральных государственных образовательных стандартов высшего образования ФГОС ВО (3) по направлениям подготовки кадров для пищевых и биотехнологических сфер экономики. Новые ФГОС ВО (3) предусматривают больше свобод образовательным организациям, разрабатывающим на их основе основные профессиональные образовательные программы. Проблемой актуализации ФГОС ВО (3) является отсутствие профессиональных стандартов по соответствующим сферам деятельности выпускников. Калининградский государственный технический университет (КГТУ) является координационным вузом при ФУМО по направлениям 19.00.00. При содействии КГТУ разработаны проекты восьми ФГОС ВО (3) и двух примерных основных образовательных программ по пищевым и биотехнологическим направлениям подготовки кадров бакалавриата и магистратуры: 19.03.01 и 19.04.01 Биотехнология 19.03.02 и 19.04.02 Продукты питания из растительного сырья 19.03.03 и 19.04.03 Продукты питания животного происхождения 19.03.04 и 19.04.04 Технология продукции и организация общественного питания 19.03.05 и 19.04.05 Высокотехнологичные производства пищевых продуктов функционального и специализированного назначения. Новые ФГОС ВО (3) стимулируют постоянный мониторинг рынка труда, способствуют укреплению взаимодействия образовательных учреждений с работодателями. The projects of the Federal State Educational Standards of Higher Education FSES HE (3) in areas of training for the food and biotechnological sectors of the economy are considered. The new Federal State Educational Standards of Higher Education (3) provide for more freedoms for educational organizations that develop on their basis the main professional educational programs. The problem of highquality updating of FSES HE (3) is the lack of professional standards in the relevant fields of activity of graduates. Kaliningrad State Technical University (KSTU) is the coordinating university at the Federal Educational and Methodological Association in the areas of 19.00.00. Under the assistance of KSTU, projects of eight Federal state educational standard of higher education (3) and two exemplary basic educational programs in food and biotechnological areas of undergraduate and graduate training were developed: 19.03.01 and 19.04.01 Biotechnology 19.03.02 and 19.04.02 Food products from plant materials 19.03.03 and 19.04.03 Food products of animal origin 19.03.04 and 19.04.04 Product technology and catering 19.03.05 and 19.04.05 Hightech production of functional and specialized food products. The new Federal State Educational Standards of Higher Education (3) stimulate continuous monitoring of the labor market and contribute to strengthening the interaction of educational institutions with employers. This article analyzes the Federal State Educational Standards of Higher Education from the perspective of substantive component that contributes to the formation of civic qualities and civic position of the students. It is noted that in modern political and socioeconomic life, the Russian Federation gives priority to the development of youth activity in the conditions of building civilian, democratic and constitutional state. Young people should be competent in order to be engaged in the country’s socially useful events to the fullest and make conscious political choice.  Higher education institutions play a considerable role in preparing educated and critically minded citizens, who possess high level of responsibility and patriotism. The goal of this article is to establish the the pedagogical conditions for the formation of civic position of students of higher education institutions. Analysis of the standards and existing normative legal acts allowed outlining the key priorities vectors in the development of higher education system of the Russian Federation. One of the crucial tasks of higher education system is to improve competitiveness of higher education institutions of the Russian Federation, as well as develop general cultural and professional competencies of future specialists. However, despite legislative consolidation on the federal level of the importance of development of civic position, the direct requirements for the results of formation of civic position among students are indicated only in part of the Federal State Educational Standards for Higher Education.

Teacher training in Russia began at the end of the 18th century and has been transformed many times over the past two centuries. The reforms were connected with the development of a comprehensive school system, which became a mass phenomenon in the 19th century. The transformation was most active when the country went through social and economic growth. Up to 2011 Soviet teacher training traditions and principles strongly influenced the Russian teacher education system. It was the period of significant change of shifting from a 5-year program, called “specialist’s degree,” to bachelor’s and master’s degree programs as a response to the Bologna process. At the beginning of 2010 a range of organizational problems and content-related problems of teacher education arose: the reproductive character of teaching in higher education institutions implementing training programs for future teachers; the predominant single-channel model of the system of teacher training not providing students with opportunities to implement transitions between teaching and non-teaching areas of training; and the lack of the system of independent assessment of the quality of future teachers training. These problems prompted the government to start a reform of teacher education in the country from 2014 to 2017. Teacher education in Russia in the early 21st century is a complex system of continuing teacher training which gives students a chance to enter the teaching profession through a number of different ways. The main structural levels of the system of continuing teacher education in Russia are vocational training educational institutions funded by local governments (teacher training colleges), higher education institutions (specialized teacher training higher education institutions, classical universities, non-governmental [private] universities, non-pedagogical universities), and educational institutions of continuing professional development and professional retraining. The types of educational institutions correlate with the degree levels. The content of teacher education is based on the Federal State Educational Standards. All teacher training universities that provide teacher education programs follow these Federal State Educational Standards when they develop their educational programs. Teacher education in Russia determines the quality of professional training in all social spheres. In the early 21st century, graduates from teacher training universities have started working in different professional areas, including social, educational, cultural, and administrative fields.
