In this paper we describe a pilot project to develop and assess the potential of CD-ROM based resources to address the identified informational needs of a community of education professionals. We focus on the development process, although we also briefly describe the project evaluation and its results. The context in which the pilot was developed and implemented was the Social Well-being in Mackay Schools Program, in which a model was being developed to address issues of young people presenting ‘at risk’ within educational settings. The development and distribution of the CD-ROM was not an easy or straightforward task, requiring extensive research and community consultation. It also required drawing on theoretical and methodological insights from across disciplines (especially from Community Development and Education) to develop a contextually relevant understanding of the factors affecting the informational needs of the community, and of the ways in which the process of addressing these needs might lead to the empowerment of its members. The ease with which the relevant technologies were accessed and used by researchers and community workers who possessed no formal or advanced training in the use of ICTs indicated that the ‘new’ technologies can readily complement and assist in community development, thus giving impetus to the thesis that new forms of empowerment are possible because of the advent of the Information Society.

The author has investigated the usage of information terminology and has made the review of the practical design with the use of interactive information technology in modern and future urban planning. Such concepts as interactivity or grid-technologies aren't perceived separately from the art of architecture, so far as it concerns the creation of the urbanized space answering a technogenic level of community development. The existing examples of digital elements usage in urban planning raise the living standards of urban population. It supports the basic principles of sustainable development. Thus, the interactive urban space conception is current for the architecture of information society.

ABSTRACTIn the context of the information society and knowledge, the social development of a urban community needs the empowerment of intellectual technologies by its members, in a process that goes beyond the access and use of this technologies. Empowerment means appropriating with a view to developing a collective consciousness. From this perspective, it is presented a Ph.D research in Information Science, whose field of study is the Community of Santa Clara, located in the city of João Pessoa, Brazil, where since 2011 are being implemented various actions support of information social development of their subjects, in order that they can become the protagonists of their own lives. The methodological assumptions are based on a qualitative approach, with the use of participatory research. The technique of the content analysis will be used to process the data collected during the events organized in the community. The research will be supported by means of intellectual digital technologies and an information operator will make the mediation in this process. Finally, it is expected that the actions of information and empowerment for community development, become actions of socialization for the subjects, so that they can move toward themselves as responsible not only for their own attitudes, but also by existence and living conditions of the community.RESUMONo contexto da sociedade da informação e do conhecimento, para que o desenvolvimento social de uma comunida-de urbana ocorra, entende-se como necessário o empoderamento das tecnologias intelectuais por parte dos seus integrantes, em um processo que vai além do acesso e uso dessas tecnologias. Empoderar-se significa apropriar-se visando o desenvol-vimento de uma consciência coletiva. Nessa perspectiva, apresenta-se pesquisa de doutorado em Ciência da Informação, que tem como campo de estudo a Comunidade Santa Clara, localizada na cidade de João Pessoa, Brasil, onde desde 2011 estão sendo implantadas diversas ações de informação em prol dos moradores, objetivando que os mesmos se tornem protagonis-tas de suas próprias vidas. Os pressupostos metodológicos têm como base a abordagem qualitativa, com uso da pesquisa participante e da técnica de análise de conteúdo para tratamento dos dados coletados durante os eventos promovidos na comunidade, tendo como suporte as tecnologias intelectuais digitais mediadas por um profissional da informação. Ao final, espera-se que as ações de informação e de empoderamento para o desenvolvimento comunitário se transformem em ações de socialização para esses sujeitos, de modo que possam caminhar em direção a se reconhecem como responsáveis por suas próprias atitudes e, também, pela existência e condições de vida da comunidade.
