AbstractEnsuring the safety, health, and overall well-being of animals raised for food is both an ethical obligation and a critical component of providing safe food products. The use of antibiotics for maintaining animal health has come under scrutiny in recent years due to the rise of antibiotic resistance globally. Some U.S. producers, especially in the poultry industry, have responded by eliminating their antibiotic use. The number of animals raised without antibiotics (RWA) is growing in the U.S., but there are concerns that RWA practices might negatively impact animal health and welfare. Therefore, the objective of this study was to survey U.S. veterinarians and producers about their experiences and opinions regarding RWA production. Veterinarians, farmers, ranchers, producers, and other stakeholders involved in raising broilers, turkeys, swine, beef cattle or dairy cattle were surveyed. Of the 565 completed responses received, 442 self-reported as practicing veterinarians or producers. Just over half of respondents reported having past or current experience with RWA programs. The main indicated reasons for raising animals without antibiotics were market driven; switching to RWA production was less commonly made for health-related reasons, such as to reduce antibiotic resistance or to improve animal health and welfare. Although respondents felt that RWA production has negative impacts on animal health and welfare, they overwhelmingly (>70%) indicated that the customer (retailer/restaurant/food service) believes that animal and health welfare will be significantly improved. Veterinarians and producers indicated that RWA programs will increase production costs with questionable effect on meat, egg or dairy consumer demand. Many respondents felt that there are times when the RWA label takes priority over animal health and welfare. Respondents generally felt that there was a need for increased auditing/assessment of animal health and welfare in RWA systems.

AbstractIn 1998, the European Community, the Region Wallonne, and the Province du Hainaut funded the project known as the Centre for the control of animal health and its management (CESAM). This project was initiated in the Hainaut province of Belgium to answer problems encountered by cattle producers. Its overall goal is the identification of stages in the entire bovine production process where economic efficiency can be increased. A part of this project aims principally at the study of the impact of health-related problems on dairy production. For this part of the project, 32 veterinarians and 51 farmers started collecting data in the field. The methodology for data collection was based mainly on the harmony between the farmer and the veterinarian. Therefore, several procedures were implemented to ensure adequate motivation of both farmers and veterinarians. Farmers note all events of their livestock using a list, which contains disease events, preventive treatments, reasons for culling, and management practices. A veterinarian visits farms monthly to validate collected data and to discuss specific problems. During these farm visits, veterinarians collect body condition scores on adult cows. Veterinarians record also information on health problems they encounter during their normal practice using an international health data recording nomenclature. A national organization provides unique animal identification system. Production data will be recorded and feeding practices, milking procedures and barn comfort indices will be regularly investigated. All data will be collected on pre-printed documents, scanned at CESAM and centralized in a relational computer database. Criteria to evaluate the quality of the proposed methodology are presented.

Abstract This article explores the utility of membership in international organisations for states with specific status within the international community, focusing on Taiwan’s surprisingly neglected involvement in the World Organisation for Animal Health or oie (Office International des Épizooties). The paper shows that in addition to its contribution to the legitimisation of Taiwan’s identities, such participation has also enabled Taiwan to shape international norms in the field of animal health, increase international cooperation opportunities, strengthen domestic and global health security, and facilitate the trade of animal health-related products. Additionally, it has contributed to the domestic implementation of international animal health norms and helped increase the accountability of Taiwanese authorities in the domain of animal health management. Despite tremendous challenges, Taiwan still has plenty of opportunities to enhance its participation in global health governance through its membership in oie.

Based on the recent scientific opinion published by the EFSA CONTAM panel on the risks to human and animal health related to the presence of nivalenol in food and feed, this article provides an update on the determination of this Fusarium mycotoxin. After a brief introduction into the chemistry of nivalenol, chromatographic methods as well as other approaches are being discussed. Methods for the determination of nivalenol are well established and can be applied for the analysis of cereals, food, feed and biological samples. Accurate quantification of nivalenol is mostly carried out by liquid chromatography coupled with (multi-stage) mass spectrometry (MS) often within a multi-analyte approach. Some novel techniques, such as direct analysis in real time (DART) MS and electrochemical methods, have shown potential to determine nivalenol, but applications for routine measurements are not yet available. None of the currently available analytical methods has been formally validated in interlaboratory validation studies. While a certified calibrant for nivalenol is available, no matrix reference materials have been developed. Due to the scarcity of appropriate antibodies also no rapid immunochemical methods specific for nivalenol have become available.
