The article is dedicated to the need to develop and approve a Public Procurement Strategy for the Donetsk region, which will envisage the use of procurement not only for current purchase of goods, works or services, but also for implementation of additional ‘horizontal’ goals in creation of employment opportunities, environmental protection and support for small and medium-sized enterprises, taking into account the peculiarities of post-conflict recovery processes. It is emphasized that currently there are no strategic approaches to the use of public procurement in solving complex problems of Donetsk region development, which is manifested in the following: 1) strategic development goals of Donetsk region are not related to public procurement, i. e., no connection has been established between them; 2) no specific goals have been set for the public procurement itself, and there is no vision for the development of procurement in the Donetsk region. It is suggested that these problems could be solved by the Public Procurement Strategy for the Donetsk region, which would envisage goals for the strategic use of public procurement. It is proved that this Strategy will: 1) promote the recognition and understanding by contracting authorities of public procurement as a potential means of addressing important issues of regional or city development and strengthen the role of procurement in these processes; 2) allow business entities to better plan their activities; 3) ensure consistency of strategic goals of the region’s development with national priorities, including sustainable development. The vision of public procurement development is defined. The goals of the Donetsk Region Development Strategy for the period up to 2027, in the implementation of which public procurement can play an important role, are defined as well. Additionally, the goals of the draft Public Procurement Strategy are coordinated with the Donetsk Region Development Strategy.

The subject of the researchis the activity of sovereign funds as a tool of the budgetary policy ensuring the sustainability of the budget system and having a positive impact on the national currency rate.The relevance of the researchis due, first, to the changing conditions, goals and tasks of establishing sovereign funds in the XXI century and, second, to the need to update approaches to coordination of the fiscal and monetary policies with account for modern macroeconomic challenges and shocks.The purpose of the researchwas to identify current trends in the development of sovereign funds and define the main areas for improving the mechanism for the formation of sovereign funds and making use of their money in Russia. Based on the analysis of the foreign and domestic experience in running sovereign funds, the paper reveals the stages and trends of their development. It also shows the changes in the conceptual approaches, sources and rules for the formation of sovereign funds and analyzes the prospects of their modernization. A special focus is placed on increasing the transparency of sovereign funds, in particular, Russian funds.The paper concludesthat in order to achieve the strategic goals and tasks of the Russian National Wealth Fund it is necessary to develop a long-term development strategy for Russian sovereign funds. Besides, to reduce the dependence of the budget system revenues on the world market prices, parts of corporate tax revenues and PIT revenues can be transferred to the National Welfare Fund, which will make it possible to maintain the counter-cyclical nature of the budgetary policy.

 Increasing urbanization has been a major challenge to tackle issues relating to population growth, housing, infrastructure development and urban management in Nepal. Initiatives have been taking by the stakeholders of urban sectors in different course of action plans. New town development, smart city development, preparation and implementation of various strategic plans and action plans are some of the initiatives undertaken by the Ministry of Urban Development, Government of Nepal. At present, the Ministry of Urban Development is preparing intervening plans and programmes to 40 towns for planned urban development in Nepal. Some of these towns are already in pace of development and some others are in infancy stages. Balance urban development strategy so far is a strategy of government of Nepal however theory of political economy of development is inherently coming in selection of the towns, and basically in implementing the plans. Therefore, most of the prepared action plans are in question of effective implementation. Among the prioritized new towns of Nepal, some of these towns particularly smart cities are in very infancy stages of infrastructure development in which ‘smartness’ itself falls into huge dilemma. Therefore, more challenges are added in implementing the smart cities into action plan. However, new towns of Hilly and Tarai-Madhesh area will definitely provide the opportunities to cater population and create more opportunities. In this context, this study focus on the new town development and their spatial distribution in Nepal through the collection of primary information and review of previous literature.

The main tasks of the "Kyiv City Development Strategy until 2025" are in development and reconstruction of the city, improvement of its infrastructure and environmental protection, which perfectly correlates with the basic principles of green building. This is the modern practice in construction, reconstruction and the exploitation of buildings, in which they im-plement optimal architectural solutions, advanced engineering systems and materials for re-ducing of energy consumption and material resources, it is the process of improving the qual-ity of buildings and the comfort of their internal environment, improving of impact of build-ings on the health of people by minimizing the negative impact on the environment at all stag-es of life cycle of building structures. The practice of the tasks outlined in the Strategy will significantly contribute to the implementation of international environmental standards and to the application of constructive solutions of green building technologies. In particular it ap-peals to such urban development sectors as city development and land relations, housing and communal services, transport and urban mobility, environmental policy and environmental protection, public space, security and civil protection, historical and architectural heritage.

It is intended for the preparation of bachelors and masters being trained in the field of “State and municipal management” (03/38/04, 04/38/04) to study the course of disciplines “State and municipal administration system”, “City development strategy”, “Strategic management”, “Management of socio-economic development of a constituent entity of the Russian Federation”, “Strategic directions of state development”, etc. The textbook examines theoretical and practical issues of strategy for the formation and implementation of modern state and municipal policy in the cities of the Russian Federation. The basic principles of sustainable development of urban areas are studied, directions of strategic planning of urban development under the “Smart City” program are considered, and the role of national projects of the Russian Federation in the strategic development of cities is studied. The tests, questions and tasks for self-control are given to control the level of knowledge in the discipline.

При этом необходимо понимать, что формирование стратегии развития бизнеса на долгосрочную перспективу в нефтяной компании невозможно без учета маркетинга, выступающего в качестве инструментария и информационной среды для обоснования и правильного выбора стратегических целей, а также для составления стратегического плана и организации его контроля. One of the important aspects in the corporate governance system of a vertically integrated oil company is the strategic planning and controlling system based on goal setting, the choice of strategic initiatives and key business goals, and key business performance indicators. At the same time, it is necessary to understand that the formation of a business development strategy for the long term in an oil company is not possible without taking into account marketing, which acts as a toolkit and information environment for justifying and choosing the right strategic goals, as well as for drawing up a strategic plan and organizing its control.

Were studied in this paper, from the Angle of entropy and dissipative structure, sustainable urban metabolism strategies on rapid urbanization in China's eastern coast and the Beijing and Tianjin areas, explored urban development path from the incremental urban to the flow urban and stock urban: on the one hand, with the concept of ecological again, repair damaged in urban natural environment and landscape, improve the ecological environment quality. On the other hand, with the concept of renewal and mending, urban facilities, space environment and landscape features are restored to enhance urban characteristics and vitality.
