The article is dedicated to the need to develop and approve a Public Procurement Strategy for the Donetsk region, which will envisage the use of procurement not only for current purchase of goods, works or services, but also for implementation of additional ‘horizontal’ goals in creation of employment opportunities, environmental protection and support for small and medium-sized enterprises, taking into account the peculiarities of post-conflict recovery processes. It is emphasized that currently there are no strategic approaches to the use of public procurement in solving complex problems of Donetsk region development, which is manifested in the following: 1) strategic development goals of Donetsk region are not related to public procurement, i. e., no connection has been established between them; 2) no specific goals have been set for the public procurement itself, and there is no vision for the development of procurement in the Donetsk region. It is suggested that these problems could be solved by the Public Procurement Strategy for the Donetsk region, which would envisage goals for the strategic use of public procurement. It is proved that this Strategy will: 1) promote the recognition and understanding by contracting authorities of public procurement as a potential means of addressing important issues of regional or city development and strengthen the role of procurement in these processes; 2) allow business entities to better plan their activities; 3) ensure consistency of strategic goals of the region’s development with national priorities, including sustainable development. The vision of public procurement development is defined. The goals of the Donetsk Region Development Strategy for the period up to 2027, in the implementation of which public procurement can play an important role, are defined as well. Additionally, the goals of the draft Public Procurement Strategy are coordinated with the Donetsk Region Development Strategy.

Among the most highly sought measures of public support of businesses are various preferences to small-scale businesses as part of the public procurement of goods and services. In light of the new coronavirus pandemic there is an active discussion of the measures related to supporting the small- and medium-scale business entities with the use of the public procurement institution. However, taking such measures may presuppose significant inherent risks, including those related to potential or real limitation of competition. In their work the authors analyze the global experience of preferential programs for small- and medium-scale business entities through public procurement, as well as specific features peculiar to the Russian legal order which may be of importance during introduction of the said measures.

Goal. The purpose of the paper is to provide a theoretical and methodological study of the experience of Georgia in the development of tourism in the period from 2009 to this time. Method. The methodological basis of the research is the basis of scientific dialectics. Expeditionary, historical, comparative-geographical, statistical methods of research have been applied. Results. The role of the public sector in the development of tourism in Georgia and the activities of the National Tourism Administration are analyzed. The current state of tourism of Georgia is highlighted, which has considerably improved after the conflict. The role of tourist information centers in the development of tourism of the country in the post-conflict period is determined. The strategic goals of development of tourism of Georgia were grounded, due to the implementation of which they managed to reach growth in the industry. It has been established that the development of infrastructure, marketers' efforts and attracting new investments has been the driving force behind the growth and progress in the tourism industry in Georgia. Scientific novelty. Scientific novelty is to begin systematizing the experience of various countries affected by the conflict, in the development of tourism. It is stressed that the experience of Georgia will be useful for Ukraine in this direction. Practical significance. The results of the study can be the basis for further analysis of the possibilities of developing tourism in the post-conflict period in other countries. Ukraine has many similarities with Georgia, especially in terms of overcoming the conflicts in the tourism industry. It is suggested to use the positive experience of Georgia in Ukraine in order to achieve high indicators of the level of tourism organization.

A city that does not have a bright tourism brand needs to take special approaches to planning and implementing a tourism strategy. Such a strategy should be an integral part of the overall city development strategy, consider the interests of all stakeholders, have its own vision, scenarios, projects. An intercultural approach from "history to the present", emphasis on different target groups, active partnership with business and community are the basis for formulating an effective city development strategy. The author considers an example of strategy development for Vinnytsia using strategic, project and operational management methods and tools. The directions of analysis and development from vision to real scenarios and vice versa from scenarios to strategic map of development allow to form a real strategy of tourism development. In each direction the main functions of management are considered: planning, motivation, organization, control. The analysis of the overall strategy of the city development revealed the direct and indirect strategic projects that influence the development of tourism. W. Disney's (improved by R. Dilts) technique was used to form a vision for tourism development in the city. The main modern slogan of the development strategy of the Vinnytsia city - "City of ideas" - for tourism strategy has been transformed into the slogans "Tourist city of ideas" and "City of tourist ideas". Each of the directions of the overall city strategy is adapted to aspects of tourism development. Analysis of tourism development strategies of such cities as Zaporizhzhia, Mukachevo, Khmilnyk; a review of scientific articles on tourism strategy development has allowed us to draw on a general outline for strategy development and generate a strategic map using Google software. The analysis of the results of the activities of the the City Marketing and Tourism Department for 7 months revealed some duplications and mistakes in the formation of development goals, lack of differentiation of directions and development of partnership. The author offers rough drafts of vision, mission. In addition, recommendations were made for the City Marketing and Tourism Department. The author proposes to adapt the technology of detailing each of the directions of tourism development in the city and to position each specialist in the strategy map. The result of the research is the proposed methods and draft essays for the formation of tourism development strategy in Vinnytsia.

The Local Government Reform in Northern Ireland in 2015 returned decision-making powers on territorial development to the local level. Sabine Kalke, who worked in the department before and after the reform, spoke in her interview about the changes they faced and what additional powers were transferred to local government. The changes mostly affected interactions with stakeholders and the actual development strategy of Belfast. Today, the city determines the priorities and development goals at the local level, and negotiations with major developers are based on these goals. As a result, the interaction has become more meaningful and mutually beneficial. The reform provides the City Council with a certain flexibility in decision-making: its position remains strong, but with the ability to adjust the plans. After all, the urban development process benefits both the private and the public sector. In this sense, the readiness of each of the parties to an open dialogue becomes key. The experience of Belfast is becoming particularly important regarding changes in the Russian local government system, which has lost much authority in recent years.

This article examines the involvement of citizens in the process of making technological decisions aimed at developing a smart environment, from smart home to urban infrastructure. The study is based on an approach that takes into account the dual behavior of the consumer of smart services - passive and active behavior. Highlighted the contradictions that create obstacles to the effective functioning of the smart city: the selective multidirectionality of the smart city development strategy and sustainable development goals; developing smart solutions for citizens without taking into account their opinions; polar approach of smart city residents to involvement in the development and implementation of smart solutions. The risks associated with the likelihood of incomplete return from the use of smart solutions are identified: consumer distrust of data security and privacy; insufficient literacy of residents regarding understanding of smart technology management processes; significant financial costs and the orientation of smart solutions to wealthy citizens; lack of sufficient evidence of the effectiveness of using a number of smart solutions; the difficulty of implementing an integrated approach to ensuring the growth of the quality of life of citizens. In accordance with the concept of the study, two directions for mitigating or eliminating risks are proposed - depending on the significant or insignificant involvement of citizens. Specific measures have been developed to help mitigate and eliminate risks. The experience of the creation of the People’s Institute of the Voronezh State Technical University was used.

With an aim to achieve a more comprehensive monitoring of public procurement system implementation and an immediate application of the Public Procurement Law and secondary legislation for 2017/2018, I conducted a specific research activity on a sample of 54 respondents or about 9.57% of the total number of parties covered by application of this Law. It is a special-purpose sample, which is composed of individuals having the most experience and knowledge in public procurement affairs, public procurement officers employed in state administration bodies, local selfgovernment units, and business entities operating in the fields of water management, energy, transport and postal services.The aim of the research is to assess the situation regarding application of the Law from the respondents’ point of view, for the period of 12 x 2 months of the years 2017 and 2018.The research was done in a way that I have compiled a questionnaire and submitted it directly to selected representatives of the contracting authorities. The questionnaire contained questions related to the following: the method of organization of public procurement tasks within the contracting authority; the process of public procurement planning; the existence or non-existence of violation of anti-corruption rules and the rules for preventing conflict of interest within the contracting authority; the difficulties related to application of specific public procurement procedures and framework agreements; establishment of optional conditions for assessment of bidders’ capability; the method of conducting low value procurements and urgent procurements; the method of monitoring implementation of public procurement contracts; the training for public procurement tasks; the method of monitoring and observing the decisions of the State Commission for Control of Public Procurement Procedures; the inspection control.After having completed the questionnaire, the contracting authorities submitted their answers electronically, which I processed and analysed.

AbstractThe aim of this paper is to analyze the inclusion of Green Public Procurement (GPP) requirements in the EU public procurement regime. The debate about moving towards greener public purchasing has been fueled afresh in the wake of the EU Green Deal, which highlights the significance of a public procurement regime in pursuing the existing environmental policy goals at EU level. This is also reflected in other key EU policy documents, such as the Circular Economy Package, the Sustainable Development Goals (SDGs) as well as the climate change legislation implementing the Paris Agreement. In this context, this paper aspires to map the intersections between the public spending decisions of contracting authorities and their discretion in inserting environmental considerations through the lens of increasing compliance with the adopted environmental targets.

Introduction. At the current stage of reforming the Ukrainian economy, it is important to increase the level of competitiveness of domestic business entities. One of the ways to achieve this is the transition to the strategic basis of planning and running of economic activity, in particular investment activity. Important in this case is the choice of a system for assessing the level of achievement of certain strategic goals. Therefore, the purpose of writing an article is to determine with a system for evaluating the effectiveness of strategic planning of investment activities of business entities. Methods. According to the theoretical basis of the article, the dialectical method of cognition and the systematic method for studying the issues of strategic planning of investment activity of agricultural entities were used. The main research methods in the article were methods of analysis, synthesis and generalization. Using the analysis method, the components of the system for evaluating the effectiveness of strategic planning of investment activity are analyzed. Using the synthesis method, significant elements of a performance evaluation system are determined. The generalization method was used to form the conclusions of the study. Results. The expediency of strengthening the competitive position of agricultural entities by proving a strategic approach with the definition of strategic development goals and ensuring their achievement and strategic goals of investment activity has been proved. The author has formed a definition of the concept of “the effectiveness of strategic planning of investment activity”. The essential components of the system for evaluating the effectiveness of strategic planning of investment activity: the main and additional indicators. The attention of business entities was emphasized on the importance of flexible application of a system for evaluating the effectiveness of strategic planning of investment activity, taking into account the specialization of their economic activity, the level of material and technical support, the ratio of investment sources, the influence of environmental factors and certain development goals. The results of the study can be used in the process of evaluating the effectiveness of strategies and strategic plans for investment activity at the economic, regional and national levels. Discussion. Prospects for further research are to work out the consistency of the positions of strategic plans for investment activities with certain positions of strategic plans for economic activities of business entities.
