This article responds to the call to alter current economic and social systems in light of COVID-19 by documenting initial efforts by a community-university partnership to build an inclusive economy. First, the effects of neoliberalism and oil ex- traction are examined to highlight the inequality that existed in Alberta long before the pandemic began. The paper then outlines four key areas of change: employment and training; social procurement and community benefits agreements; living wages; and basic income. It concludes with some initial learnings that may have resonance for others attempting to stimulate economic practices that distribute wealth more equitably. RÉSUMÉ Cet article répond à un désir de modifier les systèmes économiques et sociaux actuels en conséquence du COVID-19. Il le fait en décrivant des efforts préliminaires de la part d’un partenariat communauté/université pour établir une économie qui soit plus inclusive. L’article examine d’abord les conséquences du néolibéralisme et de l’extraction du pétrole afin de souligner les inégalités qui existaient déjà en Alberta bien avant le début de la pandémie. L’article présente ensuite quatre domaines clés qu’on aurait besoin de modifier : l’emploi et la formation; les ententes sur l’approvisionnement social et sur les avantages communautaires; le salaire de subsistance; et le revenu de base. L’article conclut en faisant des ob- servations préliminaires qui pourrait inspirer d’autres individus tentant d’encourager des pratiques économiques orientées vers une distribution plus équitable de la richesse.

The article is devoted to the study of the possible impact of the introduction of universal basic income on improving the standards of living and quality of life and sustainability of societies. The theoretical part of the article reveals the problems that require further study of the category of " universal basic income" (UBI), such as its relationship with the transformation of the state and society, labour and employment, the standards of living and quality of life; the reasons for the introduction and tasks that are solved with the use of UBI, contradictions and limitations of this tool of political, economic and social reforms. In the practical part of the article on the basis of systematization of the most important experiments on the introduction of UBI the conclusion of the transitional forms of its experimental implementation is made: the conditionality (for the target categories of citizens), not the unconditionality of payments, limited period of payment, small size, commensurate with the national subsistence minimum. All this does not allow us to consider this payment as a basic one with all its local impact on the transformation of social systems in the countries concerned. The conclusion is made about the embryonic practical application of UBI elements in Rossiya. A number of recommendations for additions to the testing elements of the universal basic income in our country have been elaborated: to increase per capita income after the provision of targeted social support to low-income sections of the population; to select the trajectories of employment for registered unemployed persons; to reduce the time transitions of graduates from educational institutions to stable or satisfactory employment; and to increase the level of security for the employed with a wide range of characteristics of precarity of employment. The Object of the Study is country societies and their separate regional and social groups.The Subject of the Study is the transformation of employment, social protection and sustainability of societies in connection with the introduction of elements of universal basic income.The Purpose of the Study is identifying hypothetical possibilities of influence on the improvement of the standards of living and quality of life and sustainability of societies by the introduction of universal basic income and analysing the results of testing its transitional forms.

Generally, we can see that law is all rules of behavior in norms regulating orders among societies. Likewise, sharia economic law regulates policies of the community in economic activities, and the application of this rule in Indonesia can be studied through Islamic boarding schools as a place for Islamic scientific education. The condition of this Indonesian pesantren is no longer only studying classical sciences. Still, also it has developed by studying modern sciences such as studies in several Indonesian pesantren which have revitalized sharia economic law as a study, which is included in the science curriculum and equipped with institutional facilities to support learning in providing an overview of sharia economic practices. Accordingly, the program has become one of the instruments for accelerating the mega-merger of Islamic banks. This research used qualitative methods with data collection through interviews and direct observations in the field. This study found that Islamic boarding schools in Indonesia have provided Islamic economic, scientific facilities, and Islamic microfinance institutions to support learning Islamic economic law to introduce knowledge and provision of Islamic economic practices so that students could apply Islamic economic values. Meanwhile, the existing programs in Indonesian Islamic boarding schools produced reliable students in the sharia economy to support the acceleration of the Islamic Bank's mega-merger through several programs such as the study of muamalah fiqh books, in collaboration with education and training held by financial institutions owned by Islamic boarding schools as well as employment programs for alumni of pesantren and guiding Islamic banking.

- The paper examines the curious absence of ethical regulation of trialling and mass innovation in education and training, contrasting the management of innovation in education with management of innovation in the medical arena. The issues are explored through four case studies from the English context. Each case study illustrates a different approach to mass innovation and reveals acute limitations in the design of trials. The paper explores the debate regarding whether trailling is possible in complex social systems but argues that there has been a serious neglect of the rights of learners in respect of innovation. The breakdowns evident in the case studies provide the basis for an argument that there is a need for ethical regulation of trialling, and the paper tentatively presents some prototype criteria for such regulation.

Introduction. The policy of the European Union and many other countries in the field of education and training of personnel with applied qualifications is traditionally focused on the needs of the economy of territories and the competitiveness of enterprises. Currently, a new organisational and managerial model is being approved in the Russian Federation, related to the world practice of innovative management. Some specific management tools of the targeted focus of VET systems on the needs of the economy have repeatedly been the subject of study. However, it has not been decided yet what specific sets of management tools should be used and how to effectively achieve the dynamic balance of personnel supply and demand in regional labour markets.Aim. The present research aimed to establish the features of the targeted managerial focusing of the activities of the regional VET systems on the needs of the socio-economic development of the constituent entity of the Russian Federation.Methodology and research methods. The research methodology is based on the following principles and approaches: system- and activity-based analysis of social objects, comparative analysis and modelling of social systems. The authors applied the metrological principle to compare the obtained values of indicators/indicators of the activity of VET systems with the “standard”, which is used as threshold values set by the method of expert assessments or by average values of indicators in current Russian monitoring studies. Aggregated indices were calculated as sums of normalised values of corresponding indicators groups.The following research methods were applied: questioning, expert assessment method, scaling, web analysis, content analysis of documents, methods of mathematical statistics in the processing of sociological data, methods of analysis, synthesis, generalisation, comparison, and abstraction in the interpretation of research results.The data sources were open-source databases (websites of the government of constituent entities of the Russian Federation, educational authorities, and professional educational organisations); statistical information; expert assessments of regional specialists and specialists of executive authorities in the field of education.Results and scientific novelty. As a result of the study, it was found that the management focus tools of the pilot regional VET system do not fully correspond to the needs of regionally oriented development. Regional differentiation is significant in accordance with most of the parameters, which characterise management tools for orienting the activities of the VET systems to the demands of the external environment. The spread in the values of indicators for the pilot regions reaches 80 %. According to several indicators, the identified differences are due to the different economic conditions of the regions. However, most of the parameters, which characterise the adaptability of regional VET systems, are not related to the economic component of the development of the constituent entities of the Russian Federation, and, are determined mainly by the factors of educational resources management and management models used by educational systems and individual professional educational organisations.Practical significance. The results obtained in the study make it possible to highlight the problem areas in the management of the VET system in the region and to identify reserves for enhancing the compliance of the conditions and results of the VET system and educational organisations with the needs of the socio-economic development of regions.

Technological advancements are poised to completely transform the financial system, making it unrecognizable in just a few short decades. Banks are increasingly using financial technologies, or “fintech,” to deliver products and services and maximize their profits. Technology enthusiasts and some consumer advocates laude fintech for its potential to expand access to banking and finance. If history is any indication, however, fintech stands to reinforce digital forms of redlining and enable banks’ continued racialized exploitation of Black and Brown communities. Banking on a Revolution takes the perspective that the financial system needs a revolution—and not the impending revolution driven by technology. Studying various ways the financial system advantages whites by exploiting and marginalizing Black and Brown communities, Terri Friedline challenges the optimistic belief that fintech can expand access to banking and finance. Friedline applies the lens of financialized racial neoliberal capitalism to demonstrate the financial system’s inherent racism, and explores examples from student loan debt, corporate landlords, community benefits agreements, and banking and payday lending. She makes the case that the financial system needs a people-led revolution that centers the needs, experiences, and perspectives of those it has historically excluded, marginalized, and exploited.
