This article explores the innovation potential of the staff at industrial enterprises. The relevance of the research is confirmed by the increasing interest of companies in innovation. This manifests itself both in the changing organizational structure of enterprises and a new approach to human resource management, for instance, the revision of the key performance indicators of employees. One of the main goals of the research was determining the factors that influence the development of the innovation potential of staff and assessment of their impact. The institutional approach formed the conceptual basis of the study. It allowed the authors to consider the management of innovation potential as a special mechanism for achieving sustainability, stable development of an enterprise, and its strategic success in general. The authors established that organizational and administrative factors have the greatest influence on the formation and development of the innovation potential of staff, while the constraining factors are the lack of an innovative strategy, authoritarian management style, and bureaucratization. Studying the techniques aimed at the development of staff’s innovation potential, the authors concluded that the most effective ones for industrial enterprises are consultations of subject matter specialists. A significant novelty of this work is the model of interaction of participants in the innovation process developed by the authors. The research findings enabled the authors to devise recommendations for the formation and development of the innovation potential of the company’s employees.

The article considers the key points of application of strategic management in the management of innovation and investment development of small businesses in the context of state regulation. The purpose of the article is to develop theoretical provisions at developing of strategic principles of innovation and investment development of small business as a tool for implementing socio-economic policy. The influence of the functioning of small business institute and its innovation and investment activity on the socio-economic development of the has been justified. According to the generalization of leading scientists researchеs, it has been noted that the state support of innovation and investment activities of small businesses is extremely important for the development of regions and local communities. The list of problems of objective and subjective nature of small business development at the present stage has been outlined. It has been substantiated the need to develop a long-term policy of the state based on the strategic supporting of innovation and investment component of small business. It has been noted that the strategic supporting of innovation and investment activity of small business is possible provided the development of an appropriate system of strategic management. The main goals of this system has been outlined. It has been determined that the system of strategic management of small business development involves the implementation of strategic measures at the national, regional and municipal levels, each of which determines the list of economic and administrative instruments that will contribute to the effectiveness of state regulation of small business. The basic requirements for the functioning of the system of strategic management of innovation and investment development of small businesses have been developed. The conformity to these criterias will increase the effectiveness of strategic management. The list of tasks to be implemented in the process of functioning of the strategic management system has been determined. It has been established that the process of strategic management of innovation and investment development will be effective on the monitoring basis. It would establish the program measures for support of small business by public authorities and the formation of an effective feedback system between business and government at all levels.

Este estudo trata da aplicação eficiente do modelo de desenvolvimento Triple Helix na gestão da inovação em políticas públicas em uma comparação Brasil-Portugal. O modelo Triple Helix tem sua origem na Inglaterra, com a finalidade de retomar a economia em declínio existente na época unindo as iniciativas, até então unilaterais, das universidades-indústrias-governo. Reconhecido internacionalmente como modelo de inovação e desenvolvimento, o Triple Helix faz uso de mecanismos que visam amenizar as falhas existentes nas universidades, indústrias e governos, transformando conhecimento em práticas voltadas para a economia e aprimorando as interações entre os três elementos. Nesse sentido, o objetivo do trabalho é apresentar como é desenvolvido o processo de operacionalização das políticas públicas voltadas para a inovação alinhando governo, indústria e universidades em uma comparação Brasil-Portugal. Para seu desenvolvimento, foram utilizadas a pesquisa bibliográfica e um estudo comparativo exploratório acerca da gestão da inovação em políticas públicas brasileiras e portuguesas. Como resultados, confirma-se que, com a aplicação do modelo Triple Helix na gestão da inovação, o desenvolvimento de políticas públicas voltadas para a ciência e tecnologia são mais efetivas e, ainda, quanto maior o envolvimento entre os três atores do modelo de desenvolvimento Triple Helix, universidades-indústrias-governo, melhor será o desenvolvimento socioeconômico do país, até mesmo em cenários como o atual, em que a sociedade foi surpreendida pela pandemia do novo coronavírus.   THE EFFICIENCY OF TRIPLE HELIX IN THE MANAGEMENT OF INNOVATION IN PUBLIC POLICIES: A COMPARATIVE STUDY BETWEEN BRAZIL AND PORTUGAL   ABSTRACT This study addresses the efficient application of the Triple Helix development model in innovation management in public policies in a Brazil-Portugal comparison. The Triple Helix model originated in England, with the purpose of reviving the declining economy existing at the time by uniting the formerly unilateral initiatives of universities-industries-government. Internationally recognized as a model of innovation and development, the Triple Helix consists of mechanisms that aim to mitigate the existing gaps in universities, industry and government, transforming knowledge into practices aimed at the economy and improving the interactions between all three elements. In this regard, the objective of this paper is to present how the operationalization process of public policies for innovation is developed, aligning government, industry, and universities in a Brazil-Portugal comparison. For its development, bibliographical research, and an exploratory comparative study of innovation management in Brazilian and Portuguese public policies were used. As a result, it is confirmed that, with the application of the Triple Helix model in innovation management, the development of public policies oriented towards science and technology are more effective and, furthermore, the greater the involvement among the three actors of the Triple Helix development model, universities-industries-government, the better the socioeconomic development of the country will be, even in scenarios like the current one, in which society was surprised by the pandemic of the new Coronavirus.   Keywords: Triple Helix, Innovation, Public policies, Brazil, Portugal.

The article proposes criteria for assessing the management of innovative processes in the field of information and communication technologies (ICT) on the basis of a point system, the study of indicators of international indices, based on the results of which calculations are made.The purpose of the study is to develop a unified methodology for assessing the effectiveness of management of innovation processes in the ICT field and to provide recommendations for its application in practice.Scientific novelty of the research:1. The article substantiates the role of artificial intelligence in procuring the management of innovation and structural transformation of the economy. The analysis of structural shifts in gross value added in the economy of Ukraine during 2002–2019 is carried out. Solow’s residuals are calculated for the primary, secondary and tertiary sectors. The expediency of managing the innovative and structural transformation of Ukraine's economy on the basis of changes in the level of Solow's residual in that sector and in the period of time determined by big data analysis by artificial intelligence is proved. A VAR model was built in the EViews environment for Solow’s residuals in three sectors of the Ukrainian economy. Based on variance decomposition and IRF, it is established that increasing the share of intermediate consumption by the secondary sector of education, ICT, professional, scientific and technical services will increase Solow's residual in the secondary sector in two years, in the tertiary sector in three years and in the primary sector in four years, which will affect the increase in output in Ukraine during these three years.

Sustainability and innovation are key elements of the economic growth and productivity in the contemporary era. The willingness, ability, and capacity to innovate is a strategic tool for the Slovak agro-food companies that want to maintain and/or to improve their market. The aim of this paper is to discuss the selected aspects and determinants of innovative performance of the Slovak agro-food companies and point out key areas and types in innovations, problems influencing their implementation, and assessing their success. The issue of innovation and the “new” role of the agro-food sector have become crucial in the context of transition of the Slovak economy toward more sustainable approaches. Therefore they have become important topics of both scientific research and policy agendas. Using a case study method, a questionnaire survey among 99 agro-food companies in Slovakia was carried out to obtain empirical data about the way how they manage, implement and evaluate the innovations. The study outlined the selected aspects and key determinants which affect the motivation of agro-food companies to innovate as well as selected factors influencing the processes of implementation and management of innovation. The research findings also point out that substantial changes will be required in regulation and support of innovations in the agro-food sector in Slovakia. The study could contribute to help the agro-food companies' managers to improve the innovation activities and competitiveness of their companies, and it would be also helpful for public administration in the development of policies and instruments supporting innovations in the agro-food sector.
