ABSTRAK Perkembangan teknologi informasi dan komunikasi (TIK) telah membawa perubahan yang sangat besar bagi dunia pendidikan. Bentuk perkembangan teknologi informasi dan komunikasi yang diterapkan di dunia pendidikan adalah metode pembelajaran online atau lebih dikenal dengan sebutan e-Learning yang membantu sebuah proses pembelajaran. Berawal dari adanya masalah pada motode pembelajaran dan minat belajar mahasiswa pada mata kuliah logika Matematika pada Fakultas Teknik UNIS Tangerang, maka dikembangkan suatu pembelajaran online (e-learning) dengan metode object oriented berbasis web  mengunakan PHP dan MySQL. Dengan model pembelajaran online berbasis web ini dapat meningkatkan proses pembelajaran mahasiswa pada mata kuliah logika Matematika dan pembelajaran online memudakan Dosen memberikan materi pembelajaran serta memberikan tugas kepada para mahasiswa dan dosen pun bisa meng-upload materi dan tugas dimana saja dan kapan saja. Kata kunci : e-learning, Pembelajaran, Logika Matematika ABSTRAK The development of information and communication technology (ICT) has brought enormous changes to the world of education. The form of development of information and communication technology that is applied in the world of education is an online learning method or better known as e-Learning that helps a learning process. Starting with a problem in learning methods and student interest in mathematics logic courses at the Faculty of Engineering UNIS Tangerang, an online learning (e-learning) method was developed using web-based object oriented methods using PHP and MySQL. With this web-based online learning model can improve the learning process of students on ICT subjects and online learning makes it easier for lecturers to provide learning materials and give assignments to students and lecturers can upload materials and assignments anywhere and anytime .. Keywords: e-learning, Learning, Mathematical Logic

Abstract This paper provides a comparative analysis of policies, strategies and programmes for Information and Communication Technology (ICT) integration in primary and post-primary education, that were active in the Kingdom of Saudi Arabia (KSA) and in the Republic of Ireland in 2016. The analysis showed that while KSA was a relative newcomer to the integration of ICT in education, it was responsive in seeking to enhance the quality of education and support transitions to the knowledge economy through a range of initiatives, including: reform of the curriculum, provision of teacher professional development in ICT integration, and supply of computer technologies and infrastructure. However, as in the Irish context, the framing of the ICT in education’ policies, strategies and programmes needed to be strengthened through participatory partnerships with key stakeholders that endured throughout the life-cycle of ICT policy implementation in primary and post-primary settings. Furthermore, the review showed a need for governments in both jurisdictions to make better provision for financial and human resourcing to fully operationalize the teacher training and supports necessary for effective integration by teachers of ICT in primary and post-primary settings. Finally, the evaluation protocols within ICT in education’ policies, strategies and programmes in both countries needed to be re-casted to make evidence of their enactment publicly available in a timely manner. Moreover, the resultant evaluation reports further needed to be detailed at a level that made visible the national progress on ICT integration in schools, and the corresponding impact on learners’ ICT skills and broader competencies.

Penulisan artikel ini didasarkan atas masalah “Apakah kegiatan pembelajaran sehari-hari sudah berfokus pada peserta didik”? Manakala kita amati pelaksanaan kegiatan pembelajaran sehari-hari di dalam kelas, maka dapatlah dikatakan bahwa sebagian guru masih cenderung melaksanakan kegiatan pembelajaran secara konvensional dengan menerapkan metode ceramah dan mencatat (talk and chalk). Jika demikian kondisinya, maka dapatlah dikatakan bahwa sebagian pelaksanaan kegiatan pembelajaran masih cenderung berfokus atau berpusat pada guru. Seiring dengan kemajuan teknologi informasi dan komunikasi (TIK) di mana TIK tidak hanya memengaruhi berbagai aspek kehidupan sehari-hari tetapi juga secara bertahap telah memengaruhi kegiatan pembelajaran di dalam kelas. Sekalipun pada kenyataannya, belum semua sekolah dan juga belum semua guru memanfaatkan TIK dalam membelajarkan peserta didiknya. Dengan kemajuan TIK yang secara bertahap masuk ke dalam kelas, maka guru pun secara bertahap mulai terkondisi menerapkan pemanfaatan TIK di dalam kegiatan pembelajaran. Artinya, guru mulai tergugah untuk membagi perannya sebagai sumber belajar dengan TIK. Tujuan penulisan artikel ini adalah untuk menyajikan hasil kajian tentang kecenderungan guru yang mengarah pada penerapan kegiatan pembelajaran yang berpusat pada peserta didik yang diawali dengan pemanfaatan TIK dalam pembelajaran. Metoda yang digunakan adalah studi literatur terhadap berbagai hasil penelitian dan pengembangan, jurnal ilmiah, prosiding pertemuan ilmiah, dan publikasi lainnya yang relevan. Kemudian, hasil kajian disajikan secara deskriptif berupa artikel ilmiah, yaitu yang berupa kecenderungan guru yang mengarah pada penerapan kegiatan pembelajaran yang berpusat pada peserta didik sewaktu mereka memulai pemanfataan TIK dalam membelajarkan peserta didiknya. The writing of this article is based on the problem “Has the daily teaching-learning activity been focused on the students” (has a students-focused learning been put into practice)?  If we carefully observe the daily teaching-learning activity in the classrooms, we could say that some teachers still tend to conduct it conventionally by applying the lecturing learning method and make notes (lecturing method and make notes). In such a condition, the conducted teaching-learning activity tends to be focused or centered on the presence of teacher in the class. In line with the development of the information and communication technology (ICT) in which ICT doesn’t only influence the various aspects of daily life but also influences the teacing-learning activity in the class. Eventhough in fact, not all schools as well as teachers have already utilized ICT in making students learn. Bringing ICT to be utilized in the classroom by teachers, in fact, the teacher simultenously and gradually tends to share his/her role with ICT as learning resources. This article aims at presenting the result of analyzing teacher’s tendency in starting utilizing ICT in learning and at the same time also tends to develop the students-centered learning model. The method used in writing this article is a literature study by reviewing various results of research and development, scientific journals, proceedings of scientific meetings, and other relevant publications. Then, the result of this literature study is descriptively presented in an article containing the teachers’ tendency in implementing the students-centered learning model when they start utilizing ICT in learning.

AbstractPaper analyses the usage of e-democracy in Slovenian municipalities from the viewpoint of e-participation tools. Theoretical origin of the paper is the theory of e-democracy in connection with the information and communication technology (ICT). ICT allows participation and inclusiveness to the citizens in the processes of decision making with the usage of various tools of e-participation (e-contact, e-forum, e-survey, e-petition, etc.). We analyzed official web pages of all 211 Slovenian municipalities and found out that all municipalities offer e-access and various forms of e-consultations to its citizens, but other e-tools can only be sparsely found. In addition, the comparative analysis of the survey results from 2006 and 2009 shows that the number of municipalities, which offer diverse tools of e-participation, is slowly decreasing.
