<p>Cross-cultural leadership attempts to understand how leaders function in a highly globalized market.  Certain dimensions of the three leadership theories: charismatic, transformational, and servant were endorsed as important for effective leadership. Major aspects of the leadership theories were compared and contrasted in three different cultures.  The cultures were selected by utilizing the GLOBE study: Anglo cluster with focus on the United States, Latin America cluster with focus on Mexico, and Eastern European cluster with focus on Croatia. While certain aspects of charismatic, transformational, and servant leadership were endorsed as important for effective leadership, only certain dimensions were endorsed across the three cultures studied.  Analysis of Croatia, not available in the original GLOBE study, provides a more comprehensive evaluation of leadership in the region, especially since Croatia has recently emerged as the latest country joining the European Union.  </p>

Sound education is the supporting spine for the economic and social development of any nation and is primarily responsible for eradication of poverty and enhancement of an individual’s earnings . To lead, you must serve, mentor, and teach others. Servant leadership is the systematic process of developing the needs of servants ahead of those leaders found within private or public institutions. Shepherd leadership individually provides others with empowerment and achievement to perform well. The principle behind effective leadership is based on the interplay of responsibility, respect, care, and working with people, not against people. Ultimately, leadership is about character and substance. Using the distinct characteristics of servant leadership and shepherd leadership is to promote and foster the development of successful individuals and relating well with individuals through care and a strong commitment. Honest and caring concern for others leads to empowerment and emotional support, which inspires the members to embrace the needs of the organization. This creates a mentoring and learning environment in higher education that is conducive to producing optimal performance from their faculty, staff, and students.

This paper examines the electoral and ideological contest that has taken place between Welsh Labour and Plaid Cymru in the five National Assembly elections that have been held between 1999 and 2016. Both parties have found success when they have managed to combine effective leadership with a coherent programme and a strong sense of Welsh identity. However, the Welsh vote to leave the EU in the June 2016 referendum has dealt both parties a poor hand in speaking up for Welsh interests. Can they find a common cause in working together and also with Scotland to take Wales forward in a progressive constitutional direction?
