The paper substantiates the need and importance of cultivation of a competence in intellectual property rights (IPR) protection in the teaching staff in higher education during their qualification enhancement (QE) as a condition for their further development and provision of quality higher education in Ukraine. The survey was conducted under the state-funded R&D topic to evaluate the attitude to intellectual property among the teaching staff of institutions of higher education (IHE). It looks into the factors and mechanisms of IPR protection and inclusion in the QE programmes for the IHE teaching staff. Knowledge in IPR protection encourages creation of a favourable environment for intellectual activity development, where an important role in its dissemination belongs to the teaching staff. The findings reveal that acquisition of such knowledge and skills is currently not commonly included in the corresponding QE programmes, while the number of those interested in them is significant. Another red flag in this regard is overbureaucratization of the process and the working overload of the teaching staff. Therefore, changes are in order in the QE programmes to include the relevant portion of knowledge and training in IPR, their exercise, protection, and commercialization.

The institutions of higher education need to attract the interest of potential industrial sponsors. This need can be approached by describing the problems to which their research is seeking solutions. For the institutions to retain the initiative for further work they also need to create an element of competition for the rights to utilize the results of their research and to develop the international market for their research and for the teaching programmes which emerge from it. This article suggests one method of creating these market conditions in the UK and describes a pilot programme carried out by The Technology Exchange Ltd to demonstrate that such a strategy can be pursued without diverting research funds into the marketing and protection of intellectual property.

Institutions of higher education are realizing the importance of service learning initiatives in developing awareness of students’ civic responsibilities, leadership and management skills, and social responsibility. These skills and responsibilities are the foundation of program outcomes in accredited higher education business programs at undergraduate and graduate levels. In an attempt to meet the needs of the student market, these institutions of higher education are delivering more courses online. This study addresses a comparison of traditional and online delivery of service learning experiences. Results demonstrate no significant difference in outcomes between the online and face-to-face models.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.
