Road are significant national assets which provides a fundamental foundation to the performance of all national economies, delivering conditions for social and economic development of countries and international communities. It is of at most importance to ensure a mobile and safe movement of inhabitants with the lowest time and pollution costs. In order to reach the goals the planning processes are implemented on a national and international scale to rationally justify the efficiency of urgent measures. In the Republic of Lithuania, seeking to efficiently use funds allocated to the road sector the Road Maintenance and Development Programmes are developed by the road manager defining a short-term and long-term vision of the road network and measures to achieve it. However, due to the anticipated insufficient financing of the road sector the Road Maintenance and Development Programmes aim to rationally combine preservation of the road network and its perspective development depending on the existing financing. The Road Maintenance and Development Programme of the Republic of Lithuania for 2030 assesses the existing condition of the road network and defines the goals and measures how to implement a sustainable development in the road network. With the help of review analysis this paper studies: road safety assurance, road pavement deterioration degree, social welfare assurance, road maintenance, infrastructure development, assurance of sustainable development.

This article analyzes the relationship and influence of factors such as the population, the level of motorization, economic development, and the state of the state road network on the state of the risk of road accidents, including the level of mortality and road injuries, as well as the relevance of improving methods for assessing, managing and predicting the risk of accidents in road traffic. National indicators of the level of road deaths and injuries in different countries were studied. The relationship between road accidents and the level of motorization, income of the population, the state of the road network, and other indicators were revealed. The urgency of the problem of road accidents and the organization of measures to reduce the level of road accidents is emphasized. It also takes into account the special importance of forming conceptually new approaches to the task of improving the efficiency of public administration in the field of organization and maintenance of road traffic through the implementation of the Concept of Road Safety in the Republic of Uzbekistan for the period 2018-2022, which includes the following main directions: further improvement of the regulatory framework in the field of road safety, including significant strengthening of responsibility for gross violations of traffic rules; comprehensive improvement of road infrastructure, improving the quality of roads, creating reliable conditions for the safe movement of vehicles; improving the legal culture, the necessary knowledge, and skills of road users, strengthening their discipline.

According to its physical-geographical and socio-economical characteristics, the municipality of Negotin belongs to the territories with favorable tourist potentials. In order to scientifically validate this fact, in this paper tourist valorization has been performed using quantitative-qualitative method, giving attractiveness ranking values, based on which conclusions have been made on the direction and forms of tourist potential. The results obtained from tourist valorization have shown that the hydrographic potential and fauna are rated as good (3), and have the highest general tourist value among natural resources. General values are graded as satisfactory (1.8) and the climate is graded as unsatisfactory (1.2). Valorization of anthropogenic characteristics gave the maximal general value (4) to cultural-historical objects including sacral objects - monasteries and churches and the Rajac pimnice. The Rajac pimnice have an especially high value, as they represent, for us, a unique value that can be considered in diverse ways and adjusted to tourist utilization. Based on the performed tourist valorization it can be noted that the general tourist value of the municipality of Negotin is of regional ranking, though anthropogenic potentials are of national ranking and part of them, as emphasized, are objects that are internationally important. The basic shortcoming is the low road quality leading to places of important tourist value, even though the road network is favorable, and there are also many weaknesses in the receptive tourist base. Improvement of these shortcomings would create a good image of the municipality of Negotin in continental tourism of the Republic of Serbia.

Knowing the current atmospheric conditions of the roads is of great importance, both for road managers and for road users. RWIS stations record all relevant local atmospheric conditions in real time and transmit this information to control centers. This information has a dominant application in planning activities related to road maintenance in winter conditions. An analysis of the literature relating to the costs and benefits of RWIS stations indicates that their implementation in the transport infrastructure is not only economically profitable, but also offers a number of benefits such as more efficient road maintenance and facilitated organization of available funds, all for the purpose of winter road maintenance. Implementation of this system contributes to the safety of users on the public road network, as well as to the reduction of the number of traffic accidents in which the road and its condition are recognized as the cause. Twenty-eight meteorological stations were installed on the road network of the Republic of Serbia. On the basis of the historical data on the state of the roads from the mentioned stations in the previous period of winter maintenance and an individual implementation cost, the cost-effectiveness analysis of RWIS in the Republic of Serbia was performed.

The development and improvement of the road network is a strategic task of the Islamic Republic of Afghanistan. To develop the sparsely populated territories of the country, it is necessary to build and repair thousands of kilometers of highways, a significant part of which is located in the piedmont and mountainous areas. Considering the fact that the Republic of Afghanistan is characterized by a dry and hot climate, as well as a variety of soil and hydrological conditions, one of the main road building materials for solving this problem is road cement concrete, which has recently become the subject of intensive research. This article presents the results of researching the effect of the Adinol Rapid 2H additive (which is a hardening accelerator additive) on the technological properties of the concrete mixture and the strength of cement concrete.

The road network in the Republic of Croatia is well developed and largely responds to traffic needs. The motorway network is largely built up and no major new investment is needed in the short term. The national road network is in good standing according to national and EU standards. However, public road management companies face operational and financial challenges in terms of: (a) overinvestment in the network; (b) weak governance; (c) high operating costs; (d) large debt stock; (e) short tenor of existing loans; (f) currency risk and (g) insufficient credit strength to access the loan market for long tenors on a stand-alone basis. The Government of the Republic of Croatia has therefore decided to address these chellenges and launched a project funded by IBRD called the Modernization and Restructuring of the Road Sector (MARS) aiming to enhance operational efficiency and improve the financial sustainability of the road sector. To these ends, the Government has approved a Sector Policy Letter, which contains a set of planned reforms. To ensure the contribution of the road sector to the overall economy, in addition to the financial sustainability of the sector itself, operational improvements are needed in the following key areas: (a) management of the road infrastructure sector; (b) planning, financing and implementation of investments in the road sector; (c) corporate governance and business operations. Much of the reform has already been implemented, but some of the most important are still in the process of being implemented.
