High-speed railway passenger train operation plan is an important basis to ensure the quality of transportation services. With construction and development of the country's high-speed railway, design and evaluation of railway passenger train plan theory need to be improved and perfected. On the basis of reading and studying a large amount of the references, this paper summarizes the domestic and overseas high-speed running railway operation modes, the high speed railway train operation programs design and other aspects. Besides, according to the related problems and shortcomings, this paper illustrates the meanings and necessities of analyzing the high-speed railway passenger train program.

Firstly, the paper discusses the theoretical progress of contingency theory in organization construction, which lays a theoretical foundation for the research of flexible organization construction of high-speed railway passenger stations. Then, based on the contingency conceptual framework proposed by Lucence, the conceptual framework of flexible organization construction of high-speed railway passenger station is constructed in combination with the operational characteristics and operating environment of high-speed railway passenger station. This paper explains the connotation of flexible organization construction of high-speed railway station. On this basis, the paper puts forward the idea of flexible organization construction of high-speed railway passenger station. Finally, five supporting measures for the construction of flexible organization of high-speed railway station are put forward. These studies provide theoretical guidance and construction ideas for flexible organization construction of high-speed railway stations in response to passenger flow fluctuation; the main strategy is to give priority to the introduction and cultivation of producer services in developed cities.

The rapid development and spread of communication technologies is now becoming a global information revolution. Customers have a need for communication services, which could be flexibly configured in accordance with their Quality of Experience (QoE) requirements. Realizing the close connection between customer experience and profitability, the service provider has been placing more and more attention on customer experience and QoE. The traditional quality of service management method based on SLA (Service Level Agreement) is not sufficient as a means to provide QoE-related contracts between service providers and customers. The current SLA method is mostly limited and focused on technical aspects of QoS (Quality of Service). Furthermore, they do not follow on the network the principles and semantic approach to the QoS specification for a communication service using QoE parameters. In this paper, we propose a customer-oriented quality of service management method for future IBN (Intent-Based Networking). It is based on a new QoE metric on a scale from 1 to 5, which allows one to take into account the commercial value of e-services for customers. Based on this approach, the network configuration and functionality of network equipment automatically changes depending on customer requirements. To implement the new method of service quality management, an algorithm for routing data packets in the network was developed, taking into account the current load of the forecast path. The algorithm of billing system functioning in conditions of customer-oriented quality management in telecommunication networks has been created. To investigate the effectiveness of the proposed method of service quality management with the traditional SLA method, we developed a simulation network model with the implementation of two approaches. By conducting a simulation, it was determined that the proposed method gives an average gain of 2–5 times for the criterion of the number of customers who require high quality of experience of the service.

With the increasingly demand for reliable mobile communication service in the high-speed railway (HSR) system, the service stability of HSR communication is of great concern in recent research. Focusing on ensuring the quality of services (QoS) and system throughput, massive multi-input multi-output (massive MIMO) and beamforming technologies have been widely applied. In this paper, aiming to minimize the communication outage probability (OP) and not to decrease spectrum efficiency (SE) too much, we propose a fast HBF (F-HBF) scheme for HSR communications. The proposed scheme uses a low-complexity beam-searching algorithm to trace high-speed trains in real time. The simulation results verify that the proposed scheme can significantly reduce OP without too much SE degradation.

Methods for solving the carrying capacity problem for High-Speed Railways (HSRs) have received increasing attention in the literature in the last few years. As important nodes in the High-Speed Railway (HSR) network, large stations are usually the carrying capacity bottlenecks of the entire network due to the presence of multiple connections in different directions and the complexity of train operations at these stations. This paper focuses on solving the station carrying capacity problem and considers train set utilization constraints, which are important influencing factors that have rarely been studied by previous researchers. An integer linear programming model is built, and the CPLEX v12.2 software is used to solve the model. The proposed approach is tested on a real-world case study of the Beijing South Railway Station (BS), which is one of the busiest and most complex stations in China. Studies of the impacts of different train set utilization constraints on the practical station carrying capacity are carried out, and some suggestions are then presented for enhancing the practical carrying capacity. Contrast tests indicate that both the efficiency of the solving process and the quality of the solution show huge breakthroughs compared with the heuristic approach.
