The article substantiates the essence and necessity of the use of innovative approaches to the formation and implementation of public policies of urban revitalization in the context of the latest concepts of urban development, namely: Compact City, Green City, Smart City, Creative City, Inclusive City, Cittaslow, Happy City, Learning City. The relevant proposals on the innovation policy of revitalizing cities are brought forward based on the analysis of the provisions of each of the chosen concepts. It is determined that there does not exist a single city where only one of the latest concepts of city development was implemented. In practice, we observe the multi-vectorness and combination of urban policies, which came to replace traditional sectoral views. Regarding the policy of urban revitalization, innovative approaches focus on the transformation of degraded areas into urban environments favourable for human life and activities in line with the needs and interests of their inhabitants. Revitalization should be considered both in terms of its impact on a specific degraded area and as having long-term synergetic effects on the city as a whole. It was found that the basis for innovative policies of urban revitalization is laid by human-oriented programmes of sustainable renewal of areas. The programmes are premised on taking into account a variety of concepts and combining a number of activities, specifically: organization of a compact multifunctional environment (Compact City); formation of an ecologically friendly environment for human life and activities (Green City); arrangement of urban space taking advantage of modern technologies and innovations (Smart City); creating conditions for life, activities and cooperation of creative people (Creative City); ensuring a full-fledged multidimensional inclusion of all the inhabitants (Inclusive City); realization of the internal potential of an area depending on local identity (Cittaslow); raising the level of public and individual happiness (Happy City); promotion of the culture of lifelong learning of all the inhabitants (Learning City). It is noted that innovative solutions for overcoming the crisis phenomena of degraded urban areas should be individualized depending on the local specificity and potential, the state of economic, physical, human and other capital of a particular city. In this case, the development of human capital of an area is increasingly becoming the key factor of its renewal, which presupposes organization of the inhabitants’ training, improving their qualifications and skills. It was substantiated that the revitalization policy is expedient to develop from the perspective of ensuring multiplicative impact on the development of a city as a whole. The efficiency of the policy implementation depends on the leveraging of resources (financial, intellectual, etc.) from different sources through partnerships. The main criterion of policy effectiveness is the ability of a revitalized urban area to develop sustainably, satisfying the needs of all stakeholders. Indicators of the policy success is not only the living standards and quality of life of the inhabitants, but also the condition of the natural environment, levels of tolerance, trust, empathy, social cohesion, education, happiness, etc.

Todays, stability of human life is threatened by a set of parameters. So sustainable urban development theory is introduced after the stability theory to protect the urban environment. In recent years, sustainable urban development gains a lot of attraction by different sciences and totally becomes a final target for urban development planners and managers to use resources properly and to establish a balanced relationship among human, community, and nature. Proper distribution of services for decreasing spatial inequalities, promoting the quality of living environment, and approaching an urban stability requires an analytical understanding of the present situation. Understanding the present situation is the first step for making a decision and planning effectively. This paper evaluates effective parameters affecting proper arrangement of land-uses using a descriptive-analytical method, to develop a conceptual framework for understanding of the present situation of urban land-uses, based on the assessment of their compatibility. This study considers not only the local parameters, but also spatial parameters are included in this study. The results indicate that land-uses in the zone considered here are not distributed properly. Considering mentioned parameters and distributing service land-uses effectively cause the better use of these land-uses.

Cross-sector collaborative spaces have been suggested to provide a way of organising collaboration between the public, private, and third sector to address so-called grand challenges. However, due to the complexity and uncertainty of grand challenges, establishing collaborative spaces is associated with considerable risks. Innovation policy scholars disagree whether public or third sector organisations are better suited to take these risks. Based on the case of Copenhagen-based BLOXHUB, this paper investigates the role of a third sector organisation in interweaving actors across sectors to configure a collaborative space in the field of sustainable urban development.

Smart City is a new phenomenon of the ХХI-st century that reflects three latest world trends: a) an accelerating pace of urbanization; b) an active process of digitalization of economy and society; c) growing attention to the issues of sustainable urban development. All these trends intersect in the field of urban agglomeration. There are significant disagreement regarding the nature, substance and structure of «Smart City» concept. The difficulty in defining the concept of «Smart City» lies in the multidimensional nature of functions of the city itself that therefore requires a multidisciplinary approach to the analysis. The overview of the available scientific research shows that the concept of «Smart City» comprises four components: quality of life as a main goal; broad public participation in the development, monitoring and implementation of «Smart City» projects, sustainable urban development; widespread use of digital and other technologies in the economic, social and cultural spheres of city life. According to the authors currently there is much evidence to suggest that the modern concept of «Smart City» is being transformed into the concept of «Smart Sustainable City», when the emphasis is not only on information and communication technologies and human capital, but also on the achievement of the substantial development.

This study aims to provide new knowledge for the governments to enact more effective policies to proceed housing redevelopment programs. We conducted a survey on local urban villagers in Hangzhou city of China. Overall, our results provide valuable theoretical and practical implications for sustainable urban development. Firstly, we found that more reasonable compensation and more respecting justice and democracy during redevelopment implementation increases people’s acceptance of government’s housing redevelopment program. Secondly, we demonstrated that experiences from social learning, such as government–homeowner conflicts and quality of living of other homeowners who have experienced similar programs, and people’s own historical housing redevelopment experience, significantly influence their acceptance of the program. Thirdly, if the governments ensure more justice and democracy, it largely enhances effectiveness of compensation in promoting people’s acceptance of the housing redevelopment programs.

Purpose The advances in green city growth are widely discussed in extant literature. The benefits of green cities to urban development in recent discussions of sustainability and sustainable development are well documented and cannot be overemphasised. Although a growing study on green building development in developing countries has been advanced in literature, there is a paucity of studies that explore green cities in developing countries. Moreover, evidence of studies that have focussed on green cities development in Ghana is lacking. Because of this identified knowledge gap, the purpose of this study is to establish the indicators/attributes for measuring the level of greenness of cities in developing countries. Design/methodology/approach A comprehensive literature review was conducted to identify the indicators/attributes for measuring the level of greenness of cities in developing countries. This study has adopted the pragmatism as its undergirding research philosophy and the deductive research approach. In terms of methodological choice, quantitative research strategy was used to collect data from experts in sustainable urban development. The primary data retrieved from this study was analysed using descriptive statistics, relative importance index and one-sample t-test. The reliability and validity of this study were measured with the Cronbach’s alpha test. Findings This study established eight indicators for measuring green city development: air quality, water, sanitation, land use, health and safety, transportation, energy and building and construction. It was discovered that the development of green cities should enhance air quality, improve water production and supply, improve management in sanitation, promote mixed and integrative land use, maintain the health and safety of city dwellers, reduce the demand for transportation and formalise public transport, adopt renewable and efficient energy technologies and promote sustainable construction and green buildings. These indicators are key to policymaking and implementation of green cities development. Research limitations/implications This study focusses primarily on Ghana; however, the findings of this study do not limit the generalisability, as it can be used as an example for other developing countries. Practical implications Theoretically, this study adopted quantitative indicators that are reproducible in another geographical context. This study contributively adds to the discourse on sustainability, especially in Ghana, and can be a source of reference to motivate others to conduct further research in related areas. The outcomes of this study will help the local government, policymakers, city stakeholders and industry expertise to gain insights of the overall indicators that underpin green city development. Originality/value This paper attempts to posit in literature the foremost appraisal of green city indicators adaptive in Ghana, which could motivate other developing countries to develop their own green cities.

Abstract. In 2017 we published a seminal research study in the International Archives of the Photogrammetry, Remote Sensing & Spatial Information Sciences about how smart city tools, solutions and applications underpinned historical and cultural heritage of cities at that time (Angelidou et al. 2017). We now return to investigate the progress that has been made during the past three years, and specifically whether the weak substantiation of cultural heritage in smart city strategies that we observed in 2017 has been improved. The newest literature suggests that smart cities should capitalize on local strengths and give prominence to local culture and traditions and provides a handful of solutions to this end. However, a more thorough examination of what has been actually implemented reveals a (still) rather immature approach. The smart city cases that were selected for the purposes of this research include Tarragona (Spain), Budapest (Hungary) and Karlsruhe (Germany). For each one we collected information regarding the overarching structure of the initiative, the positioning of cultural heritage and the inclusion of heritage-related smart city applications. We then performed a comparative analysis based on a simplified version of the Digital Strategy Canvas. Our findings suggest that a rich cultural heritage and a broader strategic focus on touristic branding and promotion are key ingredients of smart city development in this domain; this is a commonality of all the investigated cities. Moreover, three different strategy architectures emerge, representing the different interplays among the smart city, cultural heritage and sustainable urban development. We conclude that a new generation of smart city initiatives is emerging, in which cultural heritage is of increasing importance. This generation tends to associate cultural heritage with social and cultural values, liveability and sustainable urban development.

The search for an ideal city, which can express both technological advantages and healthy spirit of rural life based on enlightening ideas of social justice, has long been the major concern of most philosophers, social reformers, writers, architects and urban planners. Urban form is known as a source of environmental problems. The emergence of "sustainable development" as a common term has raised many discussions on urban forms. Different types of urban forms (corridor, compact, marginal and edge) have been evaluated for sustainable urban development. It is revealed that compact city is more sustainable than other forms. There is disagreement on potential effects of compaction. Using archival studies, surveys and questionnaires, the author evaluates the environmental sustainability of Yousefabad as a dense neighborhood, compared to Garnet Hill, by AHP to prove that compaction alone cannot bring the expected advantages. To achieve advantages of compaction in urban design, the author emphasizes that four basic criteria of compact city, density, sustainable transportation, mixed land-use and diversity, should be interrelated.
