Abstract The article is discussing the Priority Social and Economic Development Areas (PSEDAs) which are formed in the Siberian part of the Russian Federation (Siberian Federal District and the Baikal region). One of the goals for the PSEDAs formation is the diversification of mono-specialized towns and the reduction of their reliance on the city-forming enterprises. A typology of mono-settlements was carried out and the areas of activity that receive support within the framework of this mechanism in Siberia were presented.

The article analyzes the Russian migration policy in the Far East Federal District in the period of 1990-2000. The Author researches the evolution of migration policy and its effectiveness in achieving the goals of socio-economic development of the Far East and national security of the Russian Federation. Based on the analysis of statistical data the article concludes that the current level of socio-economic development of the region does not allow to solve of the problems of leveling economic development, increasing the population of border areas and ensuring the growth of labor potential of the Far East Federal District. The author notes the long-term trend of population decline in the Far East Federal district.

Free economic zones have become an essential part of the world economy in recent history. The voluntary entry of the Peninsula of Crimea into the Russian Federation as one of its constituent regions, lead to the adoption of the social and economic development commitments of this region by our state. For this reason, one of the most important goals for authorities of the Russian Federation is to develop the social, economic, and other spheres of the society. The establishment of the free economic zone in the Republic of Crimea and the Federal City of Sevastopol became one of solutions to this problem. This article analyzes the issues of legislation on the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol and aims to find solutions of these issues. This research is based on the application of comparative, retrospective and formal juridical analysis of the legislation and research papers dedicated to questions of the free economic zones and other territories with a special legal regime for conducting entrepreneurial activity (territories of advanced social and economic development, the Free Port of Vladivostok, special economic zones in the Russian Federation). In particular, the norms of current legislation on goals and terms of creation of the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol, the management of the free economic zone and the implementation of entrepreneurial activities within its borders were analyzed. We conclude that it is necessary to improve the current legislation on the free economic zone in the territory of the Republic of Crimea and makes several suggestions for optimization its provisions. The results achieved can be used both in the lawmaking process and as a foundation for further researches.

Migration flows in the Russian Federation are intensive in recent years. People go to the places where they can have better conditions for work and solutions of social problems. The purpose of this article is studying such opportunities in the strategy of regional social and economic development of 2030. The methodology of the research consists in the solution of a number of questions. The concept “life cycle of family” is debatable. The paper gives its treatment and presents the cognitive map of requirements of different stages of the life cycle. The authors give the analysis of the strategy of regional social and economic development. The empirical base of the research is the strategy of social and economic development of Volgograd region, Rostov region, Krasnodar Krai, the Republic of Kalmykia, the Republic of Adygea. The article characterizes the specifics of satisfying needs for services of health care, education, culture, sport, the possibility to receive housing, the requirement to human resources in the specified regions. It allowed to define characteristics of individuals interested in accommodation on a certain area and to offer directions of their rebranding. The article provides assessing competitiveness of the strategy of regional social and economic development for 2018–2030 in terms of the family life cycle. The following indicators are used for this purpose: climate attractiveness, unemployment rate, population share with incomes below the subsistence rate, infantile mortality on 1 thousand births, mortality on 100 thousand people of the working population, average monthly salary, share of the employed in small and average business from the total number of the population. The authors conclude that the developed strategies of socio-economic development of territories taking into account the competition between regions do not fully contribute to overcoming the negative trends of their development. In addition to working out the strategy of a particular subject of the Russian Federation, the analysis of the provisions planned by neighboring regions is necessary.

Development institutions are an important modern instrument of government regulation of the economy in all developed countries. The system of development institutions of the Russian Federation includes the federal and regional development institutions. Key federal development institutions include such well-known state corporations as the investment fund of the Russian Federation; the State Corporation "Bank for Development and Foreign Economic Activity (Vnesheconombank)"; the state corporation "Russian Corporation of Nanotechnologies," etc. According to experts of the Ministry of Economic Development of the Russian Federation, about 200 regional development institutions operate on the territory of the constituent entities of the Russian Federation. The objectives of this extensive system of development institutions so far have been to overcome the so-called "market failures," which cannot be optimally realized by the market mechanisms, and to promote the sustained economic growth of a country or an individual region. In November 2020, the Government of the Russian Federation announced the reform of the system of development institutions in the country. The article analyzes the goals and main directions of the announced reform. On the example of the system of development institutions of the Far East, an attempt was made to assess its possible consequences.
