The article deals with social and political interactions between the population and the authorities. Modern conditions have transferred a significant part of interactions into a virtual environment, which forms new reactive forms of communication between the authorities and the population. The innovative processes taking place in the regions should reflect not only the institutionally set priority directions of development, but also the interests and requests initiated by the local population, and this enhances the reactive nature of interaction. The purpose of the article is to analyze the reactivity of social and political interactions between the authorities and the population in the context of the innovative development of regions (federal districts) of the Russian Federation. The authors analyzed two digital platforms: the Russian Public Initiative (www.roi.ru) and Change.org (www.change.org). They highlighted the topical thematic areas of social initiatives and political petitions in the federal districts and outlined the transformation of social and political interactions in the formation of directions for the implementation of open innovations in the regions of the Russian Federation. As a result of the study, the authors came to the conclusion about the coincidence of the topics of the population's requests and the implemented purposeful state strategic project activities, expressed in national projects. In the context of digitalization, the population builds socio-political interactions in the channels and communication tools set by the authorities, and also gets the opportunity to carry out parallel network and cloud communications, which make it possible to form new spaces for interaction with authorities in the country and specific regions. Civic activism and participation in innovation processes are demonstrated by: the growth of digital presence; participation of citizens in the network and «cloud» (including self-organizing) communities; formation of a network environment for discussion and methods of digital interaction with the government institutions in the regions.

It is not only the world economy that has seriously suffered, protectionism in international trade is growing, and economic and trade frictions between countries with many factors have sharply worsened. The authors proposed the approach for assessing the state and development potential of the macro-region. The specificity of the Far-Eastern macro-region is revealed in comparison with the other macro-regions of Russia. The assessment includes the natural and resource potential of the macro-region, the availability of infrastructure, the habitability of the territory as well as the indicators of economic and social development. Competitive advantages and limitations in the development of the Far East are presented. Proposals on the directions of implementation of the public policy of spatial development of the Far-Eastern macro-region, including the social and economic potential and the limiting factors, are formulated.

The lack of trade services can lead to a decrease in the quality of life of the population, and as a result, the outflow of the population to other regions. It is necessary to assess the dynamics, scale and level of retail trade development in the Khabarovsk Territory, to assess the intraregional differentiation of the population's access to retail trade services. Conclusions are drawn about an increase in the concentration of trade in the cities of Khabarovsk and Komsomolsk-on-Amur, as well as an increase in the differentiation in the consumption of retail trade services in the regions of the region. Areas with insufficient provision of retail space were identified. The directions of state regulation in this matter are proposed.

At the legislative level, it is established that the culture of Russia, as well as natural resources, is the property of the country and an important resource for the socio-economic development of all its territories and improving the quality of life of the population. Improving the management process and strategic planning of development of the sphere of culture is due to the need for more efficient use of public finances and the level of investment attractiveness of the industry. Strategic planning tools play an important role in optimizing the process of managing of the sphere of culture. The analysis of state programs and strategies sections of the socio-economic development of the eleven regions of FEFD on the development of the sphere of culture, revealed the structural and methodological problems of the development of regional strategic planning documents in the sphere of culture. The main problems include: inconsistency of the structure and content of strategies and programs with methodical instructions (recommendations) and the procedure for their development; lack of a unified methodological approach to understanding the essence and basic components of strategies and programs; lack of a unified approach to the number, composition and presentation of target indicators; insufficient level of interconnection of regional strategic planning documents. A serious problem in the development of strategies and programs is the lack of uniform requirements for indicators for assessing the implementation of strategic goals and objectives, measures of government programs, as well as an interconnected system for assessing strategic planning documents developed at different levels of management. Differences in the structural elements and inconsistencies with the stated criteria are noted in the reviewed documents of all FEFD regions. The main reason for the discrepancy – is the lack of a unified methodology for the development of both regional strategies and government programs.

New coronavirus pneumonia has had a significant impact on people's health and safety since the outbreak in the early 2020. The latest version of the new coronavirus pneumonia virus is still spreading around the world. China's public health system has passed a severe test: under the leadership of the Chinese Communist Party and the joint efforts of people of all ethnic groups, China won a great victory in the anti-epidemic campaign. Nevertheless, the public health system has also identified some challenges that need to be actively addressed in the area of medicine and health during the prevention and control of epidemics. This article deals with these issues.

The pandemic shock manifested itself as a new phenomenon in the socio-economic dynamics, and thus necessitated a special reflection in the framework of the business cycle theory. In this study we present the results of theoretical positioning of a pandemic shock using the methodology of business cycle theory, in particular, using the principles of the impulse approach. To formulate conclusions, empirical data were used on the processes observed in 2020 in Russia, in the subsystems of supply and demand, in the system of state regulation. The conclusions obtained by the author can be used as sources for the formation of applied scientific problems for the continuation of research within the framework of the theory of business cycle at the post-industrial stage of socio-economic development. These conclusions include a statement of changes in the organization of labor and business operations, changes in the balance of mutual obligations of the parties to a social contract, conclusions about the emergence of new factors in the quality of human development.

The article presents a sociological analysis of the state of modern student youth in Khabarovsk. The scientists investigated: the ideas of student youth about the city of Khabarovsk and living conditions in it; peculiarities of youth leisure; basic problems of life; education, employment and professional development; migratory moods of young people; youth assessments of youth policy.The results of the study showed that the main problem of realizing youth potential in the city and the region is the high migration outflow of young people, which is based on the problem of young people seeing the prospects for their development, confidence in their future. The high cost of living, decent wages, the danger of being unemployed, the quality and accessibility of medicine, the improvement of the territory of residence, the housing problem, youth leisure - these problems worries young people very much today. At the same time, one of the main requests of student youth for the development of youth leisure is associated with personal development, the development of intellectual leisure. Interesting educational formats, forums, trainings, seminars, speakers are in great demand today among young people. But, of course, the development of creative directions, entertainment events, places for sports and cultural recreation is also important. A special youth demand is the development of youth entrepreneurship. All this, ultimately, should fill the municipal and regional youth development programs.

Russia is the largest country in the world and occupies one of the leading places on the planet in terms of natural resources, but the bulk of deposits were explored to some extent more than a quarter of a century ago, back in the Soviet era. Due to the changes in the sources of financing for the reproduction of mineral resources and geological exploration of the subsurface, qualitative and quantitative indicators are reduced by an order of magnitude, which leads to greater risks in the development of mineral deposits. Even despite the large number of scientific papers, the economic situation forces us to search for more modern and multi-parametric methods for evaluating the efficiency of mining. The article considers the main economic methods for evaluating the efficiency of mining, determines their essence and application features. On the basis of conducted analysis, disadvantages and advantages of using the studied methods were identified, and the author's interpretation of the economic assessment of efficiency of mining resources was given.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.
