The article gives the analysis of approaches to risk classification at industrial enterprise. Based on the findings, conclusions about advantages and disadvantages were drawn up, as well as the possibilities for its application at nuclear enterprises are formulated. The authors propose an original personalized approach to risk classifier development, which takes into account the nuclear industry specifics. An example of an algorithm for risk classifier development based on above-mentioned approach for the enterprise of the Rosatom State Corporation is given. This example can be used in various industries and may be of interest to risk management researchers and specialists.

Public services are one of the basic forms of interaction between the population and the state apparatus. Modern challenges require significant flexibility, focus on meeting the needs of citizens and the availability of a sufficient level of competence of employees and institutions involved in the provision of public services. The article describes the sphere of rendering public services in Kazakhstan, a conceptual business model of a single operator (provider) of public services. Using the example of the transformation of the activity of a public service provider (NJSC State Corporation “Government for Citizens”), the effects of application are shown, and the reserves of cost optimization are estimated as a result of the application of modeling of management processes based on ontologies. An important result of the study is the assessment of the possibility of digital transformation of the public services sector and replication of the results on the activities of the state apparatus.

The article discusses the most important systemic measures to reform Russian science. It is noted that in the foreseeable future, scientific and technological development should serve in Russia the main long-term and publicly declared national interest - saving the people of Russia, developing human potential, improving the quality of life and welfare of citizens. The solution of this problem is inextricably linked with the reliance on the leading role of the state in the organization of the scientific and technological sphere. The first step on the path of systemic reforms is to replace the currently fragmented model of science management withcentralized management of the scientific and technological sphere through the creation of the State Corporation “Rosnauka” by federal law. Such a state corporation, endowed with the rights of a single chief manager of budgetary funds for fundamental and exploratory research, could become a launching pad for a breakthrough scientific and technological development of Russia. The second step is the preparation of a new Federal Law on Scientific, Scientific, Technical and Innovative Activity, which, in addition to updating the principles and mechanisms of management of domestic science, would clearly define the criteria for “scientific” in the activities of legal entities and individuals, and most importantly - “scientific” results obtained for budgetary and other means.

Abstract. The article considers main technical characteristics, indicators of dynamic qualities and parameters of braking effciency of special railway rolling stock of container cars (container transporters) intended for the transportation of radioactive materials — spent nuclear fuel. In accordance with the current regulatory documents of JSC Russian Railways, it is currently allowed forming special trains exclusively from container transporters of any one type, which is associated with the peculiarities of the technology for handling and transporting spent nuclear fuel, which is within the competence of the state corporation Rosatom. However, this signifcantly increases the timing of the delivery of special trains due to the need to wait for the readiness of transporters, due to the non-simultaneous delivery of any one type of assembly kits with spent nuclear fuel. The practice of handling has shown that the transportation of some types of spent nuclear fuel can be carried out with a combination of the transport operation, which implies the combination of various types of container transporters in one echelon, but at the same time it is necessary to correct certain regulatory documents of Russian Railways. For this purpose, at the request of the Rosatom corporation, a necessary set of experimental works was carried out. Authors presented results of control running dynamic, stationary and running braking tests of container transporters of various types, following as part of the same echelon, on the infrastructure of the Test Loop of JSC “VNIIZHT”, including when running along the frst ring track and along various combinations of turnouts along a tangent line (main) and lateral directions. It has been experimentally proved that it is possible to operate container transporters of various types as part of the same echelon in compliance with the conditions for ensuring traffc safety in accordance with the standards of dynamic qualities and braking effciency. Based on the test results, a regulatory document of JSC Russian Railways was developed — the Regulation on the conditions for joint operation of special freight cars (transporters) as part of one echelon, approved by the order of JSC Russian Railways dated July 22, 2021 No. 1591/r. components. Retaining quality workers is challenging as a result of recent phenomena such as skills shortages, employee mobility and the expected retirement of baby boomers in the near future. These phenomena negatively affect organizations’ ability to create and maintain their competitive advantage in the labour market. Hiring the right persons requires legislation like employment equity which must be fulfilled and the survival of an organization usually depends on the caliber of its employees. The purpose of this study was therefore to determine the influence legal framework has on recruitment and selection in service oriented State Corporation in Kenya. The study employed a descriptive cross sectional type of research design that enabled investigation of the various factors that influence recruitment and selection. The target sample was 154 executives of Service State Corporation in Kenya. A stratified random sampling technique was used to achieve desired representation. Data was collected using structured questionnaires. To analyze the collected data, descriptive and inferential statistics were used. Statistical software used was SPSS version 20. Regression analysis between legal framework and recruitment and selection revealed a coefficient of determination (R squared) of 0.733, implying that legal framework accounts for 73.3% of the variation in recruitment and selection of employees in Service State Corporation in Kenya. The findings also revealed a positive and significant relationship between legal framework and recruitment and selection in Service State Corporations in Kenya (β=.872, p=.000<.05). The study concludes that legal framework has significant positive influence on recruitment and selection, then proper measured should be put in place on improving legal framework for proper recruitment and selection process to take place. The study recommends that the Kenyan government should enact policies that promote recruitment and selection which would in turn promote employee retention. The policy makers should enact polices that promote talent management aspects in state corporations in Kenya in order to ensure sustainable employee retention a good leadership and competitive advantage. Subject. The paper describes the impact of the COVID-19 pandemic on the global atomic energy and the Russian one, in particular, illustrating the case of the State Atomic Energy Corporation ROSATOM. Objectives. We evaluate the consequences the pandemic caused for the atomic energy and, inter alia, ROSATOM. Methods. The study draws upon the analysis of literature and statistical data. Data were taken from the official website of ROSATOM and other open sources. Results. The COVID-19 pandemic was found to have both a positive and negative effect on various sectors and the atomic energy, specifically. We pointed out key development lines of ROSATOM, which relate to the core activity and new business activities for the State Corporation it has undertaken partially trying to deal with the pandemic crisis. The article briefly informs of the sectors, which were more or less hit by the pandemic, i.e. manufacturing, finance, aviation, construction, tourism, agriculture, pharmaceutics, and electronics. We also delve into new type of ROSATOM’s activities. Conclusions and Relevance. As the study shows, the COVID-19 pandemic affected atomic energy to a lesser extent and unexpectedly urged the development of new business types related to nuclear medicine.

The article considers the problem of analyzing the possibility of increasing the control efficiency of spacecrafts and orbital groupings operating in different orbits, having a different composition of the ground control loop technical means and, as a consequence, different technological control cycles. The main purpose of the study is to substantiate the possibility of increasing the efficiency of control of the constantly expanding orbital grouping of the State Corporation “Roscosmos” through the rational use of MCC software and hardware (active means) in terms of their unification, the use of common computing resources to ensure the functioning of MCCs by various purposes spacecrafts with the ability of their operational redistribution in the flight control process. Examples of the implementation of the above approaches in the currently being created product “Roscosmos basic MCC” are given. The results of the analysis of the possibilities of using the Roskosmos basic MCC in existing and prospective projects are presented.

The article deals with the functioning and development of large state corporations in the Russian economy. Including the matters of determining the strategic priorities of socio-economic development in the state as a whole their leading role within the formation of the corporate model of public sector in the modern Russian economy is justified. It is determined that each state corporation performs different functions in the economy, including reproduction, innovation, stabilization and the function of ensuring economic security. The paper highlights the shortcomings and imperfections of the institution of state corporations functioning determined by the peculiarities of their institutional status. Practical examples of participation of state corporations in the implementation of major national projects of the country are presented. It was revealed that the strategic development priorities of state corporations coincide and correlate with the development priorities of the state, thereby ensuring their participation in the implementation of state policy in a particular area. The analysis made it possible to highlight recommendations for improving the efficiency of state corporations and outline the prospects for their further existence and development in the modern Russian economy. The research results can be used to optimize the work of large corporate structures with state participation when developing strategic planning documents and determining the prospects for their long-term development.

The industry of rocket and space engineering is high-tech, has a significant backlog in the field of R&D and is the locomotive of the national cosmonautics. In the context of the centralized management of the industry by the state corporation Roscosmos, and the existing system of cooperation and distribution of government orders, enterprises in the industry feel the need to move to a new level of economic development based on the growth of value added through R&D in manufactured products. One of the promising sources for the development of enterprises of rocket and space engineering can be the management of their science intensity. The model of management of the science intensity of enterprises, based on the structural analysis of research and production activities, involves the management of the ratio of R&D costs to the revenue and profit of the enterprise, which makes it possible to regulate the pricing policy of enterprises in rocket and space engineering, to substantiate many factors affecting the degree of science intensity of products.

Large-scale nuclear energetics can satisfy demands for all kinds of energy, i.e. it can secure energy safety of Russia and the whole humankind; however, this is associated with a number of daunting problems. With that, this approach is a priority for Russia. The State Corporation RosAtom is involved in the development of nuclear reactors in Russia and abroad on the conditions that the reactors will be supplied with nuclear fuel from Russia and the spent fuel will be returned to Russia for conversion into mixed uranium and plutonium oxide (MOX) fuel. In the city Zheleznogorsk near Krasnoyarsk, the first production line of a plant for treating 2000 tons of spent nuclear fuel annually has been already launched. The principal strategic plan of RosAtom, which has been being realized currently, is to develop nuclear power production based on fuel recycling using fast neutron reactors for generation of plutonium, which may be used in nuclear weapons and is most hazardous for the biosphere. The possibility of accidents associated with radioactive discharges cannot be excluded, and the hazardousness of such accidents in increased by using plutonium-based fuels. The nuclear power-based approach to energy production is costly but also dangerous not only for Russia.
