Tanaman karet (Hevea brasiliensis) merupakan salah satu komoditi hasil perkebunan yang mempunyai peran cukup penting dalam kegiatan perekonomian di Indonesia. Langkah awal pengusahaan usaha tani karet yang baik adalah petani karet perlu untuk menggunakan bahan tanam (bibit) karet yang berkualitas dan mampu menghasilkan lateks yang tinggi. Mengingat amat pentingnya bibit dalam menentukan perbaikan pembangunan perkebunan karet, maka usaha tani pembibitan perlu dikelola dengan baik. Bibit karet berkualitas yang digunakan akan menghasilkan tanaman karet yang berkualitas pula. Sistem pendukung keputusan (SPK) sebagai salah satu pemanfaatan teknologi dapat menjadi solusi dalam permasalahan yang dihadapi petani karet. Metode TOPSIS (Technique For Others Reference by Similarity to Ideal Solution), metode ini menggunakan prinsip bahwa alternatif yang terpilih tidak hanya mempunyai jarak terpendek dari solusi ideal positif, namun juga memiliki jarak ideal terpanjang dari jarak ideal negatif. Kriteria dan alternatif yang digunakan dalam penelitian ini diperoleh dari hasil observasi yang dilakukan di Budidaya Tanaman Perkebunan dan Pengelolaan Perkebunan di Politeknik Pertanian Negeri Samarinda. Data yang diperoleh terdapat 7 kriteria dan SPK yang dibangun menggunakan aplikasi mobile (perangkat bergerak) sehingga dapat dipakai dan dimanfaat oleh petani dan masyarakat.

Payları Borsa İstanbul’da işlem gören işletmelere Sermaye Piyasası Kurulu (SPK)’nun ilgili tebliğine göre bağımsız derecelendirme kurumlarınca verilen Kurumsal Yönetim İlkelerine Uyum Notu kurumsal yönetim konusunda en başarılı 50 işletmenin belirlenmesini sağlamaktadır. Bu açıdan en başarılı 50 işletme ise fiyat ve getiri analizlerinde yardımcı göstergeler edinmek amacı ile Borsa İstanbul Kurumsal Yönetim Endeksi’ne dâhil edilmektedir. Bu çalışmada Kurumsal Yönetim Endeksi’nde bulunan 50 işletme arasından finans sektörü dışında kalan 34 işletmenin finansal performans sıralaması TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) yöntemi ile elde edilmiştir. TOPSIS yöntemi işletmelere ait 10 adet finansal orana dayalı olarak kullanılmıştır. 2011-2015 yıllarını kapsayan 5 yıl için performans sıralamaları elde edilip yıllar arası sıralama değişimleri incelenmiştir. Son olarak 5 yıllık ortalama performans sıralaması hesaplanarak endeksteki işletmelerin son 5 yıl içerisindeki finansal performans dereceleri ortaya konulmuştur.

Supplier selection is an important component of supply chain management in today?s global competitive environment. Hence, the evaluation and selection of suppliers have received considerable attention in the literature. Many attributes of suppliers, other than cost, are considered in the evaluation and selection process. Therefore, the process of evaluation and selection of suppliers is a multi-criteria decision making process. The methodology adopted to solve the supplier selection problem is intuitionistic fuzzy TOPSIS (Technique for Order Preference by Similarity to the Ideal Solution). Generally, TOPSIS is based on the concept of minimum distance from the positive ideal solution and maximum distance from the negative ideal solution. We examine the deficiencies of using only one metric function in TOPSIS and propose the use of spherical metric function in addition to the commonly used metric functions. For empirical supplier selection problems, more than one metric function should be used.

Girişimciler için, hangi sektörde faaliyet göstermelerinin yanı sıra işletmeyi nereye kuracakları da önemlidir. Çünkü yanlış bir karardan dolayı uygun olmayan bir yere işletmenin kurulması yüksek maliyetlere, nitelikli işgücüne sahip olamama ve yeterli sayıda müşteriye ulaşamama gibi sorunlara sebep olabilir. Yer seçimi problemi, içerisinde birçok kriteri ve belirsizliği barındıran, bundan dolayı da bulanık bir davranış sergileyen bir karar problemidir. Bu gibi karar problemlerinin çözümünde Çok Kriterli Karar Verme (ÇKKV) gibi bilimsel yöntemlerin kullanılması karar vericilere kolaylık sağlamaktadır. Bu çalışmada, Türkiye için stratejik bir öneme sahip yerli otomobil üretimi için en uygun yerin seçilmesi amaçlanmış ve bu amaç için bulanık ortamlarda karar vermeyi kolaylaştıran bulanık TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) yöntemi kullanılmıştır. Yedi alternatif yer (Kocaeli, Bursa-Gemlik, Sakarya, Konya, İzmir-Aliağa, Adana ve Eskişehir) literatür taraması neticesinde belirlenen beş ayrı kritere göre (ekonomik, coğrafi konum, altyapı, teknik ve sosyal özellik) değerlendirilmiştir. Çalışma sonunda yakınlık katsayısı en yüksek olan Bursa-Gemlik alternatifi, yerli otomobil için en uygun fabrika yeri olarak belirlenmiştir.

The centrality plays an important role in many community-detection algorithms, which depend on various kinds of centralities to identify seed vertices of communities first and then expand each of communities based on the seeds to get the resulting community structure. The traditional algorithms always use a single centrality measure to recognize seed vertices from the network, but each centrality measure has both pros and cons when being used in this circumstance; hence seed vertices identified using a single centrality measure might not be the best ones. In this paper, we propose a framework which integrates advantages of various centrality measures to identify the seed vertices from the network based on the TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) multiattribute decision-making technology. We take each of the centrality measures involved as an attribute, rank vertices according to the scores which are calculated for them using TOPSIS, and then take vertices with top ranks as the seeds. To put this framework into practice, we concretize it in this paper by considering four centrality measures as attributes to identify the seed vertices of communities first, then expanding communities by iteratively inserting one unclassified vertex into the community to which its most similar neighbor belongs, and the similarity between them is the largest among all pairs of vertices. After that, we obtain the initial community structure. However, the amount of communities might be much more than they should be, and some communities might be too small to make sense. Therefore, we finally consider a postprocessing procedure to merge some initial communities into larger ones to acquire the resulting community structure. To test the effectiveness of the proposed framework and method, we have performed extensive experiments on both some synthetic networks and some real-world networks; the experimental results show that the proposed method can get better results, and the quality of the detected community structure is much higher than those of competitors.

Multi-criteria decision making with hesitant fuzzy information is a new research topic since the hesitant fuzzy set was firstly proposed. This paper investigates a multi-criteria decision making problem where the weight information is partially known. We firstly propose the hesitant fuzzy positive ideal solution and the hesitant fuzzy negative ideal solution. Motivated by the TOPSIS (Technique for Order Preference by Similarity to an ideal Solution) method, we definite the satisfaction degree of an alternative, based on which several optimization models are derived to determinate the weights. Subsequently, in order to make a more reasonable decision, we introduce an interactive method based on some optimization models for multi-criteria decision making problems with hesitant fuzzy information. Finally, a practical example on evaluating the service quality of airlines is provided to illustrate our models and method.

Multiple Criteria Decision Making (MCDM) models are used to solve a number of decision making problems universally. Most of these methods require the use of integers as input data. However, there are problems which have indeterminate values or data intervals which need to be analysed. In order to solve problems with interval data, many methods have been reported. Through this study an attempt has been made to compare and analyse the popular decision making tools for interval data problems. Namely, I-TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), DI-TOPSIS, cross entropy, and interval VIKOR (VlseKriterijumska Optimiza-cija I Kompromisno Resenje) have been compared and a novel algorithm has been proposed. The new algorithm makes use of basic TOPSIS technique to overcome the limitations of known methods. To compare the effectiveness of the various methods, an example problem has been used where selection of best material family for the capacitor application has to be made. It was observed that the proposed algorithm is able to overcome the known limitations of the previous techniques. Thus, it can be easily and efficiently applied to various decision making problems with interval data.

Sistem pendukung keputusan atau Decision Support System (DSS) merupakan suatu sistem yang dapat membantu dalam pengambilan keputusan pada sebuah organisasi atau perusahaan dengan menerapkan metode yang sesuai dengan bidang keputusan yang diambil; Pengambilan keputusan secara manual tanpa bantuan SPK akan menghasilkan penilaian yang tidak objektif dan tidak tepat. Metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) merupakan salah satu metode pengambilan keputusan multi kriteria dengan menerapkan bobot nilai pada setiap kriterianya. Pemilihan metode TOPSIS ini dibandingkan dengan metode SPK yang lain yaitu metode ini menggunakan prinsip bahwa alternatif yang terpilih harus mempunyai jarak terdekat dari solusi ideal positif dan jarak terjauh dari solusi ideal negatif. Sistem yang dibuat memungkinkan pihak sekolah untuk menentukan aspek penilaian berdasarkan kriteria sesuai dengan kebutuhan dari sekolah tersebut sehingga lebih fleksibel. Sistem pendukung keputusan dengan metode TOPSIS ini diharapkan dapat membantu dalam pemilihan guru terbaik.


Demand for energy is increasing due to the development of industries, expanding urbanization, and population growth which further increases the use of fossil fuel in large amount. This also affects an environmental pollution and engine sector too. In internal combustion (IC) engines, alternative fuel blends has one of the most important decision for balancing a number of opinions and criteria for making different strategic decision by an engine expert. Choice of alternative sources of suitable blending of biodiesel and biodiesel plays an important role in engine sector. In this paper, discuss the Multi Criteria Decision Making (MCDM) techniques is used for selecting the best alternative blend of Karanja methyl ester biodiesel to fulfil the demand in IC engine sector. Optimization was done by using of VIKOR (Visekriterijimsko Kompromisno Rangiranje) and TOPSIS (technique for order performance by similarity to ideal solution) techniques. The parameter considered for optimization includes brake thermal energy, brake specific fuel consumption at different load at different compression ratio as input. Emission parameters as carbon mono oxide un burnt hydrocarbon, carbon di-oxide, oxygen and oxides of nitrogen was also determined. A productive examination of the procedure and positioning of choices can be accomplished for enhancement blends choice through TOPSIS and VIKOR techniques. Starting with normalized and weighted normalized decision matrix, positive and negative ideal solution, the distance of alternative from positive and negative ideal solution was calculated and closeness coefficient of alternative in the form of ranking of alternative was done. It was found that a mix B75 was the most appropriate blend for Karanja biodiesel for best use in CI engine without influencing the emission and performance parameters.

Rumah sakit adalah tempat pelayanan kesehatan yang pasti sangat diperlukan oleh masyarakat.Pelayanan tersebut dilihat dari efisiensi, sarana dan prasarana yang memadai, dan faktor lainnya. Efisiensi pelayanan rawat inap juga termasuk hal yang penting bagi pasien, khususnya yang harus dirawat di rumah sakit. Pihak rumah sakit melakukan sensus harian untuk meninjau dan meningkatkan kualitas pelayanan rawat inap. Kriteria pelayanan rawat inap adalah BOR (Bed Occupancy Ratio), BTO (Bed Turn Over), TOI (Turn Over Interval), dan AVLOS (Average Length of Stay). Untuk kemudahan dalam memilih, maka dibutuhkan sistem pendukung keputusan sebagai alat. Rumah sakit yang akan dijadikan pilihan oleh peneliti adalah rumah sakit yang ada di wilayah Kota Batu. Metode yang digunakan adalah gabungan SAW (Simple Additive Weighting) dan TOPSIS (Technique For Order Preference By Similiarity To Ideal Solution). Metode ini dipilih karena menggunakan persamaan matematis yang lebih sederhana untuk mendapatkan solusi terbaik. Hasil pengujian dapat digunakan untuk membantu masyarakat dalam pemilihan rumah sakit.

Saat ini rumah makan Wong Solo masih menggunakan cara manual  untuk mengetahui kelompok karyawan yang berprestasi dan kurang kompeten, maka dari itu dibuatlah sebuah penelitian yang berjudul “Sistem Pendukung Keputusan Pengukur Kenierja Karyawan pada Rumah Makan Wong Solo Kediri Menggunakan Metode TOPSIS (Technique For Other Reference by Similarity Ideal Solution), Tujuan penelitian ini adalah mampu mengimplementasikan metode TOPSIS dalam sistem pendukung keputusan untuk mengukur kinerja karyawan dan mampu membangun sistem pendukung keputusan yang membantu mengukur kinerja Karyawan Wong Solo.Metode penelitian ini menggunakan beberapa tahapan yaitu: menyusun perencanaan, melaksanakan tindakan, melaksanakan pengamatan, melakukan refleksi. Adapun sumber data diperoleh dari observasi, wawancara, dan study Literature. Kemudian Landasan teori yang akan digunakan dalam sistem pendukung keputusan penilai kinerja karyawan rumah makan Wong Solo dengan Metode TOPSIS.Berdasarkan analisa data yang dilakukan, diperoleh kesimpulan bahwa Metode TOPSIS dapat diterapkan ke dalam sistem pendukung keputusan pengukur kinerja karyawan yang digunakan sebagai rekomendasi HRD rumah makan Wong Solo Kediri untuk menentukan karyawan terbaik dan terburuk. Perhitungan menggunakan  Metode ini sesuai dengan perhitugan manual. Diharapkan dengan adanya sistem ini, pihak Rumah Makan Wong Solo khususnya HRD dapat mengukur kinerja karyawan dengan lebih efisien dan cepat dari pada dengan cara manual.
