In this report, we synthesize the overarching principles and general guidelines that underpin the establishment of marine protected area (MPA) networks designed to meet ecological, governance, social and cultural objectives, based on the peer-reviewed literature. These guidelines are supported by scientific research, institutional experience and global case studies, and take a social-ecological systems approach to marine conservation. Information reviewed in this report suggests that the design of MPAs and MPA networks require the simultaneous consideration of ecological features and processes, governance arrangements, economic costs and benefits, as well as social and cultural values. Planners, managers and decision-makers can use the guidelines synthesized in this report to support the process of MPA network design in their local contexts. We discuss how several of the design guidelines apply to the Pacific region of British Columbia (B.C.), Canada, given the federal and provincial governments have committed to establishing a bioregional network of MPAs.In this report we reviewed and synthesized:› Ecological principles and guidelines for MPA network design, with discussion and recommendations on how each of these principles could be applied in B.C.;› Species-specific movement and larval duration estimates for a selection of marine species of ecological, economic, cultural and conservation importance in B.C., with recommendations on how this can inform guidelines on the size and spacing of MPA networks in B.C.;› Overarching principles from global literature on good governance of MPAs and MPA networks;› Design goals and strategies for achieving different social objectives in MPA and MPA network planning; and› Opportunities and challenges for integrating local knowledge systems (focus on Traditional Ecological Knowledge) into marine planning and MPA design.Lastly, we assessed relevant B.C. policy documents using the ecological and good governance guideline frame- works.According to our synthesis of the literature, successful establishment and effective management of MPA networks depend on legitimate and effective governance arrangements that can accommodate ecological criteria while considering the perspectives and input of local resource users and stakeholders. Furthermore, policy makers should specify MPA objectives as this will guide design priorities, assessment and monitoring, and ensure that trade-o s are transparent.Overall, the principles and guidelines synthesized in this report support an approach to MPA design that incorporates biodiversity and ecosystem resilience objectives while recognizing human uses and values. Our compendium of information is most relevant to MPA planning processes in B.C., but can be applied and adapted to MPA and MPA network design in any other region.

Around the world, governments are establishing Marine Protected Area (MPA) networks to meet their commitments to the United Nations Convention on Biological Diversity. MPAs are often used in an effort to conserve biodiversity and manage fisheries stocks. However, their efficacy and effect on fisheries yields remain unclear. We conducted a case-study on the economic impact of different MPA network design strategies on the Atlantic cod (Gadus morhua) fisheries in Canada. The open-source R package that we developed to analyze this case study can be customized to conduct similar analyses for other systems. We used a spatially-explicit individual-based model of population growth and dispersal coupled with a fisheries management and harvesting component. We found that MPA networks that both protect the target species’ habitat and were spatially optimized to improve population connectivity had the highest net present value (i.e., were most profitable for the fishing industry). These higher profits were achieved primarily by reducing the distance travelled for fishing and reducing the probability of a moratorium event. These findings add to a growing body of knowledge demonstrating the importance of incorporating population connectivity in the MPA planning process, as well as the ability of this R package to explore ecological and economic consequences of alternative MPA network designs.

Abstract This study characterizes the gill net fishery at Colônia de Pescadores Z13 (CPZ13), in Copacabana, Rio de Janeiro, and its relationship with the marine protected area ‘Monumento Natural do Arquipélago das Ilhas Cagarras – MoNa Cagarras’, describing the fleet and fishing gears, identifying fishing spots, species and their associations by gillnet type. From June 2012 to May 2013, every Tuesday to Sunday, gill net landings were monitored and fishers interviewed regarding their catch. Small boats (dory whaleboats) are used to set three types of gillnets: “Corvineira” (target species – whitemouth croaker), “linguadeira” (target species – flounders) and “rede-alta” (target species – bluefish). Fifty-nine species within 37 families were captured at 14 fishing spots, showing association with bottom type and distance from shore. The use of fisher’s local ecological knowledge defines gear placement at specific sites targeting fisheries resources. All fishing sites are not within the limits of MoNa Cagarras but would benefit from management plans including an MPA buffering zone.

Marine protected area (MPA) networks are commonly designated to achieve ecosystem-level conservation objectives. To design MPA networks capable of achieving such objectives, there has been a strong emphasis placed on the importance of incorporating connectivity into their design. Approaches to incorporate connectivity, however, have primarily been developed from a population-based, biotic perspective that overlooks the abiotic components of ecosystems. Ecological evidence suggests that ecosystem connectivity - the movement of materials, including organisms, detritus, and inorganic nutrients, between ecosystems - can be a fundamental driver of ecosystem dynamics, emphasizing the need for MPA network design strategies to adopt a broader, ecosystem-based perspective on connectivity. Here, we propose a conceptual framework for integrating ecosystem connectivity into the design of MPA networks, using the best available data. Through the application of our framework to a case study on the Pacific coast of Canada, we present the current state of knowledge regarding benthic ecosystem connectivity in temperate marine environments. We highlight potential interdependencies between benthic marine ecosystems, and present evidence-based rules of thumb for integrating ecosystem connectivity into the design of MPA networks. We discuss our findings in relation to Canada’s MPA network objectives and design guidelines.

Title (Bahasa Indonesia): Status dan strategi kawasan konservasi perairan daerah di Desa Uwedikan, Kecamatan Luwuk Timur, Kabupaten Banggai Marine Protected Area (MPA) in Uwedikan Village is a conservation area established through Banggai Regent’s decree since 2008. The establishment of a marine conservation area does not necessarily solve its management problems. The study aimed to examine the sustainability status of the MPA management of Uwedikan village and to formulate a managementstrategy. Research method  used wasa descriptive method through case study approach. Data collection employed questionnaires-basedinterviews on respondents. The data were analyzed by using Rapid Appraisal for Fisheries Status (Rapfish) to obtain the sustainability status of the MPA in Uwedikan. The Rapfish outcome wasthenanalyzed using Diagnosis and Therapy Analysis of Law (DTAL) to formulate a strategy for the existing management.Kawasan Konservasi Perairan Daerah (KKPD) di Desa Uwedikan merupakan kawasan konservasi yang telah ditetapkan melalui keputusan Bupati Banggai sejak tahun 2008. Penetapan suatu kawasan konservasi laut tidak serta merta dapat menyelesaikan permasalahan pengelolaannya. Penelitian bertujuan untuk mengkaji status keberlanjutan penatakelolaan kawasan konservasi perairan daerah Desa Uwedikan dan merumuskan strategi pengelolaannya. Metode penelitian adalah metode deskriptif melalui pendekatan studi kasus. Pengumpulan data melalui wawancara kuesioner mendalam terhadap responden. Data hasil kuesioner diolah menggunakan analisis yang ada pada Rapid Appraisal for Fisheries Status(Rapfish) sehingga didapatkan status keberlanjutan penatakelolaan KKPD Uwedikan saat ini.Hasil dari Rapfish di analisis menggunakan Diagnosis and Therapy Analysis of Law(DTAL) untuk merumuskan strategi terhadap penatakelolaan yang ada.

Abstract. The Banggai cardinalfish Pterapogon kauderni is a species of national and international conservation concern. Established in November 2019, the Banggai marine protected area (MPA) in Central Sulawesi, Indonesia covers most of the endemic range of this ornamental fish. The third repeat survey (T2 monitoring) under the National Action Plan for Banggai Cardinalfish Conservation (NAP-BCFC) was carried out in October 2019 at eight sites in the Bokan Kepulauan region within the MPA. The T2 monitoring used the standard NAP-BCFC belt transect method. Data were collected on P. kauderni abundance (by size class: recruits, juveniles, adults) and microhabitat (sea urchins, sea anemones, hard corals, and others). Data were evaluated with respect to the T0 (2017) survey and T1 (2018) monitoring at the same sites, as well as previous surveys in 2004 (2 sites) and 2012 (4 sites). The data show wide between-site variation in P. kauderni and microhabitat parameters, with one subpopulation at very high risk of extirpation. Trends included declines over time in P. kauderni, sea urchin and sea anemone abundance, with an increase since 2017 in hard coral microhabitat use by adult P. kauderni. We recommend evaluation of other P. kauderni populations in Bokan Kepulauan and specific site or zone-based actions. However, we conclude that the most urgent priority for P. kauderni conservation in Bokan Kepulauan is protection of key microhabitat through a moratorium on sea urchin and sea anemone collection in P. kauderni habitat.  Keywords: Banggai cardinalfish, endangered species, marine conservation, microhabitat, monitoring, ornamental fishery, CITES
