In the last few decades, Technical and Vocational Education and Training (TVET) expanded significantly in Nepal. However, the actors of TVET are uncoordinated and are implementing programmes with fragmented governance. The international experience shows TVET fund is one of the approaches to coordinate fragmented TVET stakeholders and enhance the quality of TVET. In absence of such an integrated TVET fund in Nepal, this paper urges for establishing TVET fund and sketches the possible approaches with reformed TVET structure. For this, first, we reviewed the literature particularly the perceived international practices of implementing TVET fund. Further, we arranged an interaction with TVET stakeholders and collected their views on the establishment of the TVET fund in Nepal. Based on findings of the research, the paper provides five possible models for establishing TVET fund mechanism in Nepal. All the models have their strengths and challenges, so it would be rational to adopt the idea of strengthening existing structure rather than making it stand alone. For this, a developing strong research and innovation, effective implementing body, and independent quality assurance and accreditation system is equally important for its effective implementation.

Attracting more young people to join Technical and Vocational Education and Training schools (TVET) is an important measure so as to enhance the quality of labor workforce. This paper presents a study on factors influencing on the number of people registrating into TVET schools after they graduate from high schools. The aim of this study is to explain why, currently, in Vietnam, there is only a limited number of pupils in high schools registering into TVET schools. Based on that, a couple of proposals are made to encourage more young people to enrolling in those schools.

The Education Development Plan of Malaysia (Higher Education) carry the nation’s aspiration to empower the technical and vocational education and training (TVET) in Malaysia. The emphasis on the development of high quality TVET graduates demands teachers and instructors of TVET who are highly knowledgeable and skilled. Thus, the emphasis on the quality of TVET teachers’ education training of Faculty of Technical and Vocational Education (FTVE), Sultan Idris Education University (UPSI) has become an interesting issue that needs exploration. To evaluate the effectiveness of the education graduates, a quantitative survey research design using the Stuffelbeam evaluation model was carried out. The samples were FTVE graduates that have been placed in secondary schools and vocational colleges all over Malaysia. A total of 111 respondents have answered the questionnaire. The research findings showed that the level of professional knowledge, skills and practice were high. However, parallel to the concept of continuous improvement, the elements that are at the level of moderate will be evaluated for improvement. These research findings were expected to give some information to policy maker in TVET Teachers Training Provider to increase the quality of TVET graduates in UPSI specifically and Malaysia in general in order to uphold the aspiration to become a developed nation by 2020.

Technical and vocational education and training (TVET) makes a significant contribution to economic competitiveness and welfare in a global knowledge-based economy. The main challenge for vocational education and training is to meet the changing skills needs of individuals and the world of work in accordance with the principle of lifelong learning. Since the demand for new skilled workers is increasing, and the TVET customer base is constantly diversifying, it is necessary to increase awareness of the key role played by education and training in economic competitiveness and social inclusion. As in other EU countries, quality assurance in Slovakia plays a decisive role in modernising education and training systems and in improving their performance and attractiveness. These objectives are widely shared by the Ministry of Education of the Slovak Republic. Education and training systems are being modernised and transformed in terms of more effective management systems and quality assurance. The paper responds to current situation and deficiencies in the educational system of technical and vocational secondary schools in Slovakia in training of qualified workforce for the local and global labour markets. Authors introduces the project "Model for improving the quality of graduates and job applicants in the European labour market" elaborated and submitted by the two Slovak institutions of higher education - Dubnica Institute of Technology in Dubnica nad Váhom and the University of SS. Cyril and Methodius in Trnava, Slovakia. Both institutions are characterized by an experienced staff in the field of educational research. The project aims to the development of a model for improving the quality of graduates and job applicants in European labour market. It focuses on graduates of secondary vocational schools in Slovakia and the acquisition and improvement of their key competences. The pilot stage of the Project deals with theoretical background of quality assurance and specifics of its application in the area of technical and vocational education. In further stage, the project deals with a model for improving the quality of graduates and job applicants, in particular by the application of the elements of the foreign language communication skills improvement, increasing the computer literacy and enhancing the quality of teaching technical and vocational subjects of the target group. The importance of clear concise communication is often overlooked by the typical engineer and scientist. Based on the research findings, the paper emphasises the importance of communication skills in training students for technical and engineering professions. The author provides research findings in analysis of the most common mistakes in preparing PowerPoint slides, and in giving oral presentations. He shows practical outcomes and methodology for proper communication training. The published findings would help teachers of engineering and science subjects to find the way to implement communication and presentation skills into technical subjects, as well as to increase efficiency of their technical presentations in educational process.
