The issues raised in the article refer to the problems of Church diplomacy of Russia and other great powers in the Middle East in the 1850–1860’s when Russian diplomacy, both secular and church, faced the task of developing new approaches, first of all, in shaping the sphere of Russian interests in the Middle and Far East. Church policy of Russia in the Christian East in the 1850s–1860s is observed through the prism of the position of the Metropolitan of Moscow Filaret (Drozdov, 1782–1867), an outstanding church figure whose position determined the development of Russian church presence abroad not only in the Holy Land, but also in China and North America. The role of Metropolitan Filaret is presented in the forefront of such issues as the development of inter-church relations between the Russian Church with the Patriarchates of the East, the formation of the concept of Russian-Greek, Russian-Arab and Russian-Slavic relations, the interaction and contradictions of the Russian Ecclesiastical Mission and the Russian consulate in Jerusalem.

Technology suppliers, waste system managers and project developers across North America are endeavoring to find and implement new approaches to converting the energy in waste to electricity or alternate fuels. These entities, as well as potential financiers and communities that might benefit from these emerging technologies, often retain an independent engineer to assist in establishing the status and risks of the technology itself or the feasibility a specific project that has been proposed. Although independent engineering assessments are a well-established element of the non-recourse finance process, individuals and organizations new to the development process are often unfamiliar with the usefulness and content of these assessments. In the context of emerging technology-based projects, this paper will provide an overview of the role of an independent engineer in the development process, explain the typical assessment process, and discuss the content of a typical independent engineering report (“IE Report”).

Currently implemented project “Russian-Finnish Bioeconomy Competence Сentre – BioCom” within South-East Finland – Russia Cross-Border Cooperation Programme 2014-2020 aims to integrate the BioEconomy principles and approaches into the agricultural sector of the neighbouring border areas of Russia and Finland. The energy efficiency of farming and sustainable use of energy resources is one of the fundamentals of the bio-economy concept. The energy audit is the first step in identifying opportunities to reduce the energy inputs on the farms.(Research purpose) To discover the new approaches to the energy auditing of agricultural enterprises and new assessment indicators following the project experience.(Materials and methods) Four farms were selected for the energy inspection – two farms located in the Leningrad Region, Russia, and two farms located in the South Savo Region, Finland. In Russia the standard energy auditing, measurement, and calculation procedure was applied. The systems of electrical power supply, heat supply, water supply, sewage, and building envelopes on the farms were examined and estimated.(Results and discussion) Following the outcomes of the energy audits in the project framework and the previous relevant experience, the basic energy-saving and efficiency improvement measures were established. Three new approaches to the energy auditing of agricultural enterprises were suggested – energy and environmental assessment of applied technologies and equipment; consideration of the application of renewable energy-generating sources; consideration of the conversion of vehicles to biogas.(Conclusions) The study outcomes proved the energy audits to play an important role in improving the energy efficiency of agricultural production provided they are mandatory, take into account the energy environmental assessment criteria, consider the application of renewable energy-generating sources and the conversion of vehicles to biogas.

<abstract> <p>First, we recognize the valuable previous studies which model renewable energy growth with complete termination of fossil fuels along with assumptions of the remaining carbon budgets to reach IPCC warming targets. However, these studies use very complex combined economic/physical modeling and commonly lack transparency regarding the sensitivity to assumed inputs. Moreover, it is not clear that energy poverty with its big present impact in the global South has been eliminated in their scenarios. Further, their CO<sub>2</sub>-equivalent natural gas emission factors are underestimated, which will have significant impact on the computed greenhouse gas emissions. Therefore, we address this question in a transparent modeling study: can the 1.5 ℃ warming target still be met with an aggressive phaseout of fossil fuels coupled with a 100% replacement by renewable energy? We compute the continuous generation of global wind/solar energy power along with the cumulative carbon dioxide equivalent emissions in a complete phaseout of fossil fuels over a 20 year period. We compare these computed emissions with the state-of-the-science estimates for the remaining carbon budget of carbon dioxide emissions consistent with the 1.5 ℃ warming target, concluding that it is still possible to meet this warming target if the creation of a global 100% renewable energy transition of sufficient capacity begins very soon which will likely be needed to power aggressive negative carbon emission technology. The latter is focused on direct air capture for crustal storage. More efficient renewable technologies in the near future will make this transition easier and promote the implementation of a global circular economy. Taking into account technological improvements in 2<sup>nd</sup> law (exergy) efficiencies reducing the necessary global energy demand, the renewable supply should likely be no more than 1.5 times the present level, with the capacity to eliminate global energy poverty, for climate mitigation and adaptation.</p> </abstract>

Increasing of demand in the energy sphere and also unprecedented proliferation of environmental pollutants in the air has pushed human toward the using of renewable energy sources such as photovoltaic systems. Unfortunately, despite all the efforts made, in the field of photovoltaic systems, still the usability of this clean and renewable source is skeptical in the world. This paper examines some basic problems of photovoltaic systems and discusses a few new approaches to reduce some problems of photovoltaic systems. The proposed approaches have capabilities and difficulties which are investigated in this study.
