Since the goal of any advanced society is to reduce poverty and improve the social status of the population, it is important to know the causes of its emergence. In connection with Slovakia's membership in the European Union, we have taken over European legislation in this area. The Europe 2020 strategy is currently in force in the countries of the European Union, while one of its five main objectives is "Fight against poverty and social exclusion". Poverty research is undoubtedly a topical, multidimensional problem. One of the issues it focuses on is the so-called income poverty. The poverty line is considered to be 60% of the median national equivalent disposable household income. In order for assistance to those at risk to be truly targeted at those who need it most, it is necessary to map the situation in detail and identify the factors that have the greatest impact on the incidence of poverty. In our paper, the subject of analysis will be the quantification of the influence of selected factors from The European Union Statistics on Income and Living Conditions (EU-SILC) database on the at-risk-of-poverty rate in Slovak households. The at-risk-of-poverty rate represents the proportion of people (in percent) in the whole population, whose equivalent disposable income is below the at-risk-of-poverty line. We will verify the impact of selected factors on the at-risk-of-poverty rate using a logistic regression model in the SAS Enterprise Guide statistical tool.

Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & value added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. Additionally, the development challenges are discussed for improvement of the socioeconomic well-being of the EU and to avoid social disparities.

In 2010, the European Union (EU) committed to lifting at least 20 million people out of poverty and social exclusion, using income poverty, severe material deprivation, and (quasi-)joblessness as metrics to measure progress on this goal. As part of a broader set of commonly agreed indicators, the EU also (crudely) measures the impact of transfers by comparing income poverty rates before and after social transfers. This chapter develops a regression approach to study the effects of transfers on material deprivation by predicting the material deprivation rate before social transfers. We apply the method to pre-recession and post-austerity EU-SILC data for Germany, Greece, Poland, and the United Kingdom. We find that, in addition to reducing income poverty, transfers substantially reduce the extent and depth of material deprivation. Changes in social transfers, therefore, have a twofold effect on Europe’s poverty-reduction target.

The severe material deprivation rate indicates the proportion of the population that cannot fulfil at least four of the nine needs identified as basic ones in the European conditions. The study attempts to identify factors differentiating this indicator in the European Union countries. The parameters for regression beta models were estimated on the basis of data from the European Survey of Income and Living Conditions (EU-SILC) for 2014. Such models are useful when the value of the dependent variable interval is included between 0 and 1. It was found that severe material deprivation rate is affected by such factors as: type of household, median equalized disposable income, at-risk-of-poverty rate, relative median at-risk-of-poverty gap, inequality of income distribution, long-term unemployment rate, GDP per capita, and share of social protection expenditure in GDP.

Introduction The study presents an analysis of the health situation of economic migrants from Ukraine in Wielkopolska, Poland. It was performed using an analysis of the social and legal situation of economic migrants from Ukraine in Poland. The results were compared with the available statistical data on the health situation of the population in Poland and the European Union. Aim The main purpose of the article is to present and analyse the health and socioeconomic situation of economic migrants from Ukraine in Wielkopolska, Poland. Material and methods The study was conducted in the form of a standardised survey on a sample of 793 migrants from Ukraine in 2017 and 2018. This research was done during preventive health medicine examinations with a focus on the physical and mental condition of employees and their fitness for work. Results The majority of the respondents described their health situation as good (78.31%) or very good (7.06%). According to the conducted research, Ukrainian migrants are at risk of cancer and smoking-related diseases since 9.71% of the surveyed people admitted to smoking. Additionally, a more in-depth survey on 330 immigrants from Ukraine showed that more than 40% of them are at risk of civilization diseases related to obesity or excessive body mass. Conclusions Our comparison of the data collected during the study with the publicly available statistics in Poland and the European Union suggests that economic migrants from Ukraine are not more susceptible to civilization diseases than the residents of Poland and European Union

Η παρούσα εργασία προσπαθεί να αναλύσει τις επιπτώσεις της Ευρωπαϊκής Ολοκλήρωσης στην χάραξη της αθλητικής πολιτικής που σχετίζεται με την κοινωνική και εκπαιδευτική πτυχή του αθλητισμού και να διαπιστώσει πώς και σε ποιό επίπεδο οι πρωτοβουλίες της Ευρωπαϊκής Ένωσης (Ε.Ε.), όπως αυτές προτείνονται στη Λευκή Βίβλο για τον Αθλητισμό, εφαρμόζονται σε εθνικό επίπεδο. Ο στόχος είναι να προσδιοριστούν οι πιέσεις της Ε.Ε., οι μηχανισμοί και ο βαθμός της αλλαγής σε εθνικό επίπεδο, υπό το πρίσμα της νέας αρμοδιότητας της Ε.Ε. στον τομέα του αθλητισμού μετά την επικύρωση της Συνθήκης της Λισαβόνας. Αυτό θα επιτευχθεί με τη χρήση του Εξευρωπαϊσμού ως οριζόντια διαδικασία «πολιτικής μάθησης» και θα αποτελέσει το θεωρητικό πλαισίο για τη μελέτη της επιδρασης της Ε.Ε. στην περίπτωση της Ελλάδας. Παρουσιάζεται μια ιστορική αναδρομή στις Ευρωπαϊκές πολιτικές εξελίξεις στον τομέα του αθλητισμου από το 1985. Διερευνάται ο ρόλος των θεσμικών οργάνων της Ε.Ε. που σχετίζονται με την χαραξη της αθλητικής πολιτικής, ενώ παρατίθεται μια επιστημονική αιτιολογία για την διαμόρφωση της πολιτικής ατζέντας για τον αθλητισμό και τη συμμετοχή των ενδιαφερόμενων φορέων του αθλητισμού σε ευρωπαϊκό επίπεδο. Παρουσιάζεται το θεσμικό πλαίσιο της ελληνικής αθλητικής πολιτικής με ιδιαίτερο ενδιαφέρον στον κοινωνικό και εκπαιδευτικό τομέα. Σχετικά με τη μεθοδολογία, η έρευνα αφορά στην περίοδο εφαρμογής των πρωτοβουλιών της Λευκής Βίβλου για τον Αθλητισμό 2007-2013. Πρόκειται για μια μελέτη περίπτωσης όπου γίνεται ποιοτική ανάλυση των εργαλείων ήπιας πολιτικής και νομοθέτησης της Ε.Ε., των πρωτογενών και δευτερογενών πηγών πληροφόρησης όπως είναι τα ευρωπαϊκά και εθνικά έγγραφα και οι συνεντεύξεις με πρόσωπα-κλειδιά χάραξης της αθλητικής πολιτικής. Ενώ κάποιος βαθμός εξευρωπαϊσμού είναι εμφανής στην περίπτωση της Ελλάδας, που αφορά στις ευκαιρίες χρηματοδότησης του αθλητισμού, τη μεταφορά γνώσης και διάδοσης πολιτικών πρακτικών μέσω της συνεργασίας των Κρατών Μελών, το δομημένο διάλογο, τη δικτύωση και την υιοθέτηση των γενικών στόχων πολιτικής της Ε.Ε. για τον αθλητισμό, παρατηρείται ότι οι προτιμήσεις, οι αξίες και οι δράσεις των εθνικών προσώπων της αθλητικής πολιτικής αποτελούν καθοριστικό παράγοντα για την έκβαση του Εξευρωπαϊσμού στην Ελλάδα.

This chapter provides a detailed overview of the development of social innovation policy in the European Union. It makes an important analytical distinction between policy for social innovation and policy as social innovation. In the context of these two policy agendas, not only has social innovation been understood as a means to achieve an end in this regard, it has also been recognized as an end in itself. These agendas have been advocated by the European Commission and across various individual states. This chapter establishes how the concept of social innovation has been understood, applied, and managed in pan-European policy agendas over recent years. It examines the key policy agendas from the perspective of institutions, cognitive frames, and networks: the Europe 2020 strategy (2010–20), the Social Business Initiative and the Social Investment Package.

The impact of generic medicines on the European pharmaceutical market: The example of PolandIn this paper has been done a review of the existing situation on European pharmaceutical market. It was found that the Polish pharmaceutical market is quite different from other countries of the European Union. The share of generic medicines in Poland is the highest in the European Union. Quantitatively about 85% of the pharmaceutical market is composed of generic drugs. The social role of generics is expressed in their accessibility, affordable price, diversity and security for the most vulnerable part of the population — people with various health problems. It is impossible to overestimate the importance of generic medicines in both saving of the state’s budgets and the rational use of public fi nances.

The purpose of this article is to assess the impact of the UK government’s response to the Covid-19 outbreak from a human rights perspective, particularly its apparent tension with Article 2 of the European Convention on Human Rights (ECHR) in relation to non-Covid-19 patients whose lives were put at risk by not being able to attend appointments and treatments for pre-existing conditions and illnesses. The UK has also rejected the application of the Charter of Fundamental Rights of the European Union with the European Union Withdrawal Act 2018, which will leave the population even more exposed to potential human rights violations. This seems to be a direct consequence of the narrative and slogan employed by the government: “Stay Home; Protect the NHS; Save Lives”. Other potentially threatened categories, the NHS staff and prisoners are also mentioned in the same context. The latter have already launched a judicial review application along the same lines: Article 2 of the ECHR and the due regard duty stemming from the Equality Act 2010. The NHS staff were directly at risk, and evidence was emerging almost on a daily basis that implied authorities’ responsibility for the shortage of personal protective equipment and testing kits. While there have been a number of discussions on other issues in relation to the lockdown and the strategy directly or indirectly impacting human rights, it appears that no discussion on the impact of the strategy for non-Covid-19 patients and other categories from a human rights perspective has taken place. This gap in analyses and literature merits the present analysis.

Increase in convergence of the European Union countries has been focal for the European Union leaders, from the very beginning. The aim of the study is to examine whether any social convergence occurred in the EU-28 from 2010 to 2016, in the context of the implementation of the recommendations and the social policy objectives formulated under the Europe 2020 strategy. This article is based on an overview of the literature on the subject and the statistics of Eurostat. The methods of assessing the effectiveness of objects is DEA and sigma convergence. It is a new approach to convergence measurement based on the assessment of the efficiency diversification of the European Union countries and it has clearly been the value added to the analyses conducted so far. The obtained results in the scope of the estimation of the effectiveness were then compared to the existing results produced with the use of the methods generally recognized and employed in the literature. Conclusions were presented in the final part of the study.
